Officials who are greedy for money are hated by everyone. A friend who participated in the investigation of the Discipline Inspection Commission said that some leading cadres collapsed immediately after their shoelaces and belts were removed, and even some timid ones immediately lost control of their bowels and bladder.
Generally speaking, when the officials who have committed crimes are taken away from the meeting room, office and home, most of them are stiff and ashen-faced, but most people cannot immediately react from their daily life state, from their brains to their whole bodies, but are in a state of numbness.

When they really arrive at the detention place, in order to prevent them from thinking too much and doing stupid things, they need to remove their belts and shoelaces. Only at this time will they fully react to the situation of being imprisoned. Some of them cry bitterly regardless of their image, some are unsteady and trembling all over, and some even lose control of their bowels and bladder.
In fact, this is human nature. After all, once they enter this place, the detained personnel cannot leave in any case before the incident is clearly explained. Before the announcement of the implementation of disciplinary investigation, at least, the investigated object has one or two things that are confirmed to be subject to party discipline, or even violated criminal law. Therefore, in general, there are few cases of “coming out” after entering this place.
And generally, when they get to this place, the investigated person’s psychology will inevitably collapse. Think about it, all channels of information with the outside world are cut off. Even if the things that were agreed upon to form an alliance are now in what situation, whether it is exposed or buried deep underground, there is no way to know. This information asymmetry will make the person involved anxious and crazy, and there are many people who turn gray overnight.
And personnel with rich experience in handling cases will make full use of this advantage, carefully design from evidence, politics, and psychology, find their weaknesses and loopholes, and break through them.

The choice of the location for handling cases is also generally cautious, with clear work requirements. According to the regulations of the Discipline Inspection Commission, the location generally gives priority to safety. The housing and environment are only allowed to be used on the first floor, and it is strictly forbidden to contact the case participants above the first floor.
It is said that the current Discipline Inspection and Supervision Commission handle cases in accordance with regulations, discipline, and law. The detention room is monitored 24 hours a day without dead ends. In a room of 8-12 square meters, there are an average of 6-9 cameras, which can see all the dynamics in the room at any time, and the superior can check at any time. There are often rumors in society that “the previous case handlers often used force or soft grinding”, which is not in line with the current facts. Strictly speaking, not to mention illegal case handling, even uncivilized behavior will not exist. For example, when Xiao Yu once chatted with the detained personnel with his legs crossed, he was found by the superior Discipline Inspection and Supervision Commission during the monitoring check, and was required to handle the case in a civilized manner and not to cross his legs. Therefore, the strict internal management can be imagined, and uncivilized and illegal case handling will not occur.

In addition, protective railings must be installed in places with safety hazards, such as the accompanying room, office, interview room, corridor, and toilet. The power lines are all installed in the dark and cannot be exposed. The toilet door has no locking condition, and the hanging points of the toilet must also be repeatedly checked to see if they have been eliminated, etc. Many places with conditions should be treated with soft decoration.
Perhaps, the stricter it is, the more nervous it is!
The Central Commission for Discipline Inspection (CCDI) for the first time disclosed the situation of corrupt officials being taken away from the meeting, and the three characteristics of the Discipline Inspection and Supervision Department’s actions at the meeting:
Silent sudden attack
Overwhelming the psychological defense line of corrupt officials
Strong warning and deterrent effect
“Five-Poison Bureau Director” was taken away at the meeting
Beihai City, Guangxi Province has a Chen Quanbiao, who was nicknamed “Five-Poison Bureau Director” by the local people. He was promoted to a leading cadre at the level of a department head at the age of 35. At that time, it was a rare thing in the party and government organs, and his future was bright. But this person was full of money and sex. Not only did he accept 1.66 million yuan from his subordinates and service objects, but he also had the idea of subsidies for the renovation and upgrading of fishing boats: through fake demolition, fake renovation and other means, he seized nearly 6 million yuan.
The Discipline Inspection Commission took him away at a meeting. It was April 26, 2016. The Beihai Municipal Discipline Inspection Commission held an education conference for all cadres to warn them of the serious violations of discipline by Liang Jialu, a subordinate. When welcoming the staff of the Municipal Discipline Inspection Commission, Chen Quanbiao also repeatedly expressed “apologies”: “Liang Jialu had an accident, and I, as the head, have the responsibility to not manage the cadres and lead the team well.” Who knew that more explosive news was waiting for him – after all the personnel were seated, the staff of the Municipal Discipline Inspection Commission announced that Chen Quanbiao was suspected of serious violations of discipline and was accepting organizational review.
