Originally, taxpayers in the six major economic provinces in the southeast were paying taxes to support the whole country. As a result, news broke out in mid-2024: only Shanghai still had some leeway.
What about the end of the year? Except for some extra stock stamp duty collected in October, the other months were like a flood:
After talking about Shanghai, let’s talk about the national general public budget revenue. For ease of reading, the rising tax types are in black, and the declining ones are in blue:
- Domestic value-added tax decreased by 3.8%.
- Domestic consumption tax increased by 2.6%.
- Corporate income tax decreased by 0.5%.
- Personal income tax decreased by 1.7%.
- Value-added tax and consumption tax on imported goods decreased by 1.6%.
- Tariffs decreased by 5.7%.
- Export tax rebates increased by 12.6%.
- Urban maintenance and construction tax decreased by 3.8%.
- Vehicle purchase tax decreased by 9.4%.
- Stamp duty decreased by 9.5%, of which securities transaction stamp duty decreased by 29.1% (it had increased in October, and everyone knows the reason).
- Resource tax decreased by 3.5%.
- Among the taxes related to land and real estate, the deed tax decreased by 12.5%; property tax increased by 17.8%, urban land use tax increased by 9.6%, land appreciation tax decreased by 8%, and cultivated land occupation tax increased by 21.5%.
- Environmental protection tax increased by 19.7%.
- Other various tax revenues such as vehicle and vessel tax, ship tonnage tax, and tobacco leaf tax increased by 2.9%.
Looking at the total, on the revenue side, tax revenue was 17.4972 trillion yuan, a decrease of 3.4%, and non-tax revenue was 4.473 trillion yuan, an increase of 25.4%.
On the expenditure side, an increase of 3.6%, 28.4612 trillion yuan.
After offsetting expenditures and taxes, the deficit will be nearly 11 trillion yuan!
After adding the fines of 4.473 trillion yuan, there is still a deficit of 6.5 trillion yuan!
Calculated based on the 470 million urban employed population, it is equivalent to an average of 13,800 yuan per person.
In fact, the fines are mainly paid by people in the workplace, which is equivalent to having already paid an average deficit of 9,513 yuan per person.
That is to say, in addition to normal taxes, people in the workplace also have to bear 23,300 yuan.
This money will either be raised again or diluted by issuing currency.
But in any case, everyone has to have a good year first, so money was issued before the Spring Festival:
- Ordinary people: Encourage places with conditions to issue relief funds or increase one-time living subsidies before the New Year’s Day and Spring Festival. After checking, Guizhou issued a one-time consolation subsidy of up to 100 yuan to the registered urban and rural subsistence allowance recipients, special hardship personnel, orphans, and children without factual care! The standard in Hangzhou is 244.84 yuan. The standard in Shanghai is 750 yuan, the same as last year.
- All staff in the system received a salary increase, with mainland section-level cadres receiving a salary increase of about 400 yuan per month.
The money is definitely not enough to spend, what should we do?
Hangzhou, where our family’s editorial department is located, adjusted the social security contribution base at the end of 2024 and adjusted the unit contribution ratio again at the beginning of 2025.
Social security has long been a pay-as-you-go system. If we can pay more pensions to the elderly in various places, we will accept it.
As for government expenditure projects, contrary to the decline in revenue, there are more increases, among which the decreases are cultural tourism, sports and media expenditure decreased by 2.5%, health expenditure decreased by 9.1%, energy conservation and environmental protection expenditure decreased by 1.4%, and transportation expenditure decreased by 1.2%.
