On February 18th, I wrote “Memory and Reflection.” I originally wanted to stop there, especially not wanting to touch the scar of February 19th.
Four years ago, on February 19th, when I reposted a Weibo photo of “Party Affiliated with CCTV,” I added a comment: “When all media have a surname and do not represent the interests of the people, the people are abandoned to a forgotten corner.” This triggered a “ten-day Cultural Revolution”-style nationwide criticism and a one-year disciplinary action by the Party’s organization! Therefore, every February 19th, I resolutely put down my pen to protect this day.
However, the outbreak of the novel coronavirus pneumonia in Wuhan, China, has precisely verified the reality that “when the media all have the Party’s surname,” “the people are abandoned.” Without the media representing the people’s interests to announce the truth of the facts, what remains is the result of the people’s lives being jointly harmed by the virus and the serious illness of the system.
A few days later, the media and the internet were frantically spreading news of a central government meeting held on February 23rd, attended by approximately 170,000 people nationwide, which was called the largest central meeting in Chinese history. It far surpassed the scale of the Lushan Conference of seven thousand people, and had a more important practical significance than the seven thousand people’s conference, and was also called a great meeting.
Many people online are using various methods to boast and praise the great significance of this meeting, and particularly emphasize the long speech of the Party Chairman, which is the most important part of this meeting. It is an inspiring, wise and correct strategic deployment, pointing out the direction for the world to prevent and control the epidemic, calling for the power of the whole country to cope with the major test, overcome the epidemic, and achieve the great victory of the socialist system with Chinese characteristics. “It reflects” that the Party Central Committee’s judgment of the epidemic situation is correct, “demonstrates the significant advantages of the leadership of the Communist Party of China and the socialist system with Chinese characteristics.”
For a time, the whole country was cheering and jumping for joy for the great leader’s speech, as if China had once again entered the great leap forward era, and entered the era of red flags flying everywhere, holding high the Little Red Book, and shouting “Long live, long live, long live” to the leader. Many people are explaining the essence they found in the February 23rd speech from various angles, thinking that China has entered a new era.
I was also curious and seriously studied this speech, but what I saw from it was completely opposite to the “greatness” reported by various news media and the internet. There, standing was not an emperor showing off his “new clothes,” but a clown who had to insist on being an emperor even after stripping off his clothes. Although he held up one after another of the fig leaves to try to cover up the reality that he was not wearing any clothes at all, he did not conceal his ambition to be an emperor, and his determination that anyone who prevents me from being emperor will be destroyed!
The speech is divided into one, two, three, four and the last, and I will also do one, two, three, four and the last!
1. The first part is “Regarding the epidemic prevention and control work in the previous period”
This is about praising one’s own great achievements, including the instructions on January 7th. “Personally command, personally deploy” requires correct strategic strategies, relying on unified leadership, unified command, unified action, the national system of medical supplies and daily necessities supply and maintaining social stability, preventing social disorder, and strengthening publicity, education and public opinion guidance. In short, these are all major achievements made by the “huge political courage” of the leader himself and personally commanded.
There is an expert named Li Jin online, who has published many books on state-owned enterprise policies and is hailed by the media as “China’s first interpreter of state-owned enterprise policies and news.” He wrote a long article, “The Anti-epidemic Historical Legend of the ‘170,000-person Conference’,” which juxtaposes the “Seven Thousand People’s Conference” with the “170,000-person Conference” as unprecedented events in the history of the Party, which will be recorded in history. He has been lavishly praising this meeting, which has reached the point of being shameless!
The “Seven Thousand People’s Conference” in Chinese history can be said to be a crisis in the Party’s governance, and it put forward the information of “not afraid of criticism, dare to accept criticism, dare to self-criticism.” It criticized the “anti-rightist” and “Great Leap Forward” and the concealment of production and reporting, and investigated the truth. Finally, Liu Shaoqi admitted the mistake of seven-tenths of man-made disasters with “three-sevens.” Mao finally made a self-criticism at the conference: “All the mistakes made by the Central Committee are directly my responsibility, and I also have a share indirectly, because I am the chairman of the Central Committee. I don’t want others to shirk responsibility, other comrades also have responsibility, but the first one responsible should be me.” At the same time, he also made a self-criticism, and later did some work of redressing grievances, which allowed the crisis to pass.
