
Defendant Xie Yang and lawyers jointly witnessed the brutality of the officers of the Changsha No. 1 Detention Center! — Lawyer Li Guopei April 25, 2025. After obtaining the meeting procedures, I went to the meeting hall of Changsha No. 1 Detention Center. After completing the procedures for meeting with Xie Yang at 9:20, I locked my backpack and only brought the meeting record paper and a pen. I went to the designated meeting room 212 on the second floor to wait. Later, several other lawyers came. After the meeting, they left. Xie Yang was never brought to the meeting room. I asked the escorting officers passing by outside the meeting room several times, and they replied that Xie Yang was special and needed special officers to escort him, and I should wait patiently.
Around 10:30, Xie Yang was escorted to room 213 by 5 or 6 people. The officers said that they had adjusted the room in the system and asked me to go to room 213 for the meeting. After seeing me, Xie Yang said that at 9:20, he saw the lawyer’s meeting information on the electronic screen in the cell. After waiting for about 40 to 50 minutes, no officers came to get him. Later, the officers specifically in charge of the “Xie Yang model” came and made him strip naked for inspection, even prying open his anus to look. Xie Yang said that he strongly protested, but in order to see the lawyer, he finally chose to accept the humiliating inspection.
During the meeting, the officers of the detention center acted as if facing a formidable enemy. Xie Yang was handcuffed to a chair with his left and right hands respectively. He was not allowed to bring any litigation materials, and someone would occasionally lean on the glass of the meeting room door in the corridor to look inside. During this time, a person pushed the door and came in to see what I was writing, and we sternly reprimanded him to leave.
Around 11 o’clock, 5 or 6 officers suddenly broke into Xie Yang’s side, saying that it was time for lunch and that the meeting should end. I said that I came very early in the morning, and it was you who delayed until 10:30, and the meeting was not finished. The officers asked how much longer it would take. Xie Yang casually said about 1 hour. The leading officer said that he would leave the meal for him, and then closed the door and went out. But within two minutes, 5 people broke in again and forcibly wanted to take Xie Yang away, saying that the meeting was not finished and that he could come again after 2 p.m. I said that I had to catch a plane in the afternoon and could not wait. The regulations state that lawyers’ meetings are not subject to time and number restrictions, and without your disturbance, it would be over in a few more minutes! The leader said how many minutes? I said 5 minutes, and they agreed to 5 minutes. We also quickly ended the conversation. The 5 officers came in again. Because every time we went to a room on the first floor to sign the record, Xie Yang said to go to the first floor to sign. The leading officer said that the first floor was a special room for the public security, and an application was required to use it. I said that we went to the first floor every time, and there was ink, and I had never seen anyone write an application. The leading officer said to sign here. We did not argue with him. One officer took my record and handed it to Xie Yang. There were three pages in total. Xie Yang signed on each page. On the last page, Xie Yang said that there was a problem with the record, and he wanted to make a modification, so he wrote on the blank space at the bottom of the record. At this time, the 5 officers were not happy again. One of them snatched the record and said that writing was not allowed! I said to give me the record! The officer said that Xie Yang wrote on it! Xie Yang said that can’t I modify the record?!
At my continued request, one officer gave me the first two pages, and the third page was withheld. I disagreed and demanded that it must be given to me. I said that I didn’t know what Xie Yang wrote at all, and you didn’t give me the record to read. If you think it needs to be withheld, you can cut it and give me the part of the record where I wrote! The 5 officers shouted that they would temporarily withhold it and went away. The three officers on my side asked me to go to the first floor. I went directly to the second floor office area to find the leader, but I didn’t find Deputy Director Liang Jie, but I met Director Fu Dijun. I said that you cannot withhold my record! Fu Dijun asked me to go to the conference room and wait, and he would go to find Liang Jie. I waited in the conference room for a while, but no one came. I went to find Fu Dijun again. At this time, I saw that group of officers also went upstairs to Fu Dijun’s office. I followed in, and a group of people did not let me in, saying that this was the office. I said that I was here for work! A female officer blocked the desk between me and Fu Dijun, and another officer handed the record paper to Fu Dijun. I said that you are deliberately targeting me, and you have been targeting me since my first meeting with you, and you have been violating the law! If you think Xie Yang wrote something that cannot be given to me, you can tear off the part that was written, but you cannot withhold my record! Fu Dijun said again that you should go to the conference room first, and someone will be sent over immediately.
I returned to the conference room, and after a while, the 5 or 6 people also arrived at the conference room. One of them, with a serious look, took out a pen and a notebook and planned to write something, and the others sat around the conference table. I said that you are looking for trouble! You are shouting that you want to eat, interfering with the lawyer’s meeting, and you are complaining to the Beijing Municipal Bureau of Justice that I am transmitting documents. Xie Yang wrote the words under the eyes of so many of you, and I don’t know what he wrote. If you think it is inappropriate, just cut it off. Originally, it could have been finished in a minute, but you have been messing around for so long! The leading officer said that it was only 12 minutes, and said that you and the Beijing Municipal Bureau of Justice should solve your own problems, and we didn’t say that you were transmitting documents. After saying that, he handed me the cut-off record and asked, is it okay to give it to you? I said yes! I took the half-page record paper and said that I didn’t want to sue, but now I have to sue, you are violating the law!
Last week, three leaders from the Beijing Municipal Bureau of Justice and the Chaoyang District Bureau of Justice inspected my office and said that the Changsha Public Security said that the letter from Xie Yang to lawyers across the country was brought out by me from the detention center, and that the Xie Yang case was serious and sensitive, and that no information should be published online, including procedural information, and that it should not be disclosed to family members, and that it should not be published again. In Xie Yang’s letter to lawyers across the country, there is a reflection of my being searched by the Changsha No. 1 Detention Center without reason during the meeting on February 20. From my first meeting with Xie Yang at Changsha No. 1 Detention Center, I have had a total of 15 meetings in the past two years, and not one of them has not been closely monitored, and not one of them has not been provoked without reason! It is impossible for Xie Yang to know in advance that he would be forcibly interrupted by the officers during the meeting on February 20, and then write an open letter about the infringement of his rights on the spot, and have me take it out of the detention center. This is a fact that even a fool can see, just like this act of violence, the officers of Changsha No. 1 Detention Center watched Xie Yang sign, but withheld my record! Changsha No. 1 Detention Center has been deliberately creating incidents, and I don’t know what modification Xie Yang wrote on the record!
During the inspection by the Beijing Municipal Bureau of Justice, I told the leaders that I hoped that the Xie Yang case, which had been postponed by the court 11 times, could be tried as soon as possible, and that it would not be delayed any further. I agreed not to express my opinions online. This time, I came to Changsha in a low-key manner, and held the meeting in a low-key manner. I didn’t even tell the Changsha lawyers who were concerned about the case that I had been to Changsha, but injustice still exists! The infringement is still ongoing! For the increasingly rampant acts of violence, I can only say no!!!
