Xu Xuefen’s Notes | Going Online Is Not a Luxury

Recently, from the Qianxi Mashushan case; to the case of Ma Yijia, a female entrepreneur in Liupanshui, Guizhou; to the incident of mixing edible oil in tanker trucks; and then to the recent exposure of the audio recording of Li Peixia’s father, which led to the investigation of Mao Qi, the county party secretary of Wannian County; and the online report of Ma Xiangyu, a Tsinghua graduate, being ignored for 16 months, and the investigation of the director of the Commerce Bureau after 5 days of online reporting, this series of cases, all show:

The internet is the last line of defense for the people to protect their rights, and it is also a green channel for the state to listen to public opinion.

However, this line of defense may be broken by a “Proposal on Establishing a National Unified Network Identity Authentication Platform” by a deputy director Jia of Daqing City, Heilongjiang Province, during this year’s two sessions.

Deputy Director Jia elaborated on the specific great significance of “Establishing a National Unified Network Identity Authentication Platform”. I posted it yesterday, and the link is as follows:

  • Jia Xiaoliang, Deputy Director of the Network Police Branch of the Daqing City Public Security Bureau, Heilongjiang Province: Suggesting the Establishment of a National Unified Network Identity Authentication Platform

After the article was published, many people heard about the deputy director of the network branch for the first time, and I also heard about it for the first time, but some lawyers claimed to have dealt with this network branch.

He said in a 500-person legal group:

“This bureau has dealt with them, **they went to Shanghai to arrest people, destroyed private enterprises, and there were all kinds of transactions, indescribable.”**

Some lawyers also said: This suggestion is unconstitutional and violates the Universal Declaration of Human Rights.

Some self-media commented: Certificate-based internet access, another great innovation after the health code? To put it bluntly, it’s to give you a hard time!

Some self-media commented: Certificate-based internet access: as absurd as certificate-based breathing

The article writes:

Information is like a person’s breathing, which cannot be canceled at any time. Registering breathing is an impossible task.

And registering information is even more impossible.

According to Leibniz, even a water plant in a pond carries the information of the entire universe.

What’s more, a person?

Certificate-based internet access, blocking the flow of information, is equivalent to closing the gate of life, and letting life fall into a tragic situation of desiccation.

I think that the above views either misunderstand the suggestion; or are a bit extreme.

Since the “National Unified Network Identity Authentication Platform” is only in the stage of soliciting opinions, I will be allowed to express my personal views below:

I think: This suggestion is superfluous and will instead increase the confrontation between officials and the people.

Because the internet itself is already a real-name system.

Without a real name, WeChat and Alipay cannot make payments; self-media articles cannot be sent out. Now, to create an authentication platform, it’s just to add hype.

During this period, society itself is very angry, and this kind of exhaustive approach will only make the people even more disgusted.

This suggestion, on the surface, has the merit of Wang Anshi’s new law, but in fact, it is really nothing to sell, so it will also count freedom as a certificate of submission.

As for whether it conforms to the principles of heaven, the laws of the country, and human nature, it doesn’t matter at all.

In addition, as far as I know, the so-called network branch is just a detachment. The detachment leader is at the level of a section chief, and the deputy detachment leader is also at the level of a section chief even if they are highly configured.

What is the significance of setting up a branch?

This proposal is not entirely related to the people.

Once this mouth is opened, all officials will have no peace.

Because officials have to be legally monitored by their opponents every day.

In the end, they may be marginalized as a result.

I think:

To truly ensure the long-term stability of the country, we should encourage responses to calls from below, which is the lowest cost method of social governance.

Instead of blocking all public opinion, not allowing problems to be discovered, and shielding and ignoring all possible social consequences that may arise from contradictions.

Social governance is the interaction between officials and the people.

Out of sight, out of mind, is just a one-sided love!

There is no one-sided lover in the world who is happy and joyful.

Using big data to monitor society, no one will have freedom, including the suggester and the executor.