This conference may also face a crisis in the Party’s governance, but people did not see any critical opinions at the conference, no investigation and disclosure of the truth, no investigation of the cause of the epidemic outbreak, and no one examined their responsibilities and took responsibility. Instead, they are trying to cover up the truth with various great achievements, as if the epidemic started from the instructions on January 7th. So what happened in December last year? Why wasn’t the information released in a timely manner? Why did the news of CCTV pursuing 8 rumor-mongers on January 1st happen? Why was there a warning on January 3rd? Why was there information about the epidemic reported to the United States on January 3rd? Why didn’t they mention the various crises that had occurred before January 7th? Why wasn’t the instructions on January 7th announced to the public? It has not been announced to this day! Why were various large-scale national conferences held after January 7th? Why did they visit abroad? Why did they beat drums to celebrate the Spring Festival in Yunnan?…
All of this only uses January 7th and January 20th to try to terminate and cut off the public’s and society’s pursuit of the causes and spread of the epidemic. It no longer mentions the reasons why the epidemic was not announced in a timely manner, which is precisely because those in power do not want to take any responsibility and refuse to be held accountable by society. They only want to use great achievements to cover up their shame, and at the same time use various media controlled by the Party to standardize and improve the information release mechanism through so-called publicity, education and public opinion guidance, publicize the Party Central Committee’s decisions and deployments, touching deeds, and guide the positive energy of public opinion, etc., to resolutely block various statements that pursue the truth. They resolutely block the statements that pursue the responsibility for causing this epidemic, resolutely deny the role of whistleblowers, and deny the fact that the system and decision-making are incompetent!
But this kind of propaganda, which is meant to cover up shame, can only deceive those who are willing to be deceived, but cannot deceive those who only believe in facts and truth.
No matter how great the achievements in the current prevention and control are, they cannot bring back those lost lives and lost joyful festivals, and the broken families who have lost their loved ones. Nor can it recover the major economic losses caused by the epidemic and the pursuit of a happy life by families!
The speech does not mention the cause of the epidemic, nor does it mention the reasons for the uncontrolled expansion of the epidemic. The whole society has not seen the situation of “early detection, early reporting, early isolation, and early treatment.” At the same time, it does not mention the drawbacks of the unified system under the leadership of the Party; it does not mention who should be responsible for the expansion of the epidemic; and it will not examine and review the causes and responsibilities of various problems that have occurred since December last year. Emperors in history had “Edicts of Self-Reproach,” and the Seven Thousand People’s Conference had self-criticism and admitting mistakes, but this great “seventeen thousand people” conference only has praise and credit, without cause, truth, and responsibility.
This is not a “Seven Thousand People’s Conference,” this can only be the waving of hands to receive the Red Guards on Tiananmen Square!
Self-praise without mentioning the cause, truth, and responsibility are all “after-the-fact” knowledge that even fools know. Great and wise and correct strategic strategies should have been the work of preventing the occurrence and expansion of the epidemic, but they all happened after Professor Zhong’s serious warnings, not before Professor Zhong’s call. How dare they call this wise? How dare they boast about their achievements? How dare they boast that they “timely formulated and launched a people’s war against the epidemic”? It is clearly various rescues that had to be carried out after the fact, patching up loopholes and plugging holes, but it was touted as “when it’s time to act, you must act,” it’s really shameless!
The emperor can pretend that he is wearing clothes, but even the children know that the emperor is naked. Those who dare not say that the emperor is not wearing clothes all know what it means to wear new clothes and what it means to not wear clothes. Ceaușescu thought that the people would still believe his lies and deception, but he didn’t know that the ship had turned around!
2. Regarding the current focus on strengthening epidemic prevention and control
The core of this speech is probably on “resolutely stopping malicious attacks on the pretext of the epidemic according to law”!
The deployment of epidemic prevention and control is telling society that the current situation is that the whole Party and the whole country are integrated, and are on the same ship. The causes and responsibilities of the epidemic are placed on the heads of governments at all levels, telling the whole Party and society that they must unite and work together to achieve victory. All the achievements are led by me, and you can’t do without me. If we cannot achieve a comprehensive victory, then I will die, the Communist Party of China will die, and China will also die!