The meeting room was immediately silent, Chen Quanbiao’s eyes were full of fear, his face was pale, and his whole body was trembling. He was taken away from the meeting room by the law enforcement officers.
Chen Quanbiao’s performance at the scene proved that: he immediately felt that his soul was gone, and his mind was blank.
Sudden attack to take down Wan Qingliang and Yao Mugen
On the afternoon of June 27, 2014, Wan Qingliang was holding a meeting in the provincial party committee. Halfway through the meeting, the case handlers of the Discipline Inspection Commission appeared in the meeting room and took him away for investigation. Insiders said that at that time, he was escorted by many people from the standing committee meeting room of the No. 1 building of the provincial party committee, without going through the courtyard, and took a special elevator to the parking lot to go to the airport. “Lao Wan was not very steady when walking, and he was always supported by two people.”
Yao Mugen, the former vice governor of Jiangxi Province, was in a similar situation. On March 21, 2014, Yao Mugen was attending a national conference on water conservancy in Shandong. At the meeting site, Yao Mugen was taken away directly.
In addition to the seemingly normal meetings shown above, the meetings where corrupt officials were taken away also included some meetings specially held for “inviting the enemy into the urn”.
The most typical example in this regard is Yang Weize, the former secretary of the Nanjing Municipal Party Committee. At that time, he was presiding over the democratic life meeting of the Nanjing Municipal Party Committee Standing Committee. In the middle of the meeting, the provincial party committee notified Yang Weize to go to the provincial party committee for a meeting, so the meeting in the city was adjourned. Insiders said: “Yang Weize smoked for fifteen minutes in the office. At the provincial party committee, Yang found the staff of the Central Commission for Discipline Inspection and immediately ran towards the window to jump off the building, but was pressed down.”
Several officials revealed: “Convenient case handling is the primary consideration, and the vigilance of corrupt officials is often the lowest in the meeting.” Taking away the cadres involved in the case at the meeting, only a very few people were emotionally excited, and most people “cooperated calmly”. He analyzed that although the corrupt officials were already in a mess in their hearts, they were unwilling to be seen by everyone in their embarrassment.

The former secretary of Luoyang was taken away at the elevator entrance
A similar situation also occurred to Liu Tienan, the former deputy director of the National Development and Reform Commission. On a Saturday in May 2013, he was taken away from the “Minister’s Building” by the Discipline Inspection Commission staff. When the Discipline Inspection Commission staff rang the doorbell, Liu Tienan still pretended to be calm and said: “What’s the matter? Please wait in the reception room outside.” The Discipline Inspection Commission staff and the accompanying armed police quickly pried open the door, and Liu Tienan immediately fell to his knees with a thud, trembling all over and mumbling for mercy.
As for the shocking warning effect caused by taking away corrupt officials at the meeting, it was directly transmitted to all the participants. Add WeChat C88522C to see more inside stories! This drama of turning from being high on the rostrum and full of vigor one second to becoming an anti-corruption model suddenly triggered their deep thinking.
For example, Chen Xuefeng, the former secretary of the Luoyang Municipal Party Committee, the first tiger in 2016, attended the Luoyang Municipal Party Committee Poverty Alleviation and Development Work Conference the day before his fall, and also publicly met with guests who came to Luoyang for inspection. On the afternoon of January 15, 2016, after Chen Xuefeng attended a meeting, he was talking to a leading cadre of the Municipal Party Committee Standing Committee at the elevator entrance, and was surrounded and taken away by the investigation team that suddenly arrived.
According to the officials present, “the whole process was very fast, and only a small number of people saw it, and everyone was stunned at the time.”
Why does the Discipline Inspection Commission love to take away corrupt officials from the meeting?
In China, it is said that corrupt officials are taken away at the meeting more often to “consider the convenience of handling the case”.
The Discipline Inspection Commission’s “private customized” meeting
It is revealed that the Discipline Inspection Commission cadres first informed the superior leaders of the officials involved in the case, and asked the other party to arrange a meeting “with a certain level”, but would not specifically say it. After the meeting is held, the case handlers wait outside, and through the text messages, monitoring pictures and other information sent from the venue, they understand the progress of the meeting in real time, and then take action as appropriate. The meetings when the officials involved are taken away are generally of a higher standard and have more leaders attending. In this case, the possibility of them taking leave and being absent is low, and they are prone to being careless due to the “sense of superiority” they are in. However, high-standard conferences are not held at any time. According to the needs of the case handling, sometimes it is necessary to “privately customize” for the investigated object.
