Following the release of the “Twenty Articles” on November 11, the release of the “New Ten Articles” once again announced the turning point of the three-year epidemic.
Yesterday was “Heavy Snow”, the 3rd solar term of winter. Most parts of China have entered the cold winter. Heavy snow marks the official beginning of the mid-winter season,
and also buries the withered grass and trees in a vast emptiness.
The release of the “New Ten Articles” finally gave the people some hope before the arrival of the severe winter. However, some people also remember that before “Heavy Snow”, we had also experienced two winters.

On March 5, 2020, Dr. Liu Kai of the Zhongshan Hospital’s medical team supporting Hubei, stopped on the way to escort a patient for a CT scan and allowed an 87-year-old patient who had been hospitalized for nearly a month to enjoy a long-awaited sunset;
On April 6, 2022, 34-year-old truck driver Chen, was stranded at the semi-mountain tunnel epidemic prevention inspection point in Hangzhou for 7 days, and burst into tears when he ate hot rice again…
“Fangcang”, “Close contact”, “Isolation”, “Mask”, “Nucleic acid”, “Health code”… Years later, perhaps these words will appear in history textbooks in a line or two of records, becoming a collective memory that has already passed.
However, unfolding the wrinkles between these sentences: in a sunset, in a tear, are the details of history, the individual memories scattered all over the place; it is the life experience of each individual who is in it for three years.
Everyone who looks forward to the arrival of spring today can find their own shadow in it.

As of December 2, 2022, China has a total of 9,137,495 confirmed cases of new coronary pneumonia, 401,622 cured cases, and 30,428 deaths.
The 12 provinces (municipalities directly under the Central Government, autonomous regions, and special administrative regions) with the largest number of confirmed cases are: Taiwan, HK, Hubei, Shanghai, Guangdong, Jilin, Beijing, Sichuan, Hainan, Inner Mongolia, Henan, and Chongqing.

1. “Rumor-mongers”
On January 2, 2020, CCTV News Channel broadcast a piece of news from Hubei: 8 rumor-mongers were investigated and dealt with.

Detail 1: On January 3, 2020, Dr. Li Wenliang was reprimanded by the police station for making false statements in a WeChat group.

Detail 2: On March 10, 2020, Dr. Ai Fen, director of the emergency department of Wuhan Central Hospital, said: “If I had known this would happen today, I wouldn’t care if they criticized me or not, I would have spoken out everywhere, wouldn’t I?”
2. Human-to-human transmission
On January 5, 2020, the Wuhan Health Commission reported: 59 cases of pneumonia of unknown cause, no obvious evidence of human-to-human transmission was found, and no medical staff were infected.

Detail 3: Starting on January 10, 2020, Dr. Li Wenliang developed symptoms of cough, fever on the 11th, and hospitalization on the 12th.
Detail 4: On January 21, 2020, Weng Qiuqiu from Huanggang City, Hubei Province, suffered from pneumonia of unknown cause. After spending 200,000 yuan borrowed, the condition did not improve, and the family agreed to give up treatment. It took only 12 days from headache and cough to death.
2. Preventable and controllable
On January 10, 2020, members of the second batch of expert groups of the National Health Commission told the media that according to the patient’s condition and the spread of the disease, the overall epidemic was “preventable and controllable”.

Detail 5: On January 18, 2020, the Baibuting community in Jiang’an District, Wuhan, held a “Wanrenyan” gathering, with more than 40,000 families bringing out 13,986 dishes, filling the main venue and 9 sub-venues of the party and mass activity center. This event was described by the media as “more than 40,000 families sharing a reunion dinner”, which started in 2000 and lasted for twenty years.
Detail 6: On January 20, 2020, Academician Zhong Nanshan, the leader of the high-level expert group of the National Health Commission, said in an interview that “according to the current information, it is definitely transmitted from person to person.”
Detail 7: On January 29, 2020, Zhang Wenhong, the head of the medical treatment expert group of the Shanghai Medical Rescue Team and director of the Department of Infectious Diseases of Huashan Hospital, popularized the characteristics and prevention knowledge of the new coronavirus at a press conference.
4. Wuhan lockdown
At 0:00 on January 23, 2020, the Wuhan Epidemic Prevention and Control Headquarters issued Notice No. 1, and the channels for leaving Wuhan at the airport and railway station were temporarily closed from 10:00.

