Southern Weekend | Suspected of “disputes between children,” a family of three of the village secretary in Jinan was murdered

On May 10, 2023, a family massacre occurred in Changqing District, Jinan, resulting in the death of three family members.

The deceased were Liu Moujie, 63, his wife Zhang Moujuan, and their 15-year-old son. Liu Moujie was the Party Branch Secretary and Director of the West Li Village Committee of Wenchang Street, Changqing District, and a Shandong Labor Model. Zhang Moujuan was the president of the Jinan Huluwan Ecological Agriculture Professional Cooperative and a member of the Changqing District CPPCC, and was 37 years old.

Staff from Wenchang Street, Changqing District, said they were not aware of the incident and would wait for the police investigation. Staff from the Changqing District Public Security Bureau told a reporter from Southern Weekend that the case was under investigation and specific details would be announced later.

According to previous reports from the Beijing News, the police revealed on May 11 that the suspect in the case had committed suicide to avoid punishment. Preliminary investigations suggest that the suspect may have entered the victims’ home and committed the crime due to a dispute between the children of both parties.

“Many of my classmates know about it.” Local rumors suggest that Jia Mou, the deputy director of the Teaching and Research Center of the Changqing District Education and Sports Bureau, had previously had a dispute with Liu Moujie’s family. Jia Mou had served as the deputy director of the Education Department of Changqing No. 1 Middle School and taught English at Changqing No. 1 Middle School. Chen Ji, a student of his, said, “It’s incredible.”

On May 16, staff from the Changqing District Education and Sports Bureau told a reporter from Southern Weekend that Jia Mou “has indeed not shown up or come to work recently,” but they were not clear about other circumstances and were also communicating with the public security department.

“Rural Leading Figure for Getting Rich”

The three members of Liu Moujie’s family were found dead at home.

An online notice about the “3-death incident in Changqing District” stated that the Jinan Municipal Public Security Bureau received a report at around 5 p.m. on May 10. After the police arrived at the scene, they found two people dead in the living room, and then found another person dead in the bedroom. After investigation, the two deceased in the living room, Liu Moujie and Zhang Moujuan, were a married couple, and the deceased in the bedroom was Liu Moujie’s 15-year-old son. Preliminary examination revealed that the deceased had external injuries.

The property staff of the community where the deceased lived told a reporter from Southern Weekend that the scene had been sealed off after the murder, awaiting further instructions from the public security authorities. Wang Meng, a villager from West Li Village, said that Liu Moujie usually did not live in the village. Maps show that West Li Village is more than ten kilometers away from his residential community, about a 30-minute drive.

Due to his leadership in helping West Li Village become prosperous, Liu Moujie was repeatedly reported by the media and invited to introduce the experience of West Li Village.

Liu Moujie had served in the military and worked as a farmer. In the early 1990s, he and two other villagers from West Li Village jointly established a company in the form of a shareholding system, mainly operating medium and high-grade building doors and windows. The magazine “Going to the World · Tianxia Quancheng” had conducted a special report on him in 2017. The company had a comprehensive workshop of nearly 1,000 square meters, fixed assets of more than 5 million yuan, an annual output value of 6 million yuan, and employed up to 500 people.

After achieving success in business, he returned to the village to serve as the village party secretary and established the first farmer professional cooperative in Jinan. According to a 2011 report in “China Farmers’ Cooperative”, since returning to the village in 2004, he has led villagers to develop the seedling and flower industry based on local characteristics, established a seedling and flower association, introduced Japan’s “Changyu No. 1” high-quality, pollution-free yam, and established a pollution-free yam cooperative. The entire village relies on planting seedlings and yams, with an average annual income of more than 20,000 yuan per villager.

The above-mentioned report stated that West Li Village has been successively rated as a National Green Well-off Village, a National Science and Technology Benefiting Farmers and Revitalizing Villages Advanced Unit, and a Shandong Provincial Civilized Village. Liu Moujie himself has also successively won the honorary titles of National Labor Model, National Science and Technology Benefiting Farmers and Revitalizing Villages Leading Figure, Shandong Rural Leading Figure for Getting Rich, Shandong “Rural Star”, Jinan Outstanding Village Party Organization Secretary, and Changqing District’s First Leading Talent.

Xu Tian, a villager from West Li Village, told a reporter from Southern Weekend that in his impression, Liu Moujie was quite serious at work and was very responsible for the big and small matters in the village, including the planning and construction of the entire village, “He is a very approachable person.”

Xu Tian said that he did not know the perpetrator and had not heard of any disputes between the two parties before the incident.

“The children’s dispute”

According to the police, the dispute occurred between the children of both parties. The interviewed students of Jia Mou said that Jia Mou’s children were not old. Chen Ji knew that Jia Mou had a son, “who should also be a minor.”

Wang Meng, a villager from West Li Village, said, “It was indeed because of the children’s dispute. We don’t know the details.”

“I was in the first batch of students he taught in high school.” Zhou Yu, a former student of Jia Mou, recalled that he “basically didn’t get angry” and “smiled” when teaching. Before the Chinese New Year in 2023, he had also seen Jia Mou, and at that time, he did not see any abnormalities, “He was in good condition before the New Year, but he looked older.”

Zhou Yu said that Jia Mou had been in Tibet for several years to provide support teaching. At the 2022 Teachers’ Day celebration conference held in Changqing District in September 2022, Jia Mou was awarded the “2022 Changqing Most Beautiful Teacher” special award for “two times for four years in Tibet.”

According to a 2020 report, from August 2018, Jia Mou worked in Shigatse City, Tibet, and taught English at the First Senior High School of Shigatse City. The vice principal of the First Senior High School of Shigatse City told a reporter from Southern Weekend that he had “no impression” of Jia Mou and could not comment. A teacher said that he still had an impression of Jia Mou, but they did not usually have much contact; another teacher said that they were “acquaintances” and were not familiar with the situation.

According to Chen Ji’s knowledge, after returning from supporting Tibet, Jia Mou also taught for a period of time and then transferred to the District Education and Sports Bureau. “He didn’t go directly to the Education and Sports Bureau after returning from supporting Tibet; he was still teaching online classes during the pandemic.” Staff from Changqing No. 1 Middle School told a reporter from Southern Weekend that Jia Mou is no longer an employee of the school and does not know him.

One month before the incident, in April 2023, Jia Mou, in his capacity as the deputy director of the Teaching and Research Center of the Changqing District Education and Sports Bureau, participated in multiple educational activities, led teams to conduct teaching research in several schools, including Changqing No. 1 Middle School, and watched a report performance organized by a middle school. Currently, the institution where he works has deleted Jia Mou’s related articles from its WeChat public account.
