On January 27th of this year, I received a long-distance call from a Mr. Fan, a police officer from the Jinshan Police Station of the Liangjiang Public Security Bureau of Chongqing, asking me to go to Chongqing to cooperate with the investigation. 【Click to view “Just now! Officer Fan said that three of my articles involved a certain Mr. He from their area. Mr. He reported to the public security organ, saying that I insulted and violated his privacy rights. The police have already filed a case and summoned me to the case to explain in person to the public security organ.

Officer Fan clearly told me that I had violated the provisions of the “Regulations on Administrative Penalties for Public Security” and was “suspected of violating the law”, and sent me two summons on the afternoon of January 27th, hoping that I could understand. Officer Fan said that the summons stated, “If there is no legitimate reason to refuse to accept the summons, the public security organ will compulsorily summon it in accordance with the law.”
On January 28th, I reported to the “12389” reporting hotline that Officer Fan violated the “Provisions on the Procedures for Handling Administrative Cases by Public Security Organs” (Order No. 160 of the Ministry of Public Security) Article 118, “Summons executed in other places should be carried out with the assistance of the public security organs in the cooperative place, and shall not be carried out without authorization”, and violated the “Six Prohibitions” of the “Cooperation of Public Security Organs in Handling Cases in Other Places”, “Strictly prohibit cross-regional summons without performing cooperation procedures, and violations will be held accountable” and other relevant provisions.
On the afternoon of March 31st, the Supervision Team of the Liangjiang Public Security Bureau of the Chongqing Municipal Public Security Bureau replied that the case I reported was directly investigated by the Chongqing Municipal Public Security Bureau and has now been transferred to the Discipline Inspection Commission of the branch for handling. The police officer did have problems, and the case is still under investigation and handling.
In the evening, the police officer in charge told Bin Yue Yu Yun, “Officer Fan did have law enforcement problems. After verification by our supervision department, it has been transferred to the Discipline Inspection Commission for handling. The Discipline Inspection Commission is still handling it, and we will reply to you as soon as the results come out.”
Regarding the summons that Officer Fan told me earlier that he had mailed to me, the police officer in charge said that Officer Fan was definitely wrong. The supervision department stopped it immediately after discovering the problem, and the mailing of the summons “simply didn’t happen”.
The strange thing is that in the three articles I was accused of, “He was accused of debauchery and demanded 70,000 yuan in compensation｜Civil complaint｜My ten-thousand-word defense“, “A Chongqing tycoon cheated on a female teacher and was condemned by the court“, “The billionaire cheated on a female teacher and was condemned by the court, turning around to become a member of the “Social and Legal Affairs Committee” of the Chongqing Municipal Committee of the Chinese People’s Political Consultative Conference“, there is no mention of Mr. He’s real name, specific address, and other clear information, but instead uses anonymous names such as “Mr. He”, “Mr. He”, and “He Shanliang”. In other words, who is the “Mr. He” I wrote about in Chongqing, it is impossible to confirm, so how can there be “public insult and defamation of others”? And the Jinshan Police Station actually filed a case and even summoned me across provinces by phone.
What is strange is that on December 26, 2025, I reported the criminal clues of Mr. He’s suspected rape in the Eleventh Trial Court of the Chongqing First Intermediate People’s Court. Three months have passed, and I have not received any feedback. But as soon as Mr. He reported that my article infringed, the officers of Officer Fan immediately “took the order” and thoughtfully provided one-on-one “service” of “remote summons” and “express summons”. This double standard is really good.
In my three articles, the article “He was accused of debauchery and demanded 70,000 yuan in compensation｜Civil complaint｜My ten-thousand-word defense” mainly contains Mr. He’s civil complaint, my defense, and screenshots of official media articles; “A Chongqing tycoon cheated on a female teacher and was condemned by the court” mainly comes from the civil judgment of the People’s Court of Jiangbei District; “The billionaire cheated on a female teacher and was condemned by the court, turning around to become a member of the “Social and Legal Affairs Committee” of the Chongqing Municipal Committee of the Chinese People’s Political Consultative Conference” mainly contains the judgment of the People’s Court of Jiangbei District [(2010) Jiang Fa Min Chu Zi No. 3163], the indictment of the Tongliang County People’s Procuratorate [2012] No. 317, the judgment of the Tongliang County People’s Court (2012) Tong Fa Xing Chu Zi No. 00413, the investigation records of the Yubei District Court on the witnesses Xiong Moumou, Yu Mouyun and others accusing Mr. He of suspected rape and debauchery, and the official website of the Chongqing Municipal Committee of the Jiu San Society, etc.

Ignoring my public report and instead suppressing and making things difficult for the whistleblower, it is inevitable to suspect that public instruments are being used to retaliate.