Detail 8: At 0:00 on January 23, 2020, a large number of Wuhan citizens fled their homes overnight.
Detail 9: At 6 p.m. on January 24, 2020, a nurse from Wuhan Jinyintan Hospital asked for help in her Moments: “We have traffic restrictions here, and there are no buses or subways, so I can’t go home, and it will take four hours to walk back.” The person who took the order was courier Wang Yong. Because he was afraid of being infected with the virus and implicating his family, Wang Yong has not dared to go home during the period of picking up and dropping off medical staff.
Detail 10: On January 25, 2020, Qiu Beiwen, a restaurant owner in her 90s, issued a statement in her Moments: “I am a native of Wuhan, and my husband and I run a restaurant. Seeing that the hospitals are lacking this and that, we want to help. If the medical staff want to eat, call me half an hour in advance, and I’m online 24 hours a day. Detail 11: On January 26, 2020, Xiao, a truck driver with a Wuhan license plate, drove on the highway from Dazhou, Sichuan, and found that he could not get off the highway or stay in the service area, so he could only rest in the emergency parking lane when he was tired.

Detail 14: On February 2, 2020, Fang Fang wrote in “Wuhan Diary” that “a grain of dust in the times, falling on an individual’s head is a mountain”. “Wuhan Diary” later triggered a huge controversy.
Detail 15: On February 5, 2020, 77-year-old Liu Li posted “Hello” on Weibo. Because his daughter died and his grandson was ill, and he could not get treatment for a long time, Liu Li groped to learn how to use Weibo to ask for help for his 13-year-old granddaughter.
Detail 16: On February 7, 2020, Li Wenliang passed away and was known as the new crown “Whistleblower”.
Detail 17: On February 8, 2020, Li Lina, a citizen of Wuhan, knocked on the gong on the balcony for help because her mother was ill and there was nowhere to send her for medical treatment.
Detail 18: On February 11, 2020, Xiao Xianyou, a critically ill patient with new coronary pneumonia, wrote a crooked will: “I donate my body to the country. What about my wife?”

Detail 19: On March 5, 2020, the Central Guidance Group went to Wuhan to inspect the community prevention and control and the people’s livelihood security. Residents of the Kaiyuan Mansion community in Cuiyuan Community, Qingshan District, shouted from the window: Fake, fake.

5. Supporting Wuhan
From January 24 to March 4, 2020, a total of 344 medical teams (including 17 traditional Chinese medicine teams and 3 military teams) were dispatched to support Wuhan, with a total of 42,481 medical staff, 11,416 doctors, and 28,679 nurses.
Detail 24: The working hours of the medical staff involved in the rescue of the new type of pneumonia in Wuhan were from 8 a.m. to 5 p.m., and they only took off their isolation suits when they came out to eat and rest in the middle. Due to the layering of protective masks and goggles and long-term wear, the faces of the medical staff showed different degrees of pressure marks.

Detail 25: On February 6, 2020, the East Hospital of the First Affiliated Hospital of Xi’an Jiaotong University formed a medical aid team. In order to save time for putting on and taking off protective clothing and reduce the possibility of infection, the East Hospital shaved the heads of 9 female medical staff. This practice was immediately criticized.


Detail 26: On February 18, 2020, the China Women’s Development Foundation urgently raised nearly 40,000 sanitary napkins, which have been delivered to Wuhan and began to be distributed to female medical staff on the front line of the fight against the epidemic. It is reported that more than 50% of the doctors supporting Wuhan are female, and female nurses on the front line account for more than 90%.
Detail 27: In the evening of March 5, 2020, Dr. Liu Kai, a member of the Zhongshan Hospital’s medical team supporting Hubei, stopped on the way to escort a patient for a CT scan and allowed an 87-year-old patient who had been hospitalized for nearly a month to enjoy a long-awaited sunset.

6. Fangcang Hospital
The Jianghan Fangcang Hospital began to be rebuilt on February 3, and the first batch of patients were admitted on February 5. It was the first batch of Fangcang hospitals opened in Wuhan. By 2022, Wuhan has built a total of 14 Fangcang hospitals.
Detail 28: On February 5, 2020, a young man was lying in a Fangcang hospital bed and reading attentively. The book he was reading was “The Origins of Political Order: From Prehuman Times to the French Revolution”.