Therefore, we must protect Hubei, protect Wuhan, protect Beijing, support the severely affected areas with the national system, and effectively maintain social stability. In particular, the focus of prevention and control should be to improve the effectiveness of news and public opinion work. Let the people of the whole country know that to do a good job of prevention and control, you can’t do without me, you can’t do without the Party, you can’t do without unified command, and you can’t do without everyone’s joint efforts to maintain the core.
The tradition of imperial power consciousness is that the country is for the emperor, and the ministers are for the emperor’s command, so they share the same ship and the same fate. Without the emperor, there is no country, and there will be no status and power for the ministers. Therefore, it can only be the same ship and the same fate, and we must first jointly protect this ship and protect this emperor before we can protect the ministers and the people.
When in a modern country, the people are the masters of the world, it is not the concept of sharing the same ship and the same fate, nor is it the same fate as the ruling party and the leader of the ruling party. If it is a democratic country, the democratic system can choose who to be the captain, and can also dismiss and replace the captain. Similarly, not only can the captain be replaced, but also the first mate and sailors in the entire management system can be replaced.
Even in modern China, it is the same. There can be no one leader, and there can be no ruling party, but the rights and interests of the people must never be without protection.
The reality that can be seen in this epidemic is that the Party is protecting the interests of the Party, the officials are protecting the interests of the officials, and the leader is only protecting the core position and interests of the leader. It is this system that has caused the situation of only listening to the leader’s orders and ignoring the people’s feelings. When the epidemic has already occurred, they dare not announce the epidemic to the public without the leader’s order. They dare not announce the facts and the truth, but instead use the method of arresting and criticizing “rumors” to restrict and prevent the spread of the truth, which has led to uncontrollable spread.
At this time, not everyone is on the same ship, each guarding their own interests, but abandoning the people of the country behind. But when the epidemic develops to the point of being out of control, the emperor has become a wise commander and deployer, making the whole Party and the whole country bound to this command and deployment ship, and becoming people who must and can only take responsibility for the emperor. The emperor can arbitrarily replace any minister who does not dedicate himself to protecting imperial power, and can also use the same ship and the same fate to require everyone to fight this battle to protect the Party’s interests and welcome this major test.
If there is no mistake in the order from above, how can there be a crisis and a major test? Since the Party Central Committee has made an accurate judgment of the epidemic situation, since it has personally commanded and taken effective measures, and since all the work deployments are timely, then why is there a nationwide and global spread of the epidemic? These are not measures and prevention before and during the event, but rather remedies after the event. When the epidemic spreads out of control, a crisis also appears. If it is prevention before the event, how can there be a major test?
All the current measures are remedies under the circumstances of losing the initiative, and are the inevitable and unavoidable measures to cover up and correct mistakes. The whole world knows that if it could have been announced and prevented in advance, there would not have been the flow of 5 million people in Wuhan, there would not have been various gatherings in Wuhan, there would not have been hundreds of thousands of close contacts, there would not have been tens of thousands of confirmed cases, there would not have been thousands of deaths and the need for the whole country to stay at home for isolation during the Spring Festival, and there would not have been various economic losses that could not be operated and started!
The focus of prevention and control is not on those specific tasks, but on not changing the systemic drawbacks. Even if the epidemic problem is solved this time by using any national system, the next disaster will still occur. The lessons of seventeen years ago did not allow this system to undergo a thorough change, and that is why today’s epidemic has broken out again. If the root problem is not solved this time, the next time there will definitely be a bigger disaster.
The cause of the epidemic may not have been found out yet, but after the epidemic appeared, the public was not informed in a timely manner, which is due to “no order from above, then no action below.” It is also due to the “media’s surname being the Party,” the lack of freedom of the press and speech, and now the added crime of “severely punishing malicious attacks on the pretext of the epidemic”!
The truth will not cause social instability, but rather the lack of truth will cause social chaos.
When the problem has already appeared and society demands to find out the truth, the ruling party tries to bind everyone’s fate in the way of being on the same ship, so that everyone can work together to save this ship. And it tries to use the concept of being on the same ship to block the mouths of those who want to find out the truth and hold the chief culprit accountable, and tries to use the law to stop malicious attacks on the pretext of the epidemic to stifle words and deeds that may be unfavorable to the emperor.
Even if they are on the same ship, the responsibilities of each level are different. The captain should have the responsibility of the captain, which cannot be replaced by the first mate and sailors. The real purpose behind the scenes is to use the concept of being on the same ship to cover up the captain’s responsibility.
