The admonition letter refers to a legal document in which the public security organ imposes an admonition penalty on a person who has committed an illegal act. The admonition penalty, also known as the reprimand penalty or the spiritual penalty, refers to the condemnation and warning made by the administrative penalty subject to the person who has committed an illegal act, to prevent them from continuing to violate the law.
This extremely common legal document had never attracted widespread attention from the whole society before January 3, 2020.
On December 30, 2019, Dr. Li Wenliang “blew the whistle” in the class group of Wuhan University, uploading a test report and video with the words “SARS coronavirus”. That night, the news spread throughout the Wuhan medical community.
Three days after the news was released, on January 1, 2020, the official Weibo of the Wuhan Municipal Public Security Bureau posted that eight rumor-mongers were dealt with according to law.
On January 3, 2020, the Zhongnan Road Street Police Station of the Wuchang Branch of the Wuhan Municipal Public Security Bureau admonished Li Wenliang for making untrue remarks about the diagnosis of seven cases of SARS in the South China Seafood Market on WeChat.
The admonition letter records it like this:
Your behavior seriously disrupted the social order of the country. Your behavior has exceeded the scope permitted by law and violated the relevant provisions of the Public Security Administration Punishment Law, which is an illegal act!
The public security organ hopes that you will actively cooperate with the work, listen to the advice of the police, and stop the illegal behavior. Can you do it?
Answer: Yes
We hope you calm down and reflect, and solemnly warn you: If you stick to your own opinions, do not repent, and continue to engage in illegal activities, you will be punished by law! Do you understand?
Answer: Understood
After this admonition letter was exposed online, it quickly became the focus of attention of the whole society.
The whistle was stopped, and a global disaster came.
On February 1, 2020, Li Wenliang announced through Weibo that he was diagnosed with the new coronavirus and died five days later. His Weibo also stopped on February 1, but the comments below have never stopped.
On February 7, 2020, the National Supervisory Commission decided to send an investigation team to Wuhan, Hubei Province, to conduct a comprehensive investigation into the relevant issues reflected by the masses concerning Dr. Li Wenliang.
On March 6, 2020, the National Health Commission, the Ministry of Human Resources and Social Security, and the National Administration of Traditional Chinese Medicine posthumously awarded Li Wenliang the title of “National Health and Health System Advanced Individual in the Prevention and Control of the New Coronavirus Pneumonia”.
On the evening of March 19, 2020, the Wuhan police announced the handling of the Li Wenliang incident, decided to revoke the admonition letter to Li Wenliang, and apologized to Li Wenliang’s family. The relevant responsible persons in the case of Dr. Li Wenliang’s admonition were dealt with.
On April 2, 2020, Li Wenliang was rated as a martyr.

Li Wenliang, a native of Liaoxi. In his youth, Wenliang did not like human relationships, so he aspired to study in the south. When he was about to reach the age of weak crown, he was listed on the gold list and entered the National Wuhan University to study the art of hanging a pot to save the world.
Under the Luojia Mountain, on the bank of the Yangtze River, he studied for seven years and achieved great success. Wenliang went south and practiced in Xiamen. After three years, he returned to Wuhan, Hubei Province, and entered the Central Hospital, operating the technique of bright eyes, working diligently and conscientiously, and benefiting many people.
At the end of the year of Jihai, Wenliang warned in the student group: Our hospital has admitted seven patients, suspected of suffering from the malignant disease SARS, all from the South China Seafood Market. Soon, the warning was leaked on the Internet. The official said: This is a rumor, and it should be punished. Wenliang was then in trouble, first being interviewed by the Inspection Department of the Central Hospital, and then being admonished by the local police station.
Not long after, he encountered a patient during his practice. Wenliang was attacked by the virus, first coughing, then fever, suspected of viral pneumonia, and was bedridden.
A few days later, the court publicly discussed it. There was an academician named Nan Shan, who was a leader in the medical field, and he said to the people: This is like SARS, it is a new type of coronavirus pneumonia, which can be spread from person to person, and many doctors have been recruited. Dare not be cautious!
The whole country was in fear. In an instant, the public was terrified, masks were in hot demand, everyone was masked, and everywhere was closed. At this time, Wuhan, Hubei Province, was locked down, cutting off entry and exit; within the four seas, the countryside blocked roads, the city closed communities, the whole people were mobilized, and they jointly prevented the new coronavirus. However, it was a little late, and five million people from Hubei had moved back to their hometowns for the New Year. The Spring Festival of Gengzi became a trend of spreading to the world, and they were in trouble at home until the Lantern Festival.
However, the wings of the new coronavirus have been formed, and it is difficult to eliminate it. With the strength of the whole country, with the help of technological capabilities, and with the skills of both Chinese and Western medicine, it still presents a stalemate.
At this point, the world knew the merit of Wenliang’s warning and the injustice of being admonished, and he was praised as the “whistleblower”. At this time, Wenliang was struggling on his sickbed. A visitor asked, Wenliang said: Truth is more important than redress, and a healthy society should not have only one voice.
It was at this critical moment of the nationwide battle against the “epidemic” that Wenliang’s condition worsened and he was in critical condition. When the news came out, netizens all sighed and shed tears, and were shocked overnight. Moreover, millions of netizens stayed up all night, online to wait and pray, hoping that their sincerity would move the heavens, and Wenliang would turn the crisis into safety. However, even though millions of people tried their best to move mountains, they still could not keep Wenliang. In the early morning of the fourteenth day of the first month of the Gengzi year, Wenliang passed away. The Lantern Festival is approaching, the true hero is gone; the new coronavirus has not been eliminated, and the “whistleblower” has passed away, how sad!
Initially, Wenliang was admonished by the official, and the admonition letter said: If you do not repent and continue to violate the law, you will be severely punished. Wenliang replied: Understood. Is there anything more upside down than this?