Detail 29: On March 14, 2020, 377 construction workers from Huoshenshan Hospital had been isolated for 14 days and had not received a notice to return home, nor could they leave the isolation point.
Detail 30: In November 2022, the 16th to 21st phases of the Shandong Provincial Government’s special bond report proposed to issue 23 billion yuan in bonds to build permanent Fangcang hospitals.
Detail 31: On November 18, 2022, Xiaoya (pseudonym), 32, was infected with the new crown and committed suicide by hanging on the 4th day of centralized isolation in Fangcang.
7. Close contacts and centralized isolation
On January 23, 2020, the “Prevention and Control Plan for Pneumonia Infected by the Novel Coronavirus (Second Edition)” clearly stated the requirements for tracking and managing close contacts. The county (district) level health administrative departments organized and coordinated the tracking and management of close contacts. Close contacts of confirmed cases shall be isolated at home or in centralized isolation (see Appendix 3), and body temperature shall be measured at least twice a day, and whether acute respiratory symptoms or other related symptoms and the progress of the disease have occurred shall be inquired. The medical observation period for close contacts is 14 days after the last contact with the case.
On February 6, 2020, the “Prevention and Control Plan for Pneumonia Infected by the Novel Coronavirus (Edition)” required that areas with conditions should take centralized isolation medical observation for close contacts. It emphasized that asymptomatic infected persons should, in principle, take centralized isolation medical observation.
On March 7, 2020, the “Prevention and Control Plan for Pneumonia Infected by the Novel Coronavirus (Sixth Edition)” proposed that all those who should be isolated should be isolated, all those who should be admitted should be admitted, all those who should be tested should be tested, and all those who should be treated should be treated.
On September 15, 2020, the “Prevention and Control Plan for Pneumonia Infected by the Novel Coronavirus (Seventh Edition)” proposed to manage the close contacts of close contacts, that is, “secondary close contacts”.
Detail 32: On January 29, 2020, a family in Huanggang City, Hubei Province, was centrally isolated, and a 17-year-old cerebral palsy child died alone at home after 6 days.
Detail 33: On February 7, 2020, Wuhan urgently requisitioned some dormitories as isolation points for medical staff with new coronary pneumonia, and some universities roughly discarded students’ personal belongings.