“Working together in times of difficulty” is necessary to jointly solve the epidemic today, but it cannot be used to cover up the captain’s responsibility.
3. Regarding the overall promotion of epidemic prevention and control and economic and social development
The culture of the ruling party of New China is accustomed to unifying two completely opposite situations under one proposition. For example, in the constitution, “people’s democratic dictatorship,” “democracy” and “dictatorship” are two completely opposite systems, but they can be combined into a special word that cannot be reasonably explained. The explanation in the Chinese dictionary is that before the founding of the People’s Republic of China, it shouldered the task of democratic revolution; after the founding of the People’s Republic of China, it is essentially the dictatorship of the proletariat, and at this time there is no democracy but only dictatorship!
In the central documents, it is often possible to see the use of “both ◊◊◊◊ and ◊◊◊◊,” and the two definitions when “both” and “and” are linked together are usually relative, which is probably a kind of art of two-sided attack.
The former of the speech emphasizes the focus of prevention and control, while the latter emphasizes the key work of economic and social development, so there are deployments and arrangements for both focusing on epidemic prevention and control and doing a good job in economic development.
If a democratic country has completely open and public information, and the economy is self-regulated by marketization, then under any circumstances, this small government cannot use non-market means to regulate the economy and people’s freely chosen lifestyles. Even in the case of the danger of the epidemic, the government can put forward requirements for epidemic prevention and control, but it does not need to put restrictions on the market behavior chosen by the people.
But in a dictatorial country, a non-market country, the macro-policy regulation of extreme power becomes an obstacle to the market economy. This unified command regulation includes both the strict requirements to obey epidemic prevention and control, and at the same time, it must accurately resume work, but it is difficult to obtain the true information of epidemic prevention and control, and it must also be the responsibility of enterprises to take the key prevention and control of the epidemic, and to ensure that no cases of illness occur, which is even more difficult. The epidemic cannot turn entrepreneurs into gods!
The epidemic is a risk related to human feelings, life, and difficult to control. Enterprise operations also have various risks, and also involve employees, shareholders, and upstream and downstream, etc. Under complete marketization, entrepreneurs will make reasonable assessments and preventive measures in these two different risks, and make appropriate choices.
But under non-market conditions, it is difficult to make reasonable arrangements. Perhaps the upstream and downstream cannot cooperate due to the epidemic and various regulations, and perhaps your production resumption cannot meet the requirements of the upstream and downstream due to various regulations. Especially when politics is in the first place, no one will make judgments based on market demand and information, but can only obey political responsibility. Who dares to cross the line? When it is difficult to even fulfill the complete resumption of production, how can we talk about expanding and maintaining employment?
Two-sided attacks will inevitably lead to a dilemma, but this has become a characteristic of the ruling party’s culture. Therefore, there are medical staff who are at the forefront, who are the main force in saving lives, but are infected in large numbers and become patients who need to be treated. They have lost many lives and lost excellent talents in the medical field.
Why did Zhejiang also have the second largest number of patients in the country, but there was no case of medical staff being infected? The reason and the difference lie in the fact that one is in a completely administrative management mode, the subordinate absolutely obeys the superior, politics comes first and information cannot be disclosed. The other is the market-oriented mode, which makes information public and flexible, and first respects the interests and rights of the people!
Economic and social development is indeed facing tremendous pressure, and the suspension of work and the extension of holidays have already brought many problems to society, but trying to solve these problems by using the planned economy of the national system cannot effectively solve these problems. This is also the reason why Wuhan issued Order No. 17 before, and then revoked Order No. 17 after. The former may have wanted to increase the possibility of resuming work, while the latter focused on the prevention and control of the epidemic, leading to the repeated conflicts of changing orders in the morning and evening.
Relying on the central government or the state’s overall planning, or relying on market self-regulation, is still the main contradiction in China’s economic development. Some provinces and cities dare to use government funds to use special vehicles, special trains, and special planes to welcome migrant workers into the country and support enterprises to resume work. This may be the need of marketization, and the government provides support and supplements, but it is definitely not the arrangement of overall epidemic prevention and development.
Originally, epidemic prevention was the responsibility of the government, and the affairs of enterprises were the self-regulation of the market, but the overall planning of the two-sided attack has confused the two responsibilities! Enterprises have also become the main body of epidemic prevention responsibility, taking on the responsibilities that should have been borne by the government, and are also bound by politics first!
