The problem of structural gap is a characteristic of China, and it is an important part of maintaining the current social governance mechanism of the country. Under pressure, the state may also make some efforts in this regard, allowing those who cut the cake to take less, but it is basically impossible to evenly distribute the cake. If people’s hearts are scattered, the team will not be easy to lead.
What do you rely on to unite the team? It still depends on real interests. Then who said at the press conference that touching interests is more difficult than touching the soul.
So, the rest are all options that make the wage-earning class, which accounts for the vast majority, suffer.
First, delay retirement, pay a few more years, and receive a few less years. This is already a predetermined plan, and the so-called phased extension is to burn warm water.
Second, reduce and covertly reduce the reimbursement standards, make the reimbursement threshold higher, make the items that can be actually reimbursed less, and lower the reimbursement ratio. These are actions that all regions must take.
Third, increase the overall planning ratio and improve the efficiency of fund use. What is happening in some cities recently, the original intention of the policy design is this, and theoretically it is helpful to alleviate the predicament a little. However, this truth is more tortuous and not easy for the public to understand, and everyone’s intuitive feeling is also very bad when the money in their personal accounts is reduced.
Fourth, let the money of the social security fund and the medical insurance fund generate money by themselves, and use it for financial investment. But… the market investment return rate and risk of certain countries… the widespread and serious corruption in certain fields… the temptation is too great, the human nature cannot be tested, and it will definitely lose very badly.
In all likelihood, these painful options will be promoted to varying degrees, and finally form a painful package.
Speaking of this, I know that someone will say again that if some groups who pay less or do not pay are treated the same, and the treatment of some special groups that consume a large amount of funds is reduced, it can achieve open source and reduce expenditure, and solve the problem. I can only say, you think too beautifully and too naively…
I will tell you clearly, it is impossible, absolutely impossible.
A very simple truth: the more difficult the situation, the more you have to rely on those who can be relied upon, and the less you will cut their flesh.
