I saw a chart that was quite interesting, a family representing a group;

My parents' pensions are 15,000 yuan a month, totaling 30,000 yuan for both. My grandmother's pension is a bit lower, over 8,000 yuan, but it increases by 5% every year. They don't have to do anything, and the money arrives every month;

In terms of benefits, there is also a heating subsidy, so heating doesn't cost anything. The current economic environment is not good for consumption, prices have dropped, and life has become better. We are planning to upgrade to a larger apartment and take my parents on a trip to Northern Europe. I am so envious;

There are about 23 million people in this group nationwide. I looked at the flow of national social security funds, and it became clear;

This chart of social security expenses should be viewed as follows:

① Look at the largest portions, which are: Administrative and institutional units > Enterprise employees > Urban and rural residents;

② Look at the growth rate. In 8 years, the expenses have increased by:

Administrative and institutional units: Increased by 828.4 billion yuan, a growth of 107%, reaching 1,604.7 billion yuan now;

Enterprise employees: Increased by 315.6 billion yuan, a growth of 59%, reaching 846.57 billion yuan now;

Urban and rural residents: Increased by 257.7 billion yuan, a growth of 101%, reaching 512.33 billion yuan now;

③ Look at the scale of personnel in different groups: Enterprise employees (nearly 547 million) > Urban and rural residents (529 million) > Administrative and institutional units (23 million);

④ Look at the per capita amount. I won't list it here, it's very clear. Employees in administrative and institutional units only account for 5.5% of the population, but they receive 67% of the total pension;

Conversely, looking at the farmer group, farmers suffer the most. Since the era of the scissors gap, they have done the hardest work and received the least retirement pay. Even a fraction of what other groups receive is more than the 200 yuan a month that farmers get;

In recent years, the calls for retired personnel's pensions to be too high have been growing louder. After retirement, they receive more than when they were working. What about the merger of the dual-track system in 2014? Was it merged like this? This gives us the following insights:

1) The scale of pension expenses will absolutely not decrease. Policymakers will not reduce their own benefits;

2) Unless you are particularly capable, please choose to work within the system. It is relatively peaceful and quiet there;

3) With the aging population, overall social security expenses will continue to increase. Reducing expenditure may not be certain, but increasing revenue is definite. The policy issued today is a new source of revenue;

Therefore, increasing revenue is truly coming. Starting from November 1, 2026, employers who fail to pay or underpay social security contributions will be required to pay in full by a certain date. For those who still fail to pay, they will be fined 1-3 times the amount owed. This is Document No. 20 issued by the State Taxation Administration this year – “National Taxation Administrative Penalty Basis (2026 Edition)”. According to the penalty standards, there are 3 situations (just take a glance): General (fine of 1x): Amount owed is less than 500,000 yuan; or the amount owed is between 500,000 and 5 million yuan, and the proportion of the amount owed to the social security contributions due is less than 30%; Relatively serious (fine of 1-2x): The amount owed is between 500,000 and 5 million yuan, and the proportion of the amount owed is over 30%; or the amount owed is over 5 million yuan, and the proportion of the amount owed is less than 30%; Serious (fine of 2-3x): The amount owed is over 5 million yuan, and the proportion of the amount owed is over 30%; or there are other serious circumstances; In addition to fines, companies must also pay the principal of overdue social security contributions as normal, and from the date of arrears, a daily late fee of 0.05% will be charged, which is equivalent to an annual late fee rate of 18.5%;

The pressure on businesses will increase, especially for small and medium-sized enterprises, which already face significant operating pressures. The wool comes from the sheep, so to speak. If they have to pay social security, they will suppress wages, or not hire people or hire fewer people, to reduce labor cost pressure, and those currently employed will have to work harder;

Ultimately, consumption will be affected. The working people will have no time to consume due to excessively long working hours, and those who are laid off will have their cash flow cut off and will be even more afraid to consume;

So be it. This has already been revised. It would be best if it can be published, but if not, this is how it is.
