On October 9, 2024, Economic Observer reporter learned from multiple sources that Lin Shengkui, director of the Fujian Provincial Medical Insurance Bureau, recently died by falling from a building. His wife and daughter released an obituary, revealing that Lin Shengkui passed away on September 30, and a farewell ceremony was held on October 4.

The report stated that Lin Shengkui was born in June 1965 and was from Pingtan, Fuzhou, Fujian. He served as a principal staff member of the Planning and Finance Department of the Fujian Provincial Health Department, deputy director of the office; secretary of the Party Committee and executive deputy director of the Health Supervision Institute of the Fujian Provincial Health Department; director of the office of the Fujian Provincial Health Department; member of the Standing Committee of the Xuyu District Committee of Putian City, deputy secretary (seconded); member of the Party Leadership Group and deputy director of the Fujian Provincial Health Department, member of the Party Leadership Group and deputy director of the Fujian Provincial Health and Family Planning Commission. In March 2017, Lin Shengkui was transferred to serve as the secretary of the Party Leadership Group of the Fujian Provincial Red Cross Society. In October 2021, he was appointed as the director of the Fujian Provincial Medical Insurance Bureau.

In the original division of labor of the Fujian Provincial Medical Insurance Bureau, Lin Shengkui presided over the overall work of the Fujian Provincial Medical Insurance Bureau, and was in charge of the office, the Department of Pharmaceutical Prices and Procurement, the Fund Supervision Department, the Party Committee of the Organization (Personnel Department), and the Provincial Pharmaceutical and Medical Equipment Joint Procurement Center.

After Lin Shengkui’s death, the official website of the Fujian Provincial Medical Insurance Bureau deleted Lin Shengkui’s information. In the column of the leading group, there is only the information of Deputy Director Cheng Xueying.

In the entire report, the valuable information is only four words: fell from a building.

The fewer the words, the bigger the matter. These four words also give the public a huge space for speculation.

In fact, on the day before the fall, September 29, Lin Shengkui also participated in the recitation performance event held by the Medical Insurance Bureau, watched the performance of the cadres and staff, and at the end of the event, Lin Shengkui also took a group photo with the cadres and staff. Judging from his state at the time, Lin Shengkui looked happy and showed no signs of abnormality.

Unexpectedly, he passed away the next day.

“Fell from a building” is an objective description of the result. To put it bluntly, it could be suicide, or it could be pushed down by someone else.

Last month, when the female director of the Hunan Provincial Department of Finance had an accident, Caixin, which first reported the matter, also used the words “fell from a building” in the title.

Of course, Caixin’s report indicated that this was a criminal case.

However, there is no such statement in the relevant reports about the fall of the director of the Fujian Medical Insurance Bureau.

If Lin Shengkui committed suicide, one possible guess is that his depression relapsed.

There are many news reports of officials committing suicide due to depression. Many people believe that it was “forced suicide”, but considering that the number of people with depression in our country is very large and very hidden, the possibility of officials committing suicide for this reason exists.

A former colleague of mine, who seemed to be a particularly sunny and cheerful person, but without any warning, ended his life with a rope in the woods by the road on a rainy night.

Another possibility is that it was caused by excessive pressure.

However, what kind of pressure led him to choose to give up his life is something outsiders cannot guess.

Recently, a piece of news related to the medical insurance field is that a few days ago, the National Medical Insurance Bureau dispatched a flight inspection team to Wuxi Hongqiao Hospital. The inspection found that the hospital was suspected of illegally using medical insurance funds of 22.284 million yuan, including colluding with intermediaries or using free physical examinations to lure and induce insured persons to falsely be hospitalized, and through forging medical documents, fabricating medical services, etc., it was suspected of defrauding medical insurance funds of 11.792 million yuan.

Another detail worth noting is that Lin Shengkui is 59 years old this year and could have retired next year to enjoy his old age, but he abandoned his wife and daughter at such a critical juncture. Such an ending is regrettable. For a family, peace is the greatest blessing. His sudden departure is obviously a kind of pain that his wife and daughter need to digest for a lifetime. Here, I want to send my sympathy as a common stranger based on human feelings to his wife and daughter.

Of course, there may be other unknown reasons. Who knows.

The plot of this world often tests a person’s imagination.

In any case, I still hope that there will be follow-up reports about him, just like the female director of the Department of Finance who fell from a building.

Because he is a public official, especially his identity as the director of the Medical Insurance Bureau, which not only easily attracts public attention, but also enables the disclosure of relevant information, and may also be an effort to better protect the public interest.
