On October 14, the Jixi City Public Security Bureau of Heilongjiang Province issued a “Notice on Public Solicitation of Clues Regarding the Criminal Offenses of Yu Tao, Zhang Xuxia, Yu Bo and Others in Harbin”, publicly soliciting clues about the group’s members’ alleged illegal and criminal activities from the public.
On October 22, a reporter from Dahe Daily · Yu Video “Seeing” learned from relevant staff of the “6·14” special case team that Yu Tao mentioned in the notice was formerly the deputy director of the Harbin Municipal Public Security Bureau, Zhang Xuxia is Yu Tao’s wife, and Yu Bo is Yu Tao’s sister.
The above-mentioned notice from the Jixi Public Security Bureau shows that, as designated by the Heilongjiang Provincial Public Security Department, the Jixi City Public Security Bureau has cracked down on a criminal group suspected of organized crime, headed by Yu Tao, Zhang Xuxia, and Yu Bo in Harbin, and composed of Zhang Youming, Yang Xingwu, Qi Bao, Men Yanquiu, Fang Cuiying, Shi Shengkui, Zhang Hong, and Gao Chao. In order to maintain social stability, protect the people’s peaceful life and work, and thoroughly investigate all illegal and criminal facts of the criminal group, the Jixi City Public Security Bureau hereby publicly solicits clues about the group’s members’ alleged illegal and criminal activities from the general public.
In addition, the notice stated that those who provide valuable clues, if verified, will be rewarded with 10,000 to 100,000 yuan depending on the circumstances.
According to Caixin.com, Yu Tao has been awarded many times for his merits in more than 40 years of police work, and was awarded the title of “National Outstanding People’s Police” in 1997. He retired in 2022 and was investigated in 2024.
According to previous news from the Jixi Municipal Discipline Inspection and Supervision Commission, Yu Tao had accepted disciplinary review and supervision investigation in July, and his identity at the time of the investigation was the former second-level inspector of the Harbin Municipal Public Security Bureau.
Public information shows that Yu Tao has served as a staff member of the Secretary’s Office of the Daowai Branch of the Harbin Municipal Public Security Bureau, a police officer of the Donglai Police Station, deputy director and deputy instructor of the Qianjin Police Station, deputy director of the Nanma Police Station, deputy instructor and instructor of the Qianjin Police Station, captain of the Criminal Police Team of the Daowai Branch, captain of the Criminal Police Brigade, and deputy director.
In July 2004, Yu Tao served as the director of the Hulan District Public Security Bureau of Harbin.
In 2007, Yu Tao was promoted to the deputy bureau level from his position in the Hulan Branch.
In May 2009, Yu Tao was appointed as the director of the Criminal Investigation Detachment of the Harbin Municipal Public Security Bureau; in 2011, he became the deputy director of the Harbin Municipal Public Security Bureau.
The schedule of reception of letters and visits by local leading cadres in July 2019 shows that Yu Tao was the deputy secretary of the Party Committee and the executive deputy director of the Municipal Public Security Bureau. In 2022, he was removed from the post of deputy director.