Detail 34: November 14, 2022, a baby in Zhengzhou, Henan Province, was centrally isolated due to close contact, and died suddenly due to a sudden illness.
8. Preventable and controllable
In January 2020, “masks” became a necessity for epidemic prevention and family purchase. Masks were snapped up everywhere, and N95 masks were hard to find. Many hospitals in Wuhan issued a request for help: the protective materials for frontline doctors and nurses were seriously insufficient.
Detail 35: On January 30, 2020, as the Hubei Provincial Red Cross Society announced the use of materials, of the 36,000 masks distributed to the public, only 3,000 were sent to Wuhan Xiehe Hospital, a frontline hospital fighting the epidemic, while 16,000 masks were sent to Wuhan Renai Hospital, a hospital specializing in infertility.
Detail 36: In January 2020, Hualian Supermarket posted a price list of “10 yuan per disposable mask”, which caused controversy.
Detail 37: On January 26, 2020, Hao Jin, a farmer in Changde City, Hunan Province, donated 15,000 masks at one time. These masks were the deduction of his unpaid wages for 4 months by the mask factory.
Detail 38: On January 30, 2020, on train D5319, an elderly passenger from Shanxi did not wear a mask and was reminded by the conductor. The passenger cried anxiously and confessed that he could not buy a mask everywhere, and the conductor gave his spare mask to the passenger.
Detail 39: In February 2020, the Japan HSK Examination Bureau donated a batch of medical supplies to universities in Hubei, and the cartons were written with “Mountains and rivers are different, the wind and moon are in the same sky”.
9. Nucleic acid testing
At the end of January 2020, China developed and promoted the use of a new type of coronavirus nucleic acid test kit.
On June 8, 2020, the National Health Commission issued the “Implementation Opinions on Accelerating the Promotion of Nucleic Acid Testing for the New Coronavirus”. The “Opinions” proposed to actively expand the scope of testing and fully investigate potential risks. Among them, 8 key groups of people “should be tested”.
Starting at the end of 2021, many cities have successively issued “voluntary testing” free policies.
Since the middle of 2022, many cities have successively carried out full-scale and full-staff nucleic acid screening and normalized nucleic acid testing. Entering public places, etc., must check the negative certificate of nucleic acid testing within 24 hours, 48 hours or 72 hours.
Detail 40: On January 4, 2022, a pregnant woman in Xi’an, who was eight months pregnant, could not be admitted to the hospital due to the nucleic acid problem. During the waiting period outside the hospital, the pregnant woman suffered a massive hemorrhage, leading to a miscarriage.
Detail 41: On May 20, 2022, 6 migrant workers from Henan were locked down in Shanghai for 2 months due to the epidemic. In order to go back to their hometown to harvest wheat, they cried because they missed the train due to the failure to get the nucleic acid results.
Detail 42: On May 20, 2022, Beijing Pusheng Medical Testing Laboratory Co., Ltd. was revoked its “Medical Institution Practice License” by the Health and Health Commission of Fangshan District, Beijing, and the actual controller and 6 other people have been taken criminal compulsory measures by the Beijing police.
10. Nucleic acid testing
On February 7, 2020, “Shen i You – Health Code” was launched, and Shenzhen became the first city in the country to travel with a “code”. Subsequently, various provinces and cities successively launched health codes. “Green code” has become a necessary prerequisite for entering public places and taking public transportation.
Detail 43: In June 2020, Beijing, 300,000 citizens received a text message “After the big data analysis of the whole city, you may have been to the Xinfadi wholesale market after May 30 (inclusive)…” The big data flow investigation triggered privacy controversy.
Detail 44: On December 6, 2020, the information of a confirmed female in Chengdu was leaked, and a large number of personal insults appeared online.
Detail 45: On January 6, 2022, on a bus in Fushun, Liaoning, the driver asked an elderly person who could not show the health code to get off. The elderly person then lay down on the road to stop the car.
Detail 46: Since July 2021, many places have locked “time and space companions” based on mobile phone signal data. Many citizens said that they had not been to high-risk areas, but their health codes turned yellow.
Detail 47: In July 2022, the Zhengzhou Big Data Administration of Henan Province gave red codes to 1,317 Henan village and town bank depositors on-site or remotely, triggering questions about “abuse of health codes”.
11. Resumption of work and production
In order to prevent the spread of the new coronavirus infection epidemic due to the gathering of work, the State Council adjusted the statutory public holiday in 2020 to February 2. Various parts of the country successively issued notices to major enterprises to postpone the start of work of non-guaranteed industrial companies to February 10, and many universities delayed the start of school.
Detail 48: At the end of November 2019, Xu Kang from Hubei bought his first house in Hegang, Heilongjiang for 30,000 yuan. Due to the lack of income during the epidemic, this house was sold for 22,000 yuan in February 2020.
Detail 49: On February 26, 2020, the “Xingtai Daily” reported that Gexianzhuang Town piloted the “Spring Ploughing Certificate” to realize the staggered time and peak-shifting of farmers’ farming. “Holding a certificate to farm” was criticized by public opinion.
Detail 50: On July 20, 2020, the cinema resumed work, and the audience had to sit apart.
Detail 51: During the 7-day National Day holiday in 2022, Jiuzhaigou Scenic Area only received 211 tourists.
12. Inbound and outbound flights
In February 2022, various airlines reduced flights in response to the changes in the new rules for inbound and outbound flights and passenger flow. With the increasing risk of imported new coronary pneumonia, the Civil Aviation Administration of China restricted the frequency of international flights from March 2022. On June 4, 2020, the “circuit breaker measure” was launched.
Detail 52: On March 17, 2020, Xiao Yang, an international student from Italy, arrived in Shanghai, his hometown, and posted his experience of returning to China online, receiving comments such as “adding chaos to returning home” and “spreading poison from thousands of miles away”.
Detail 53: Starting March 30, 2020, more than 200 American students were stranded in Ethiopia due to flight cancellations.
Detail 54: In April 2020, British student Zhou Zixiao bought 7 return tickets to China, but all 7 flights were canceled, costing more than 400,000 yuan.
13. Epidemic and Lockdown
On June 11, 2020, the Xinfadi Agricultural Products Wholesale Market in Beijing experienced an outbreak of the new coronavirus pneumonia. Agricultural products and suppliers from various places accelerated the transmission of the epidemic, which affected 7 provinces and cities. Many districts in Beijing conducted home office.
On August 3, 2020, the Dalian Municipal Health Commission stated at a press conference that the recent epidemic in Dalian was a cluster outbreak related to the processing of cold chain seafood products, possibly originating from the seafood processing workshop of Kaiyang Company. Dalian entered a state of silence.
On July 13, 2021, an epidemic occurred in Nanjing, originating from the improper protection and cleaning after the airport cleaners cleaned the Russian entry flights.
Starting at zero o’clock on December 23, 2021, all residential areas, villages, and units in Xi’an implemented closed management.
In December 2021, the Omicron variant strain of the new coronavirus was found in HK, Tianjin, Guangzhou and other places. This strain has the characteristics of strong transmission and pathogenicity, short incubation period, and fast disease progression, making it difficult to control, but it reduces the rate of severe illness and mortality.
Starting March 2, 2022, abnormal nucleic acid test results appeared in the staff of the Huating Hotel centralized isolation point.
On March 28, Shanghai began to implement a batch-by-batch closed management. During this period, all residential areas in the entire district implemented closed management, and all personnel were not allowed to leave their homes. Personnel and vehicles were only allowed to enter but not to exit.
On March 21, 2022, the HK government announced the postponement of the mandatory nucleic acid testing for all people, planned to cancel the flight ban from April 1, relax some epidemic prevention measures, and resume teaching in schools on April 19. After April 21, the ban on catering, museums, beaches, etc. will be gradually lifted in three stages.
On June 14, 2022, according to Beijing Daily, in view of the gathering epidemic caused by the “Paradise Supermarket Bar”, the municipal cultural tourism, health and health, commerce, market supervision, public security, cultural law enforcement and other departments have formed a joint investigation team to investigate the “Paradise Supermarket Bar” according to law, and deal with it quickly, strictly and severely.
Starting September 25, 2022, HK canceled the daily epidemic press conference and announced the resumption of normal life.
From zero o’clock on October 11, 2022, Hohhot City will, in principle, prohibit vehicles and drivers and passengers from outside the city from entering.
Detail 55: On February 6, 2020, Taobao launched the “Foodie Aid Farmers” channel to help farmers in many places such as Pujiang, Sichuan, Yantai, Shandong, and Lin’an, Zhejiang sell vegetables and fruits, which to a certain extent alleviated the backlog of agricultural products caused by the epidemic prevention and control.
Detail 56: On February 24, 2020, an elderly man in Shiyan City, Hubei Province died at home. His six-year-old child stayed with the body for three days, not daring to go out because “there was a virus outside”, and survived on biscuits.
Detail 57: On February 29, 2020, because she did not have a mobile phone to attend online classes, a junior high school girl in Shangying Village, Zhangcun Town, Dengzhou City, Henan Province, committed suicide by taking medicine. She was out of danger after being rescued.
Detail 58: On October 28, 2021, Ruili Mayor Shang Laba said to the media: “Ruili does not need assistance for the time being.” Previously, Ruili had been silent for 6 times, and “half of the city was empty”.
Detail 59: On December 31, 2021, a man in Xi’an was beaten by several epidemic prevention personnel for buying steamed buns because he was hungry. The steamed buns were scattered all over the ground.
Detail 60: On March 18, 2022, at the Tongzhou Baimiao checkpoint, hundreds of residents waited in line in the snow to enter Yanjiao. Because the bus service was suspended, residents could only walk home after entering Yanjiao.


