As the title says.
A few days ago, the public commitment made by Shaanxi Hongrun Group and Hongrun Real Estate to the Xi’an Municipal Party Committee and Municipal Government sparked widespread public attention.
The commitment is that the company will take the initiative to take responsibility and restart the construction of the unfinished building of the Mu Jiang Wang Village Reconstruction Project – “International Happiness City” in Hongqi Subdistrict Office, Baqiao District, and deliver the building to the people as soon as possible.
The tower crane is about to rise again, and the 2,042 families who have been waiting for fourteen years finally see the dawn of a home.
Hongrun Group and Hongrun Real Estate’s resumption of construction of the unfinished building has undeniable legality and legitimacy.
The Supreme People’s Court ruled in support of Hongrun Group’s equity claims, and the Xi’an Intermediate Court later ruled in the trial that 75% of the equity belonged to the group. The Supreme People’s Court ruled that Hongrun Real Estate still has the legal development entity status of the urban renovation project;
The market supervision department issued a new business license, and Xi’an’s “one building, one policy” and “one enterprise, one policy” policy mechanism provided corresponding support. The enterprise raised funds for reconstruction and reached a consensus with the homebuyers of “no increase in burden, no price increase, no default”.
Anyone with basic concepts of right and wrong, legal awareness, and political sensitivity will not deny that the restart of the project is completely within the framework of the rule of law and policy.
By clarifying the ownership through judicial judgment, the enterprise independently raising funds, the government opening a green channel, the masses voluntarily giving up accountability, and the simultaneous investigation of the corruption chain, this should have become the national benchmark case for the disposal of unfinished buildings.
Now, the eyes of many Xi’an people are focused on the unfinished building site of “International Happiness City”.
The people are waiting, waiting for the moment when the construction machinery starts to turn again; the city is waiting, waiting for this scar that has lasted for more than ten years to be healed.
However, the contest between good and evil is never calm, and there will inevitably be undercurrents.
The unfinished building of this first and largest urban village renovation project in Xi’an is by no means a simple commercial dispute; behind it is the malicious operation of power and the collusion of evil forces.
Without the deep cooperation of certain officials, the Li Bin loan shark gang would never have been able to seize this engineering project worth billions of yuan just by forging documents;
Without the public support of public power, the shell company Jia Xinyuan, controlled by an illegal gang and without any qualifications, would never have been able to swallow the civil livelihood project that had already invested 820 million yuan with “zero consideration” and seize the so-called development rights;
Without the behind-the-scenes manipulation of corrupt elements, it would never have been possible to stage a ridiculous farce of invalidating official seals, administratively confiscating 440 sets of sold commercial housing, and Jia Xinyuan Company defrauding the Baqiao District government of a 150 million yuan loan that has not been repaid to this day.
All of this is by no means an accidental work oversight, but a complete chain of evidence of systemic collusion.
Yuan Xiaodong, the former head of Baqiao District, has been dismissed from his post as a member of the Standing Committee of the Xi’an Municipal Party Committee and Minister of the United Front Work Department; Li Bin, the head of the Xi’an loan shark gang, has long fled to Cambodia. However, the influence of their remaining forces has not completely dissipated with the arrest or escape of the principal offender.
They either remain silent, attempting to cover up past illegal and non-compliant acts; or they shirk responsibility, pushing all the responsibility onto “historical issues”.
They know better than anyone that Hongrun Group’s restart of the “International Happiness City” project has a solid legal basis, sufficient policy basis, legitimate livelihood demands, and clear political orientation, which can be said to be justified and imperative. Moreover, many central enterprises, state-owned enterprises, and leading private enterprises in the real estate field have taken the initiative to extend an olive branch to Hongrun Group, hoping to work together to promote the follow-up development and construction of the “International Happiness City” project.
They pretend to be “cautiously performing their duties”, but they are clearly deliberately delaying time – delaying until the people’s wounds slowly scab over, delaying until the public’s attention gradually cools down, and delaying until the word “delivery” eventually becomes an unrealizable vision.
