On August 6, after the Tangshan Special Working Group issued a “Situation Report” on the issues reported by Chen Zhiwei, a former police officer of the Lubei Branch of the Tangshan Municipal Public Security Bureau, Chen Zhiwei spoke again and released three screenshots of WeChat work group chats to explain the time of the police handling the case, stating that “he was not the police officer primarily responsible for the case.”

Previously, Chen Zhiwei released a video online, claiming that he was the police officer who handled the “Tangshan barbecue restaurant assault incident” on June 10, 2022. He reported the case in his real name in a different location, accusing the case handlers in Caofeidian District, Tangshan City, of using illegal interrogation methods on him during the handling of the case, obtaining illegal records, etc., and ultimately, he “took the blame.”
Chen Zhiwei said, “It took nearly half an hour from the time the police received the report of the ‘June 10 Tangshan barbecue restaurant assault case’ to the time they arrived at the scene, which was a serious delay in handling the case. At that time, I was at the police station and was not the police officer in charge of handling the case at all, and I was only notified of the case at nearly 3 a.m. and was temporarily dispatched to handle it. From the time I received the order to the time I arrived at the scene, it actually took more than 10 minutes.”
Chen Zhiwei also said that he had refused to read the news report that stated “arrived at the scene in 5 minutes,” but was ordered by his superiors to read the news report.
Chen Zhiwei said that in early September 2022, he was transferred to the Caofeidian District Detention Center and twice wrote letters of appeal by hand, but there was no result. After regaining his freedom on July 16 last year, he reported the problems in the case in his real name to multiple departments, including the Tangshan Intermediate People’s Court, the Intermediate People’s Procuratorate, and the Tangshan Municipal Discipline Inspection and Supervision Commission, and also submitted a retrial application to the Tangshan Intermediate People’s Court and the Caofeidian District Court, but there was no result.
On August 6, the Tangshan Special Working Group issued a “Situation Report” stating that Chen Zhiwei, during the handling of the “06•10” barbecue restaurant assault case, did not handle the case and enforce the law in accordance with the regulations, and after discovering the main perpetrator Chen Zhizhi in the hospital, intentionally failed to perform his duties, allowing Chen Zhizhi to leave, causing a negative social impact. After being tried in accordance with the law, he was convicted of abuse of power and sentenced to 1 year and 1 month in prison, and he did not appeal after the judgment.
Regarding the issues Chen Zhiwei reported, such as illegal interrogation by case handlers, forced determination of guilt, failure to respond to reports, and delays in the appeal process, the working group conducted verification by reviewing case files, viewing detention interrogation videos, checking records, reviewing Chen Zhiwei’s confession, and talking to relevant personnel, and his reported issues were not true. Regarding his report that the actual police arrival time was more than 10 minutes, and that he was asked by relevant leaders to read the script “arrived in 5 minutes,” after verification, it was found that he had discussed with the police officers (who have been dealt with according to law) to conceal the truth before the interview and announced it to the public.
After the official report, according to a report by Southern Metropolis Daily, Chen Zhiwei said that last night, “people from Tangshan” had come to his current residence outside of Tangshan multiple times to knock on the door, “saying that my matter still needs to be resolved in Tangshan, and the leaders want to see me.” He did not dare to open the door out of safety considerations.
In addition, Chen Zhiwei also released three screenshots of the WeChat work group chat of the duty team, claiming that he did not know about the case before and after the “June 10 Tangshan barbecue restaurant assault incident” until 2:53 a.m., and no one ordered him to handle the case temporarily. “The time frame I learned about the case was around 2:56 a.m.”
Chen Zhiwei said that he also has audio materials from the time of the police handling the case, including the work at the scene, retrieving information about the suspect’s vehicle, restricting Chen Zhizhi from receiving medical treatment in the hospital, and registering Chen Zhizhi’s ID card, etc. The subsequent evidence is still being organized. “I hope that a higher-level investigation department will intervene in my real-name reporting issue and completely restore all the true facts of the case.”
At around 2:40 a.m. on June 10, 2022, a case of provocation and assault occurred at a barbecue restaurant in the jurisdiction of the Airport Road Police Station, Lubei Branch, Tangshan Municipal Public Security Bureau. On June 21 of that year, the Hebei Provincial Discipline Inspection and Supervision Commission announced that it would conduct a review and investigation into the serious violations of discipline and law involving public officials related to the case and other related cases.
It mentioned that, under the jurisdiction designated by the Tangshan Municipal Discipline Inspection and Supervision Commission, Hu Bin, the director of the Airport Road Police Station of the Lubei Branch of the Tangshan Municipal Public Security Bureau, Han Zhiyong, the deputy director of the Changhong Road Police Station, Chen Zhiwei, a police officer from the Airport Road Police Station, and Fan Lifeng, the former director of the Guangmingli Police Station, respectively accepted disciplinary review and supervision investigation by the Caofeidian District Discipline Inspection and Supervision Commission and the Fengnan District Discipline Inspection and Supervision Commission of Tangshan.
