The publicity period is from October 18, 2024 to October 24, 2024.
On December 30, multiple WeChat chat screenshots circulated online showed that in a group called “Qianhuang Town Work Group,” at 22:23, the group nickname “Secretary Gong” suddenly sent a message about “taking a bath”: Let me see what you look like taking a bath, dear, kisses.
Six minutes later, someone named “Zhou Yu” disbanded the work group.
On December 31 at 21:47, the Rong Media Center of Wujin District, Changzhou City, Jiangsu Province, “Today Wujin” issued a notice of the situation. Recently, Gong Xinyu, Secretary of the Party Committee of Qianhuang Town, Wujin District, made inappropriate remarks in a WeChat group, causing a negative social impact. After research and decision, his relevant positions were removed, and he was placed under organizational investigation.
Bin Yue Yu Yun noticed that in the situation notice issued by the Rong Media Center of Wujin District, Changzhou City, “Today Wujin,” there was neither a cover-up using “Gong Moumou” nor calling Secretary Gong a comrade, but rather directly told the public that the one who made inappropriate remarks in the WeChat group was Gong Xinyu, Secretary of the Party Committee of Qianhuang Town, Wujin District.
As a deputy-division-level “leading cadre managed by the city,” the situation notice issued by the Rong Media Center of Wujin District, Changzhou City, “Today Wujin” did not have a closing unit. So, the question arises:
The “situation notice” says “after research and decision,” who did the research, and who made the decision?
The “situation notice” says “removed his relevant positions,” what unit has this authority?
The “situation notice” says “placed under organizational investigation,” is it the District Party Committee, the District Discipline Inspection Commission, or a joint investigation team?
Since it is a “situation notice,” the identity of the person involved is clear, but the investigating unit is vaguely handled.
The situation notice says, “Gong Xinyu, Secretary of the Party Committee of Qianhuang Town, made inappropriate remarks in the WeChat group, causing a negative social impact.” “Making inappropriate remarks in the WeChat group” is just the surface. Whether Secretary Gong looked at the “dear” taking a bath, whether it involved power and sex transactions, and whether he “violated life discipline and had improper sexual relations with others” cannot be vague.
As a deputy-county-level Gong Xinyu, he must be very remorseful.
Born in September 1972, he started working at the age of 21 and worked for 31 years to reach the deputy-division-level “leading cadre managed by the city.” Just because he couldn’t sleep late at night, he sent a “taking a bath” message to his “dear,” just wanting to see what she looked like when she was bathing, “the hot spring water is smooth and washes the skin like congealed fat,” but he accidentally sent the message to the work group.

In 2020, Gong Xinyu left Luoyang Town and became the Secretary of the Party Committee of Qianhuang Town, Wujin District.

Secretary Gong often gives speeches. The most frequent thing he mentions in his speeches is “reverence.”
On June 28, 2020, Qianhuang Town held a unveiling ceremony for the town’s institutional reform “one office and seven bureaus.” Secretary of the Party Committee Gong Xinyu required that after the institutional reform, all staff should immediately enter the state, talk about politics, be politically clear-minded people; talk about learning, be experts in business; talk about practical work, be good assistants; talk about efficiency, strive for advanced positions and create achievements; talk about discipline, have reverence and not cross the line.
To improve the comprehensive quality and performance of young cadres, on August 3, 2024, Qianhuang Town held the opening ceremony of the 2024 Young Cadre Training Class. Secretary Gong put forward the “eight hearts and eight precepts” of earnest expectations for the students, such as “always have the heart to solve problems for the people and guard against formalism. Always have a heart of reverence and vigilance and guard against being free and undisciplined.”

What is puzzling is that from July 10 to August 15, 2024, the Second Special Inspection Team of the Changzhou Municipal Committee had just carried out a special inspection of the Qianhuang Town Party Committee and the party organizations of the villages (communities) under its jurisdiction. The inspection team found some problems and the reflections of cadres and the masses, mainly concentrated in the management of rural collective “three assets” and the construction of town and village projects.
