Recently, Ms. Liu (pseudonym) reported to Red Star News that she was raped by Shao, who was then an assistant at the publicity department of a certain unit, during a business trip to Sanya. After Ms. Liu reported the case, the police launched an investigation.

Ten months after the incident, the People’s Procuratorate of the Suburbs of Sanya City (hereinafter referred to as the “Suburban Procuratorate”) issued a “Decision of Non-Prosecution”, stating that when Shao had a relationship with Ms. Liu, “it did not violate Ms. Liu’s wishes and did not constitute the crime of rape, and Shao had no criminal facts.” After Ms. Liu appealed, the Sanya Municipal People’s Procuratorate (hereinafter referred to as the “Sanya Procuratorate”) reviewed and believed that the existing evidence could not prove that Shao forcibly had sexual relations with Ms. Liu against her will, and Shao did not constitute the crime of rape.

Ms. Liu was once a project manager at Shanghai Kuanyu Digital Technology Co., Ltd. (hereinafter referred to as “Kuanyu Company”). According to the Government Service Platform of the Ministry of Industry and Information Technology, Kuanyu Company is the sponsoring unit of Bilibili (bilibili.com). In June 2024, Kuanyu Company dismissed Ms. Liu due to attendance issues. Ms. Liu stated that she has applied for labor arbitration and is currently in the mediation stage.

Regarding the case with Shao, Ms. Liu said she will continue to seek justice through judicial channels.

In August 2023, Ms. Liu added Shao’s WeChat due to work对接 for a cooperative project.

In November 2023, Ms. Liu learned that the project they were cooperating on had won an award, and the award ceremony would be held in Sanya. Ms. Liu asked Shao if he would go to receive the award. The chat records show that Shao replied, “We’re going!” On December 1, Shao sent a message to Ms. Liu: “We are attending as vvvip.” Ms. Liu told the reporter that her leader also attached great importance to this event and asked her to accompany and receive guests.

On December 8, Ms. Liu flew to Sanya, and Shao also arrived on the same day. According to the “Decision of Non-Prosecution”, this was the first time the two had met.

On the morning of December 9, Ms. Liu accompanied Shao to visit duty-free shops and other places. Around 20:30, Shao called Ms. Liu to invite her to a late-night dinner.

The dinner was attended by Shao and his colleagues, as well as the event reception staff. Ms. Liu recalled that the only women present were her and Ms. Wei, who had added each other on WeChat before going to Sanya, introduced by Shao. At the dinner, Ms. Liu felt that Ms. Wei was very friendly to her.

Ms. Liu told the reporter that she didn’t drink at the dinner, and after the dinner, Shao told Ms. Liu that he didn’t want to go to the second round and asked Ms. Liu to help him out, taking him away by taxi, and Ms. Liu agreed.

According to the “Criminal Appeal Result Notice” (hereinafter referred to as the “Notice”) from the Sanya Procuratorate, on the car, Shao said he was drunk. After getting out of the car, Shao put his hand on Ms. Liu’s shoulder, and Ms. Liu sent him back to Shao’s own room.

On December 8, Ms. Liu flew to Sanya, and Shao also arrived on the same day. According to the “Decision of Non-Prosecution”, this was the first time the two had met.

According to the “Notice”, after entering the room, Shao kissed Ms. Liu’s lips, touched her private parts, and wanted to have sexual relations with Ms. Liu.

Ms. Liu said that at the time she shouted “Teacher Shao, you’re drunk” and “think of your wife and children”, and Shao’s phone kept ringing. In the middle, Shao went to close the door, and Ms. Liu tried to escape but failed, until she shouted “I will call the police!” Only then did Shao stop, saying he was drunk and impulsive, and apologized to Ms. Liu. Shao told her that Ms. Wei had been calling all the time. Ms. Liu thought at the time that Ms. Wei might have realized something was wrong and wanted to “save” Ms. Liu.

