On the afternoon of February 23, the relevant department head of the Yuyao Municipal Government of Ningbo responded that there was no leader enjoying the snow in the mountains at all. It was traffic volunteers who were advising and managing traffic, and their speech was relatively harsh and uncivilized, which caused dissatisfaction among the tourists going down the mountain.
On the evening of February 17, the first snow of the Year of the Snake fell in the mountains of Ningbo. Originally, the mountains were full of spring, but overnight they became covered in silver and jade, and the enthusiasm of the people of Ningbo to go up the mountain to enjoy the snow was quickly ignited.
Many people on social platforms posted about going up the mountain to enjoy the snow and spring, with several routes up the mountain, which route has the most beautiful scenery… In addition to this information, because the mountain roads are narrow, coupled with the slippery snow, many people are very worried about driving safety.
When there are more cars going up the mountain, it is also normal for local administrative departments to conduct疏导管制 (traffic guidance and control) for traffic safety. But to close the road and regulate the flow of vehicles, at least advance notice is required.
If there is no advance notice, the cars going up and down the mountain will be blocked, and tourists will not be able to go up or down, and can only be blocked on the way, and their mood will naturally be anxious.
What’s more, traffic control also has the procedural requirements and steps of the regulations. How can a private car be used to block the road? It always makes people feel that it is not justified. At this time, it is inevitable to arouse people’s imagination to use the big hat of “leaders enjoying the snow in the mountains”.

For the local management department, the increase in tourists in the mountains after the snow is not an occasional event that has not been encountered for many years, and it can be completely predicted.
And it snowed on February 17th, and the conflict occurred on the 20th, which gave the scenic area and administrative departments enough time to prepare.
If the local area could give early warnings, notify citizens from various channels not to crowd together, and make the work of managing the scenic area roads more refined, why would they have to take such an irregular behavior as blocking the road with a private car?
