In the “confession letter,” Zhu Shixi briefly introduced how he racked his brains and exploited loopholes to seek promotion, while praying to gods and Buddha, running around everywhere, and even believing in political swindlers.
In fact, Zhu Shixi’s experience is by no means an isolated case.
Looking through the criminal records of many fallen officials, Zhu Shixi is just a microcosm of the current officialdom.
Regarding Zhu Shixi, before he governed Nanyang, he served as the mayor of Zhumadian. The officialdom in the two places had polarized evaluations of him—some praised him as a capable official, but too eager for quick success and instant benefits; more evaluations were negative, saying he was good at packaging himself, good at using public opinion… He had one face in front of people and another behind their backs.
According to public information, Zhu Shixi was born in April 1966 and is from Yuzhou, Henan. He graduated from the Department of Traditional Chinese Medicine, Henan University of Traditional Chinese Medicine, with a major in traditional Chinese medicine.
In 2011, Zhu Shixi was promoted from Secretary of the Erqi District Committee of Zhengzhou to Vice Mayor of Zhengzhou, and later entered the provincial party committee, serving as Deputy Minister of the Organization Department of the Henan Provincial Party Committee.
In December 2017, he became the Deputy Secretary of the Zhumadian Municipal Party Committee and Acting Mayor, and the following month he became the Mayor of Zhumadian.
Zhu Shixi began serving as the Party Secretary of Nanyang City in July 2021, until he was removed from office on May 14, 2024.
In fact, during his tenure as mayor of Zhumadian, Zhu Shixi’s work was still commendable:
According to public information, during his tenure as mayor of Zhumadian, Zhu Shixi personally led teams to participate in investment promotion activities on several occasions and began to focus on promoting Zhumadian’s urban construction projects.
It is reported that projects such as Xiaoqing River Park, Lianjiang River Park, Kaiyuan River Belt Park, and Spanish Town were all implemented during Zhu Shixi’s tenure.
However, according to Zhu Shixi’s later “confession letter,” his desperate work was for “achievements,” and for having more capital to further advance his career.
In fact, it is not wrong to work hard for KPIs or to be further re-used, but the mistake is that he not only wanted to be an official, but also wanted to make money.
Of course, as the saying goes, “officials travel thousands of miles only for wealth,” Zhu Shixi, who made a lot of money, should have earned a lot… This is partially recorded in his “confession letter”:
For example, helping someone could earn 40 million yuan—it is estimated that this single thank-you fee is higher than the net profit of many listed companies for a year.
When power loses effective supervision, it is arbitrary.
In July 2021, Zhu Shixi was transferred to Nanyang City, serving as the Party Secretary.
Data shows that Nanyang, located at the intersection of Henan, Shaanxi, and Hubei provinces, is the largest city in Henan in terms of area and the city with the largest registered population.
The following month after taking office, Zhu Shixi raised a series of questions to the city’s leading cadres at the Nanyang City Business Environment Optimization Conference, including “Why are so many enterprises dissatisfied with the business environment?” “Why is it so difficult for enterprises and the masses to get things done with the government?” “The business environment has been ranked at the bottom for a long time, are we stupid?”… Reports pointed out that these questions hit the pain points, and Nanyang’s business environment had reached a point where it could no longer retreat.
According to Zhu Shixi’s “confession letter,” all of this was acting.
Zhu is indeed a good actor. At that time, Zhu Shixi also proposed to insist on “jumping up to pick peaches, seeking truth from facts and taking the high road,” firmly grasping projects as support, and forming a climax of key project construction.
During his nearly three years of governing Nanyang, due to some high-profile speeches and actions, Zhu Shixi was called an “internet celebrity official.”
Zhu Shixi’s most outstanding performance was working with a “needle.”
At the beginning of 2024, the scene of Zhu Shixi attending a meeting with a “needle” also attracted online attention. According to reports, at a work conference at the beginning of the year, Zhu Shixi appeared with a “indwelling needle” after finishing an intravenous infusion.
At that time, some netizens praised, “This scene is touching, a good leader deserves our praise!” However, some netizens also said, “Don’t fail in the end!”
Zhu Shixi, who has always been a good actor, was a bit “over the top” in this performance, and soon public opinion began to question him constantly. Although the local official media launched a large number of official media to guide the public opinion at that time, the voices of doubt were endless.
In fact, Zhu Shixi, who later claimed to be a “two-faced person,” was not worried at the time. It is said that he was even “praised” by the leader who valued him.