Singapore, Japan, South Korea and other neighboring countries have all had epidemics, but each country has taken measures suitable for its own national conditions. The government bears the responsibility of the government, society bears the obligations of society, and enterprises are responsible for their own operations. Each performs its own duties, so that the country has not been affected by the overall planning, and has not affected the development of the country and the normal life of the people.
Although the epidemic has not yet ended, it is impossible to determine the subsequent changes in the epidemic, but the division of labor and the undertaking of responsibilities are very clear. These countries will not pursue the great victory of the leaders, but only pursue the happiness of the people’s lives, and will never let the people pay the price of blood and life to exchange for victory, and bear the wrong responsibility that should have been borne by the decision-makers.
The state has introduced a series of policies such as tax reduction, interest reduction, and fee reduction to support small and medium-sized enterprises to save themselves and develop. Many people regard this as a blessing from heaven. But they don’t know that if the epidemic was effectively announced to the public in the early stage and prevented accordingly, how could there be the various losses and difficulties of today, and how could it be necessary to rely on various policy support to survive? Rather than saying that this is the government’s favor to enterprises, it is better to say that this is the evil result caused by the government’s inaction, and it is compensation that should be borne.
In the prevention and control of the epidemic in Wuhan, what is seen more is not that the Party and the government are at the forefront, but that various non-governmental organizations and private enterprises are at the forefront, and have selflessly contributed a lot. They are contributing their own strength for human life. If it were not for the support and assistance of these non-governmental organizations, the government would not have been able to get to where it is today!
Although the central government has allocated tens of billions of funds to support epidemic prevention and control, if there was no irresponsible concealment of the epidemic before, how could there be the subsequent development and the unavoidable investment? The government’s investment is to remedy its own decision-making mistakes, while the non-governmental investment is to protect the interests of the people from the infringement of the government’s mistakes. These are two completely different connotations, which cannot be listed and understood together, and the government’s responsibility and the non-governmental contribution cannot be confused.
But in the eyes of the leader, everything comes from the great personal command and personal deployment!
This difference in understanding more importantly reflects the difference in personality quality!
4. Strengthening the Party’s leadership
This is the most important part of all the speeches. Quoting Emperor Taizong of Tang’s words, “Strong winds know strong grass, and turmoil reveals loyal ministers,” it reveals the emperor’s intentions. The emphasis is not on me being above, but on all levels of organizations implementing the emperor’s edicts and letting the Party flag fly high, especially using this epidemic to distinguish loyal ministers.
If you charge forward, you will be used by me. If you retreat, you will be killed by me, “absolutely not tolerated”! At critical moments, you must charge forward, and use critical moments to examine cadres and entrust them with important tasks.
The responsibility for this epidemic lies in the shortcomings of the major epidemic prevention and control mechanism and the public health emergency management system, not the dereliction of duty of the Party’s leadership, so as to shirk the relevant responsibilities of the Party’s leadership. It is precisely while shouting to strengthen the Party’s leadership and shouting the merits of the “two personal” this time, while strengthening the Party’s leadership, it is shifting the responsibility to the shortcomings under the Party’s leadership, as if this can avoid society’s accountability for the failure to release and announce the truth of the epidemic in a timely manner. But this precisely exposes the root of the system’s disease. All these problems in the Party’s organizations that exist in the speech originate from a ruling party that is not subject to the supervision of the people and is not bound by law, only loyal to imperial power and maintaining the core system, and from the inevitable result of only speaking of being responsible to the Party first and putting the people behind.
The most successful reform in China is “separation of Party and government, separation of government and enterprises.” The first thing the contract system must break is the Party’s leadership, and the Party decides everything. The contract system is to let the people make their own decisions, be responsible for themselves, and at the same time be responsible to the people. First hand it over to the state, then hand it over to the collective, and the rest is your own. If you insist on the Party’s leadership, how can you contract? The simplest truth here is that if you want to lead, you must take responsibility. Just like the outbreak of this epidemic happened under the “East, West, South, North, Central, everything obeys the Party’s leadership,” then all the responsibilities here are not the problem of which shortcoming, but the responsibility of the Party’s leadership. And the contract cuts off the Party’s leadership, but clearly defines the person who takes responsibility, and therefore there is the success of the reform.