“Arranging such a meeting, the other party’s superior leader must be absolutely reliable politically, and also have outstanding adaptability and be able to control the situation. If the matter is not handled, the situation will be chaotic first, and then it will be exposed.” said Director Wang of the Case Inspection Office of a Discipline Inspection Commission in a certain place.
Of course, there are also cases where the meeting is cancelled due to the absence of the main leader. On the afternoon of October 28, 2013, at 2:30 p.m., according to the plan, Zunyi City was to hold a teleconference to convey the relevant spirit of the Central Committee, which was presided over by Liao Shaohua, the secretary of the Zunyi Municipal Party Committee. At 1:00 p.m. on the same day, a major leader of Xishui County received a call from the city, informing that the meeting was “cancelled for some reason”. At more than 8 p.m., he saw the news, and the news reported the news that Liao Shaohua, the secretary of the Zunyi Municipal Party Committee of the Guizhou Provincial Party Committee, had fallen.
On the afternoon of June 27, 2014, Wan Qingliang, the former secretary of the Guangzhou Municipal Party Committee, was holding a meeting in the provincial party committee. Halfway through the meeting, the case handlers of the Discipline Inspection Commission appeared in the meeting room and took him away for investigation; In January this year, Liang Shulin and Liu Xueku, the former members of the Standing Committee of the Hebei Provincial People’s Congress, were taken away from the meeting when the second session of the 12th Hebei Provincial People’s Congress was about to close. Similar to this, there are also Yao Mugen, the former vice governor of Jiangxi Province, Liang Guoying, the former executive vice mayor of Dongguan City, and Mao Xiaoping, the former secretary of the Wuxi Municipal Party Committee.
The aforementioned cadres revealed that the Discipline Inspection Commission’s case handling is particularly particular about “timing”, and takes action against the officials involved in the case, mostly at these “step-by-step” meetings. At this time, the whereabouts and movements of the investigated objects are all under control.
It is understood that the “customization” of meetings for the officials involved in the case requires careful deployment, strong confidentiality, and high collaboration. The Discipline Inspection Commission cadres first “informed” the superior leaders of the officials involved in the case, and asked the other party to arrange a meeting “with a certain level”, but would not specifically say it. After the meeting is held, the case handlers wait outside, and through the text messages, monitoring pictures and other information sent from the venue, they understand the progress of the meeting in real time, and then take action as appropriate. Some “announced in public”, and some “taken away in the middle of the game”.
According to media reports, on September 29, 2011, the Qingdao Municipal Public Security Bureau of Shandong Province held a bureau director’s office meeting. The Discipline Inspection Commission staff “unexpectedly” appeared at the meeting, read the documents, and then took away Yu Guoming, the director of the Public Security Sub-bureau of Shibei District, Qingdao City, and Feng Yuexin, the director of the Public Security Sub-bureau of Licang District, directly.
By combing, it is found that the officials involved in the case were mostly taken away during the rest period of the meeting, and were often called away separately.
On August 19, 2011, Lyu Haiqing, the new mayor of Luohe City, Henan Province, who had been in office for 41 days, delivered a government work report at the sixth plenary session of the fifth session of the municipal government. Lyu Haiqing was giving his first-half speech on the stage, and the officials of the Central Commission for Discipline Inspection and the Henan Provincial Discipline Inspection Commission came to the scene. Half an hour later, the host announced a 10-minute break. Lyu Qinghai was called to the VIP lounge, and the case handlers read the relevant decisions to him. The meeting of the day was then stopped, and Lyu Qinghai never returned to the meeting.
Director Wang of the Case Inspection Office of a Discipline Inspection Commission in a certain place told a reporter about a case he participated in. The case office where he was located implemented “double regulations” on a director of the financial office, and arranged a meeting attended by cadres above the middle level in the financial system. After the meeting began, the case handlers did not enter the venue, but asked someone to invite the investigated object out in the name of “a friend asking to see him”.
Most of those who were taken away “cooperated calmly”
When taking away the cadres involved in the case, the Discipline Inspection Commission case handlers first need to “report their names”, and then “verify their identity” – “We are from the XX Discipline Inspection Commission, are you Comrade XX?” Generally, when they hear such a question, the investigated person knows what is going on.
Especially when they are in the meeting, when such an inquiry comes suddenly, the corrupt officials are even more caught off guard.
The aforementioned director of the financial office walked out of the meeting, saw the Discipline Inspection Commission cadres, and thought they were really acquaintances, and also took the initiative to shake hands and greet them. But when the case handlers verified his identity in accordance with the regulations, he immediately realized the seriousness of the situation, and his face immediately changed.
