The report mentioned that Ma Aijun, the former member of the Party Committee of the Tangshan Municipal Public Security Bureau and the former director of the Lubei Branch, who served as a protector for the “Tangshan barbecue restaurant assault case”, was sentenced to 12 years in prison for the crimes of dereliction of duty and bribery, and was fined 700,000 yuan.
Although the specific cases involved have not been disclosed, it has been confirmed from official sources that the protector of the “Tangshan barbecue restaurant assault case” was the former member of the Party Committee of the Tangshan Municipal Public Security Bureau and the former director of the Lubei Branch.
It’s shocking that a director of a public security bureau would be a protector for a barbecue restaurant.

On June 10, 2022, a netizen posted that multiple people had a conflict at a barbecue restaurant on Airport Road, Tangshan, Hebei, allegedly because a man flirted with a woman after drinking, and then multiple people assaulted the woman. This incident, once exposed, caused widespread social concern.
According to the report of the Hebei Provincial Public Security Department: On the early morning of June 10, Chen Mouzhi and 5 others, along with Chen Mouliang and 4 others, were drinking and dining at a barbecue restaurant in Lubei District, Tangshan. During the period, at 2:40 a.m., Chen Mouzhi harassed Wang Moumou (female, 31 years old) who was dining at the same restaurant after work, and after being rejected, he, along with Ma Mouqi (male, 25 years old), Chen Mouliang, and others, assaulted Wang Moumou, Liu Moumou (female, 29 years old), and 4 others, and fled at 2:47 a.m. At 2:55 a.m., the 4 victims were sent to the hospital by 120. After receiving the public’s report at 2:41 a.m., the police and auxiliary police officers from the Airport Road Police Station of the Lubei Branch of the Tangshan Municipal Public Security Bureau arrived at the scene to carry out the disposal work at 3:09 a.m.
From receiving the police report to the police arriving at the scene, there was a 28-minute gap. The public generally reflected that the police responded slowly, implying that they were covering up and condoning the criminals.
On June 12, 2022, China Voice of the Central Radio and Television General Station published an article titled “Police Response to the Barbecue Restaurant Assault Case: Arrived in 5 Minutes After Receiving the Report, 5 Suspects Have Criminal Records”.
The above report mentioned that Chen Zhiwei, a police officer from the Airport Road Police Station of the Lubei Branch of the Tangshan Municipal Public Security Bureau, said, “At 02:41 a.m. on June 10, our unit received a dispatch from the 110 command center. After receiving the report, our unit arrived at the scene around 02:46, and immediately inquired with the people at the scene to understand what happened. After the incident, the men who assaulted the people all fled the scene.”
This Chen Zhiwei advanced the time of the police arrival by 23 minutes. It is said that the straight-line distance from the scene to the Airport Road Police Station is only 800-900 meters, but Chen Zhiwei took 28 minutes. This may explain the problem.