However, during his tenure in Nanyang City, Zhu Shixi was indeed criticized. For example, under the financial and economic situation of Nanyang, he still ignored the reality and vigorously engaged in cultural tourism industry performance projects, carrying out large-scale construction and demolition in the city.
During his tenure, he promoted the construction of tourism throughout the city, and the result was that from the city to various counties, in order to achieve political achievements, they forcibly borrowed nearly 100 billion yuan to blindly launch cultural tourism projects, creating a huge amount of debt and making the city heavily in debt.
And under the vigorous construction and urban development, the reality is that he exhausted the city’s future finances for his personal career, making the people of Nanyang and the municipal government bear the huge debt.
Zhu Shixi’s behavior is just a routine operation. Looking around, there are countless people like Zhu Shixi.
It’s just that this time Zhu Shixi was in big trouble. According to Zhu, if it weren’t for Qiao Tianjun’s arrest, he estimated that he would soon be able to hold a “little golden man” and stand under the spotlight.
It is rumored that the “victims” of the “Nanyang Qiao Tianjun fraud case” are not just Zhu Shixi, but it is difficult to find in public information.
It is rumored that another official involved in this incident is Chang Qilin, the former member of the Party Group and Deputy Director of the Standing Committee of the Nanyang Municipal People’s Congress in Henan Province—however, the above news has not been officially confirmed.
But the incident eventually had an impact on Nanyang and even the officialdom of Henan outside of Nanyang. Shortly after Zhu Shixi was investigated, on July 26, 2024, Chang Qilin, who was then the Deputy Director of the Standing Committee of the Nanyang Municipal People’s Congress, also fell.
Chang Qilin had served as the Deputy Secretary of the Nanyang Municipal Discipline Inspection Commission and the Deputy Director of the Municipal Supervision Commission. In January 2023, Chang Qilin was elected as the Deputy Director of the Seventh Standing Committee of the Nanyang Municipal People’s Congress. In July 2024, Chang Qilin was investigated.
The aftermath of Zhu Shixi’s investigation is still being transmitted. Yesterday, March 14, Gao Xianxin, the Deputy Secretary of the Party Group and Deputy Director of the Standing Committee of the Nanyang Municipal People’s Congress, was suspected of serious violations of discipline and law, and is currently under disciplinary review and supervision investigation by the Henan Provincial Discipline Inspection Commission and Supervision Commission.
It is worth mentioning that in January 2023, Gao Xianxin was elected as the Deputy Director of the Seventh Standing Committee of the Nanyang Municipal People’s Congress at the same time as Chang Qilin, who had already been “double-opened.”
Not long ago, Wei Baojuan, a member of the Party Group and Deputy Director of the Nanyang Municipal Health and Health Sports Commission, and the full-time director of the Municipal Disease Prevention and Control Bureau, fell, and when she was investigated, Wei Baojuan had not yet completed her one-year probationary period in the position of Deputy Director of the Nanyang Municipal Health and Health Sports Commission.
According to the materials, on February 22, 2024, Wei Baojuan was appointed as the Deputy Director of the Nanyang Municipal Health and Health Sports Commission… At that time, Zhu Shixi was still the Party Secretary of Nanyang.
Before that, Liu Zhihua, the Party Secretary and Chairman of Nanyang Cultural Tourism and Sports Group Co., Ltd., was investigated.
Public information shows that Nanyang Cultural Tourism and Sports Group Co., Ltd. was established on October 19, 2021, and is a state-owned holding enterprise under the Nanyang Municipal Finance Bureau. Its main business scope includes commercial performances; tourism business; accommodation services; performance venue operations; catering services; sports competition organization, etc.
This area is precisely the area that Zhu Shixi valued most during his tenure. According to He Guangwei, a well-known media person from Henan, Liu Zhihua is Zhu Shixi’s “personal lackey” in Henan, and was brought by Zhu Shixi first to Zhumadian and then to Nanyang.
Almost at the same time as Liu Zhihua, Zhang Mingti, the then Party Secretary and Director of the Henan Provincial Veterans Affairs Department, also fell.
According to the information, Zhang Mingti had long served in Nanyang City, and had served as the county magistrate and county party secretary of Sheqi County, the vice mayor of Nanyang City, the member of the Standing Committee of the Nanyang Municipal Party Committee and Secretary of the Political and Legal Committee, and the deputy secretary of the Nanyang Municipal Party Committee and Secretary of the Political and Legal Committee.