Detail 61: Starting in March 2022, Shanghai citizens in lockdown circulated online “self-help” documents, sharing information on nucleic acid testing, community lockdown, medical treatment and medication, and food needs.
Detail 62: On March 23, 2022, Zhou Shengnini, a nurse at Shanghai Oriental Hospital, suffered an asthma attack at home. She could not call 120 ambulance. Her family drove her to the hospital and found that many hospitals had closed their emergency rooms. She eventually died because she did not receive timely rescue.
Detail 63: In April 2022, Shi Jun, a surgeon at the Jidong County People’s Hospital in Jixi City, Longjiang, was identified as the direct person in charge of the spread of the new crown epidemic because he treated a patient who forged a negative nucleic acid result. He was arrested and interrogated by the public security organs and wore handcuffs and shackles. During his detention, he died of a severed femoral artery with a toothbrush. Previously, Dr. Shi Jun had supported the front line of the fight against the epidemic in Wuhan.
Detail 64: On April 3, 2022, a woman in Shanghai, to express her gratitude, recharged 200 yuan for a delivery worker, and was criticized by many netizens for “too little money”, and committed suicide by jumping off a building under heavy pressure.
Detail 65: On April 6, 2022, truck driver Chen, 34, was stranded at the half-mountain channel epidemic prevention inspection point in Hangzhou for 7 days, and burst into tears when he ate hot rice again.
Detail 66: On April 9, 2022, the Meilong Town government signed a “Supply Guarantee Agreement” with Shanghai Ziyu Industrial Co., Ltd. for a procurement amount of 7.6 million yuan. Later, it purchased about 3 million yuan of inferior pork to supply to residents. The pork had too much fat, poor appearance, mostly scraps and deteriorated taste.
Detail 67: During the Shanghai silence period from April 23 to April 26, 2022, the Paris Baguette training center, without the qualifications to operate, made bread and sold it to nearby residents. It made a profit of 58,500 yuan from 400 loaves of bread, which solved the urgent needs of nearby residents. Later, it was fined 585,000 yuan by the Shanghai Municipal Market Supervision Administration.
Detail 68: On May 7, 2022, a resident in Pudong, Shanghai, resold the eggs he bought to his neighbors at a low price. That night, community group-buying volunteers came to his door and asked him to take back the eggs and write a guarantee.