Ms. Liu stated that because Shao apologized at the time, considering that there was no substantive act, and worried that Ms. Wei, who was also a woman, would also be in danger, she told Shao that as long as he didn’t bully Ms. Wei, she would pretend that this matter had never happened.

The “Notice” shows that Ms. Wei called Shao multiple times “making a drunken scene”, and Ms. Liu and Shao therefore left the room, and Shao went downstairs to deal with Ms. Wei’s matter.

Ms. Liu told the reporter that after she left Shao’s room, she braced herself to walk into the elevator to the floor where her room was located. As soon as she got out of the elevator, her legs went weak and she sat at the elevator door, and then staggered back to her own room. She wanted to call the police, “but she was worried about the other party’s identity, my work, and Ms. Wei’s safety, and hesitated.”

Ms. Liu said that because Shao had previously touched her underwear, at 1:40 a.m. on December 10, Ms. Liu ordered disposable underwear on a food delivery platform and kept the original underwear to keep as evidence. Subsequently, Ms. Liu lay on the bed in her own pajamas and T-shirt, waiting for the takeout. According to the “Decision of Non-Prosecution”, Shao’s body fluids were detected on Ms. Liu’s underwear after testing.

After a while, Ms. Liu heard someone knocking on the door, thinking it was Ms. Wei, but when she opened the door, she found it was Shao. Shao said he came to apologize and explain, and Ms. Liu let Shao into the door.

The “Notice” shows that at 1:56 a.m. on December 10, Shao came to Ms. Liu’s room door, and Ms. Liu let him enter the room. After the two chatted, Shao had sexual relations with Ms. Liu.

According to Ms. Liu’s account, Shao kept explaining and apologizing at first. In the middle, the disposable underwear from the takeout arrived, and Shao took Ms. Liu’s phone and told the delivery person that he would go get it, and then helped Ms. Liu get the takeout back. After returning to Ms. Liu’s room, Ms. Liu said that the sexual assault occurred. Ms. Liu said that during the process, she struggled and pulled her pants, and her nails were torn. The other party was very strong, and she was terrified and cried, begging the other party to stop.

According to the “Notice”, Shao stayed in Ms. Liu’s room after the first sexual relations with Ms. Liu. About 2 hours later, Shao had a second sexual relations with Ms. Liu, during which Shao took a video with his mobile phone. Afterwards, Ms. Liu pointed out that Shao did not wear a condom and asked him to buy birth control pills. After Shao bought the medicine through a food delivery platform and gave it to Ms. Liu, the two lay in bed for a while, and then Shao returned to his own room.

Ms. Liu stated that the time interval between Shao’s two assaults on her was not as long as 2 hours, and Shao left after watching her take the medicine, and the two did not lie in bed together.

The prosecution believes that the evidence in the case cannot prove coercion or violence

Ms. Liu said that she fell asleep after taking the medicine. Around seven o’clock in the morning, she was awakened by the itching of hives. Ms. Liu stated that she was very scared at the time, thinking of Shao’s position, and that she was alone on a business trip, and hesitated whether to report the case in Sanya or return to Shanghai to report the case.

On December 10, Ms. Liu attended the event as usual.

At 1 a.m. on December 11, Ms. Liu reported the case to the police and accepted a forensic examination on the afternoon of the 11th. The “Case Filing Notice” from the Tianya Branch of the Sanya Municipal Public Security Bureau shows that in the case of Ms. Liu’s rape, after investigation, the police believed that it met the case filing standards and launched an investigation into the case, with the date of the signature being December 12, 2023.

The emergency medical records of the Sanya Municipal People’s Hospital show that at 1 a.m. on December 12, 2023, Ms. Liu went to the emergency department of the hospital, complaining of pain in her right breast for 2 days due to a bite, diagnosed as “right breast human bite”, and recommended “injecting human rabies vaccine according to the schedule”.

Ten months after the incident, the People’s Procuratorate of the Suburbs of Sanya City issued a “Decision of Non-Prosecution”.