When this country returns to the Party leading everything again, but the Party will never take responsibility for the problems that arise in the management system, then not only will the outbreak of the epidemic that should not have occurred, but also the epidemic will expand to the point of affecting economic development and the people’s well-being and happiness, and perhaps more serious other problems will also appear in the Party’s leadership.
From completely negating Deng’s series of speeches to amending the constitution, it all proves that this ruling party is trying to re-establish a one-party dictatorship party-state system. This one-party dictatorship also violates the spirit of the constitution, kicking out the people and replacing the people’s democracy with the Party. What is seen afterwards is the Discipline Inspection Commission leading the Supervision Commission, the Party’s Cyberspace Administration leading the state’s system B, and can arbitrarily formulate relevant regulations that transcend national laws. Therefore, this country is no longer a problem of the Party’s leadership, but only a Party’s country, without the interests and rights of the people!
This paragraph also tells all Party members that you are all on the same ship today, but if you do not work hard to save this Party-state ship, then I will throw you off the ship and let you die without a burial place! Don’t even think about being a “deserter,” no way! The knife of accountability has already been placed on your necks!
At the end of the speech, three requirements are put forward, and famous ancient poems are quoted to encourage the whole Party to make up their minds to rush to the front line and implement these instructions of the Party leading everything.
I am only curious that the emperor reiterated that in January 2018, he mentioned that “we must also remain vigilant and strictly prevent major infectious diseases like SARS,” and “we must always maintain the caution of walking on thin ice, and the keenness of seeing the autumn from a leaf… and put forward opinions and suggestions at the first time.” But why didn’t this sentence apply to himself this time? The emperor claimed that he made instructions on January 7th of this year, indicating that he already knew the particularity and danger of the epidemic, otherwise why would he need instructions? But why didn’t this keenness of seeing the autumn from a leaf allow this instruction to be announced to the public, or even reveal any public information about the epidemic to society? China reported the epidemic situation to the United States on January 3rd. Why didn’t the caution of walking on thin ice also announce the information reported to the United States on January 3rd to the Chinese people at the same time?
From the beginning to the end of the full text, what I can see is that various lies are used as fig leaves to try to cover up the fact that I am not wearing any clothes at all. While trying to prove my own wisdom and greatness, I have already put myself in a dilemma that cannot be self-consistent. The more you boast, the higher the fig leaf flies, and the more you reveal the fear in your heart and the naked ambition to maintain imperial power. Perhaps these slogans and ancient poems will encourage many people, but smart people can see that behind these beautiful decorations, they are not prepared to take any responsibility for the outbreak of this epidemic and the leadership’s mistakes. Instead, they are prepared to use the efforts and lives of the people of the whole country to exchange for the “victory” of epidemic prevention and control for themselves, and are prepared to welcome the results of the people of the whole country cheering “Long live.”
The ruling party of China concealed the cause of the early outbreak of the epidemic, relied on the subsequent city closures with the power of the whole country, deceived the trust of the World Health Organization, and won international praise. But the Chinese people who have experienced it are difficult to deceive again. People living in democratic countries with freedom of speech may not know the pain of the lack of freedom of the press and speech, but the Chinese people know that the outbreak of this epidemic and everything that has been caused that should not have happened all come from this system that strictly prohibits freedom of the press and speech.
No matter how many shortcomings there are in China’s management system, but if there is freedom of speech, then the public will take various self-protection measures when they know the truth in advance, and such a serious loss of control and spread will not occur. For example, Li Wenliang’s WeChat, who was regarded as a rumor-monger, is it not warning his friends and relatives to strictly prevent the spread of the epidemic! If this is not regarded as a rumor, but becomes a government warning to society, then why would there be the instructions on January 7th and everything that happened later? Perhaps the great victory of epidemic prevention and control has already been achieved by the spread of freedom of speech in the civil society, and there would not have been the huge price paid later!
No matter how to boast about the Party’s leadership and the “two personal,” it is impossible to explain to the Chinese people the broadcast of the Central Television’s criticism of “rumors” on January 1st, and it is impossible to change the whole society’s accountability for the outbreak of the epidemic. I cannot cheer for the speech on February 23rd, but instead see a greater crisis from it. This crisis will ferment faster in the voices cheering for the speech.