The aforementioned deputy secretary of the Discipline Inspection Commission said that when taking away the cadres involved in the case at the meeting, only a very few people were emotionally excited, and most people “cooperated calmly”. He analyzed that although the corrupt officials were already in a mess in their hearts, they were unwilling to be seen by everyone in their embarrassment.
Of course, there are also some corrupt officials who are in a state of panic all day long, and are full of vigilance towards meetings because of their guilty conscience.
On March 1, 2000, Li Zhen, the former secretary of the Party Group of the Hebei Provincial State Taxation Bureau, was notified to go to the provincial party committee for a meeting. Before that, there were already rumors in the outside world that an investigation had been launched against him, which made Li Zhen vaguely feel that the situation was not good. Before going to the meeting, he specially consulted a “master” by phone, asking whether he would have any problems if he went there, and the “master” assured him that there would be no problems. But he never expected that as soon as he arrived at the scene, Li Zhen was “double-regulated”.
The “missing” guests at the airport
In China, besides being taken away at the meeting, in what other ways will the officials involved in corruption be taken away?
On April 12, 2014, Shen Weichen, the former secretary and vice chairman of the Party Group of the China Association for Science and Technology, returned to Beijing from Nanchang. In the afternoon of the same day, the plane landed smoothly at the Capital Airport, but several passengers on the flight disappeared after getting off the plane, including Shen Weichen.
Several men who picked up the plane waited for a long time at the domestic arrival exit, but until all the passengers were gone, the “important figures” they were going to pick up and their three or four subordinates still did not appear. The phone was turned off, and the airport staff also knew nothing. After asking the leaders for instructions, the pick-up people chose to call the police. The truth is that the staff of the Central Commission for Discipline Inspection took Shen Weichen and his subordinates away directly at the airport.
There are two versions of the location where Li Chuncheng, the former deputy secretary of the Sichuan Provincial Party Committee, was taken away: some people said that Li Chuncheng was taken away from Beijing Capital Airport, and others said that he was taken away from his luxury villa located on the banks of the Huanhuaxi River in Chengdu. Many people mentioned Li Chuncheng’s first reaction after the arrival of the Discipline Inspection personnel, “He asked to go to the toilet and tried to dig out a SIM card and throw it away.”
Jin Daoming, the former deputy director of the Standing Committee of the Shanxi Provincial People’s Congress, was controlled on the evening of February 26 last year when he returned to the Capital Airport from his mistress in Tianjin, and at the same time, his mistress’s residence in Tianjin was searched, and ancient paintings and other items were seized.
As a transportation hub, the railway station can also become a place to “catch people”. Chen Sihai, the former member of the Standing Committee of the Yueyang Municipal Party Committee and vice mayor of Yueyang City, was taken away at Yueyang East Station, but the plainclothes who caught the person did not come from the Discipline Inspection Commission, but from the procuratorial organs, so it is not within the scope of this article.
On the way to accompany the leaders for inspection
Some officials also “fell” on the way to accompany the leaders for inspection.
Guo Youming, the former vice governor of Hubei Province, was taken away by the Central Commission for Discipline Inspection during his inspection of the South-to-North Water Diversion Middle Route Project in Danjiangkou Reservoir, Shiyan City, accompanied by his superior leaders. At the end of November 2013, the news of Guo Youming’s fall was reported on the website of the Central Commission for Discipline Inspection.
Going home after exercise
The situation of Li Junfu, the former director and party secretary of the Guangzhou Municipal Bureau of Land and Resources and Housing, being taken away was reported in detail by the media.
According to the Guangzhou Daily, on the evening of July 3, Li Junfu was taken away by the Discipline Inspection personnel from his residence in the Yuexiu District on the evening of July 3. Li Junfu’s work and rest were quite regular, and he often went out for exercise in the evening. On the day he was taken away, Li Junfu went out in sportswear at around 6 p.m. as usual. Li’s residence was in a high-end residential area, and at around 8 p.m., a neighbor found 4 men in plain clothes smoking in the stairwell and saying nothing. Because the building belongs to a high-end residential area, there are usually few idle people, and the neighbor was suspicious, so he immediately notified the building property management. The security personnel replied that the 4 people were performing official duties and asked him not to meddle in other people’s business.
At about 10 p.m., Li Junfu came back from exercise. The neighbor heard him speaking loudly with the 4 men at the door of his residence, and his emotions were quite excited, which alarmed the neighbors, but he was soon taken away. The neighbor saw that Li was still wearing that sportswear when he was taken away.