The “Decision of Non-Prosecution” shows that Shao was criminally detained by the Tianya Branch of the Sanya Municipal Public Security Bureau on December 12, 2023, for the crime of rape, and was released on bail pending trial by the Tianya Branch on December 17, 2023, and was released on bail pending trial by the procuratorate on February 9, 2024.

According to the “Decision of Non-Prosecution”, the Suburban Procuratorate believes that Shao did have two sexual relations with Ms. Liu on the night of the incident, but after dawn, the two attended the event together, during which both of them took photos of each other and sent them to each other.

The People’s Procuratorate of the Suburbs believes that Shao did not violate Ms. Liu’s wishes when he had sexual relations with her, did not constitute the crime of rape, and had no criminal facts, and decided not to prosecute.

In response, Ms. Liu cried: “There were many media at the scene of the event that day. I was afraid that this matter would become a big deal before I was ready, which would affect my work and involve the company. I suppressed my discomfort at the time and completed my work. I thought this was a manifestation of professionalism. I didn’t expect to be regarded as a voluntary performance, saying that I had no abnormalities.” She pointed out that Shao had violently pulled her pajamas at the time, and there should be traces of tearing on the pants, which she had submitted to the police as evidence.

Ms. Liu, dissatisfied with the procuratorate’s “decision”, filed an appeal with the Sanya Municipal People’s Procuratorate. On June 2, 2025, the Sanya Procuratorate issued a “Criminal Appeal Result Notice”.

According to the “Notice”, Ms. Wei testified that she believed that Ms. Liu wanted to “manipulate” Shao. And the video recorded by Shao’s mobile phone shows that during the second sexual act, there were no obvious abnormalities, and it could not reflect that Ms. Liu was unwilling.

The Sanya Procuratorate believes that in this case, although Ms. Liu’s statements and the corresponding video surveillance reflect that Ms. Liu had expressed a depressed mood, but after comprehensively reviewing the whole process, the evidence in the case cannot prove that Shao used coercion or violence when he had sexual relations with Ms. Liu. Based on the current evidence, it cannot be determined that Shao is suspected of the crime of rape.

The Sanya Procuratorate pointed out that after review, Ms. Liu’s claims that “the Suburban People’s Procuratorate violated the procedures and did not guarantee the right of the parties to know, did not guarantee the right of the litigation agent to review the case files, and did not listen to the opinions of the victim” were true. In this regard, the Sanya Procuratorate will propose rectification opinions to the Suburban People’s Procuratorate through a reverse review procedure.

Ms. Liu told the reporter that at the police station, the police showed her the video taken by Shao. She saw that the video screen was dark, with only a few sounds. She stated that she could not confirm whether the sound recorded in this video was her own. Even if it was her, she was unable to shout for help at the time due to fear and exhaustion. Regarding Ms. Wei’s statement, Ms. Liu said she was “shocked.”

On October 27, Ms. Wei told Red Star News reporters that, according to her understanding,

the judicial authorities in the case have closed the case, and the suspect at the time was innocent. “I fully agree with (the conclusions of the public security and procuratorial organs) and do not want to comment on Ms. Liu.” When the reporter wanted to further verify more details, Ms. Wei hung up the phone and stopped answering. On the same day, the reporter contacted Shao, stated the intention, and he said, “You’ve got the wrong person,” and then hung up the phone and stopped answering.

On the 27th, a staff member of the office of the unit where Shao worked at the time of the incident, as stated in the “Decision of Non-Prosecution”, told Red Star News reporters that there is no longer an “Education and Propaganda Department” in the unit, and the current name is “not convenient to disclose”. The situation described by the reporter can be reported to the relevant departments through the channels shown on the official website, and the specific situation is subject to the official propaganda department, but the contact information of the propaganda department cannot be provided. On October 30, another staff member of the above-mentioned unit said, “There is (Shao).” But the staff member said that it was not convenient to accept interviews.