They are afraid that after Hongrun Group’s full return, the signatures they have signed, the seals they have stamped, the illegal decisions they have participated in, and other indecent acts of “overturning the house”, including all kinds of evil acts such as reaching out for money, manipulating the situation, operating in secret, and trading power for money, will be exposed one by one in broad daylight.
What they fear most is that the “full cooperation” and “thoughtful service” they provided to the criminal gangs driven by their own private interests will eventually become the conclusive “certificate of submission” in the case files of the discipline inspection and supervision authorities.
Now, they are struggling like trapped beasts and will inevitably jump out at the key nodes of the project restart to stir up trouble and use all means to obstruct the progress.
They are scheming and will definitely create administrative obstacles for the project restart by delaying approvals, creating objections, creating confrontation, interfering with construction, and smearing Hongrun Group, setting up “hidden traps” for the project restart.
At present, some members of the working group of the Baqiao District government dealing with the unfinished building problem of “International Happiness City”, under the historical inertia of “making a mess”, have been unable to restrain themselves and are eager to “kick the field”.
For example, Li, the current deputy secretary of the district party committee and the main person in charge of the working group, has resolutely refused to communicate with Hongrun, and even blacklisted the phone number of Hongrun’s full-time liaison;
For example, Hao, the current main person in charge of the district urban renovation office, openly supports Jia Xinyuan, a “shell company” used by the Li Bin gang for money laundering, during the docking with Hongrun, and speaks highly of it;
For example, Chen, the current main person in charge of the party committee of Hongqi Subdistrict Office, still regards Jia Xinyuan as the “legal” development entity of the “International Happiness City” project, and regards the judicial ruling of the highest judicial organ as a worthless thing.
What kind of relationship they have with the Li Bin gang is bound to arouse people’s imagination and raise questions.
Unless they can do this: investigate, audit, and announce how much reconstruction and development funds Jia Xinyuan Company has invested in the unfinished building project over the past decade, and at the same time take the lead in dispatching this “shell company” bought by the Li Bin gang for 5,000 yuan, and follow the Hongrun model to independently complete the reconstruction and delivery of “International Happiness City” within the specified time, so as to prove their innocence and eliminate suspicion.
And this is tantamount to asking them to lift themselves off the ground by their own hair, which is absolutely impossible.
In this way, people have reason to suspect that their deep connection with the Li Bin gang, who signed many illegal and non-compliant documents, were arranged into the working group by Yuan Xiaodong, and have been deeply involved in Baqiao District for many years, is probably more complicated than the outside world imagines.
Perhaps the chain of interest transfer has not been cut off, perhaps the former “allies” are still colluding in secret, or perhaps they have long been mired in the mud and cannot escape. It would be ridiculous to talk to them about the political achievements of “benefiting the people”.
They are unwilling to face the fact that the times have changed. The political commitment of the Xi’an Municipal Party Committee and Municipal Government to “ensure the delivery of buildings” is resounding, the housing demands of more than two thousand families are unavoidable public interests, and the bottom line of the rule of law cannot continue to be wantonly trampled.
2,042 families have waited for 14 years, not waiting for the procrastination of “further study”, not waiting for the “disputed issues” that have long been clearly defined by judicial procedures, but waiting for a clear stand –
Do they choose to stand on the side of the people’s well-being and the legally victorious enterprises, or on the side of the remaining forces of the Li Bin gang and the “protective umbrella”?
“Ensuring the delivery of buildings” is a political task, not a slogan. Every delayed approval, every ambiguous reply, every excuse of “going through the procedures”, and every sophistry of “there are still disputes” are all continuing to support the Li Bin gang.
14 years ago, the collusion of power and evil created this tragedy; 14 years later, any attempt to continue the tragedy will become new evidence of crime.
The eyes of the masses are always clear. In “White Deer Plain”, Grandma Wei has a classic Guanzhong slang: “The world is ruined in the hands of this group of bastards”.
This time, the people of Xi’an are waiting to see which “bastard” officials will sit on the side of the evil forces.
