I was stunned by a picture circulating online today.
The following is a notice from the Lanxi County Charity Federation, with the document number Lanci Fa [2026] No. 1.
After searching, I found that Lanxi County has also held “Charity Day Donation” activities in previous years, but I have not yet found this document issued by an official account. Similar activities have been criticized by netizens from different places. This time, it is not ruled out that some boring PS master forged the official document.
If this is fake, I suggest Lanxi County refute the rumors as soon as possible to correct the facts. If this document is true, if every word on it is indeed from the cerebral cortex of some public servants, and it is stamped with a red seal and issued, I really have too many questions.

The second major point of the document, item (1), is written so beautifully.
The original notice reads:
Adhere to the principle of organizing and operating in accordance with the law;
Strictly abide by the principles of voluntary donation, doing what one can, and encouraging more donations…
When you see the words voluntary, do you feel relieved?
Don’t worry, look at the next two lines. Item (3) immediately slaps you in the face with the donation standard.
The original notice stipulates:
Individuals donate 1 day’s wage income, which is total actual monthly wages ÷ 22 working days;
Units donate 1 day’s office expenses…
In the logic of Chinese, voluntary is a subjective intention word, and its core lies in uncertainty. I can donate 100, I can donate 10, or I can donate nothing.
But the Lanxi County Charity Federation is obviously a math genius. They turned voluntary into a precise mathematical equation:
X = Y ÷ 22
When a donation is accurate to one decimal place, when your kindness is quantified into a hard indicator of dividing by 22, is this still charity?
This is not called donation, this is called:
Precise harvesting.
It’s like the beggar on the side of the road is not holding a bowl asking you for alms, but is holding a calculator and stopping you:
“Brother, I know you are willing to give money, but according to your tax return last month, you must voluntarily give me 86 yuan and 5 cents today, and you can’t be a penny less.”
If forced apportionment is just ugly, then this document’s regulations on who the money is for is simply engraving the words privilege on the forehead.
Let’s see how this money is going to be distributed.

- 1. Difficult cadres and staff of government and public institutions, the relief amount is generally 2,000 yuan/person;
- 2. Difficult masses in urban and rural areas, the relief amount is generally 1,000 yuan/person;
Please open your eyes and look at this inequality:
Difficult staff within the system (2,000 yuan) > Difficult masses in urban and rural areas (1,000 yuan)
What is the essence of charity?
It is to take from the surplus and supplement the insufficient, it is the flow of social resources from high to low, to fill those deep pits caused by the system, luck or disaster.
And what is Lanxi County doing?
They call on the loving units and individual industrial and commercial households (note that the document specifically mentioned them) to donate money, and then transfer the bulk to their own people first.
Employees of government and public institutions, no matter how difficult they are, do you have a staff position? Do you have social security? Do you have a housing provident fund? Do you have a trade union?
In contrast, what do those real low-income households, the disabled, and orphans have?
What’s the result?
Those who have iron rice bowls get twice as much relief money as those who have nothing!
This is called:
Sucking the blood of the poor to supplement the calcium of the rich.
“Difficult cadres and staff of government and public institutions”, the attribute of this subject is full of room for manipulation.
Who determines their difficulty? Is it reported by their own unit, or is it approved by their own people?
In the absence of strong third-party supervision, will this 2,000 yuan become a disguised internal welfare?
Even if there are really difficult employees within the system, that is also the responsibility of the trade union, and it is the responsibility of internal mutual assistance of the unit.
Why do you use the funds of the charity federation facing the whole society?
Holding the donations of the people and enterprises, giving red envelopes to the people within the system first, and the remaining leftovers will be the turn of the real poor.
This is not relief, this is:
The inbreeding of public power.
The reason why this document makes people angry is not only because it calculates your wallet, but also because it insults your IQ.
It uses a high-profile attitude to build a closed logical loop:
First, I ask you to donate money, nominally voluntary, but in fact I have clear standards.
Second, the money is collected, nominally to warm thousands of families, but in fact to warm our own families first.
Third, it is also difficult, my difficulty is twice as expensive as yours.
Today in 2026, they emphasize common prosperity and fairness and justice.
But the Lanxi County Charity Federation is telling us with a red-headed document:
Human suffering is also divided into different levels.
Some people’s suffering is backed by red-headed documents, and the whole society pays for it, worth 2,000 yuan.
And some people’s suffering can only be ranked behind, worth 1,000 yuan.
Finally, I hope this picture is fake.
Because if it is true, it destroys not only the credibility of the Lanxi County Charity Federation.
It destroys the last bit of trust in kindness in people’s hearts.
If the official does not come out to refute the rumors, or refutes the rumors that it was done by a temporary worker, then I can only say one last sentence:
Don’t use the banner of charity to engage in robbing the poor to help the rich, this is too ugly.
别打着慈善的旗号搞劫贫济富,这吃相太难看了。
