Guo Qingqi, the former Deputy Secretary of the Party Committee and Deputy Director of the Jining City, Shandong Province Judicial Bureau, was sentenced to nine years and nine months in the first instance, and fined 700,000 yuan for the crimes of corruption and bribery.

He extorted 2 million yuan in cash from the head of Shandong A Law Firm, sought benefits for the head of Shandong B Law Firm in being elected as the president of the Jining City Lawyers Association, and demanded 600,000 yuan in cash after seeking benefits, and sought benefits for a certain lawyer in settling the law firm’s dividends, and obtained property benefits of 378,604 yuan by selling real estate to him at a high price… Guo Qingqi, the former Deputy Secretary of the Party Committee and Deputy Director of the Jining City Judicial Bureau, Shandong Province, was sentenced to nine years and nine months in the first instance, and fined 700,000 yuan for the crimes of corruption and bribery.
The bribery facts determined by the Qufu City People’s Court of Shandong Province in the first instance show that over 16 years, Guo Qingqi successively received cash and other valuable property from 21 units and individuals, totaling 8.447301 million yuan, and 2.06 million yuan had been returned before the case occurred. Among them, there were actions such as arranging personnel to work in the local lawyers association and assisting in the promotion of the head of the Discipline Inspection and Supervision Team.
Guo Qingqi was born in March 1966 and served as the Deputy Secretary of the Party Committee and Deputy Director of the Jining City Judicial Bureau. Due to the suspicion of the crimes of corruption and bribery, he was placed under detention measures on October 18, 2024, and was criminally detained on January 15, 2025, and arrested on January 27 of the same year.
The first-instance court found that in terms of corruption, in February 2019, Guo Qingqi, taking advantage of his position as Deputy Secretary of the Party Committee and Deputy Director of the Jining City Judicial Bureau, embezzled 202,786 yuan of the house rental fees returned by a real estate company in Jining to the city’s judicial bureau.
In terms of bribery, Guo Qingqi, taking advantage of his positions as a member of the Party Committee, Director of the Political Department, and Deputy Director of the Jining City Judicial Bureau, the political commissar of the Jining City Compulsory Isolation and Drug Rehabilitation Center, and the Deputy Secretary of the Party Committee and Deputy Director of the Jining City Judicial Bureau, as well as the convenience formed by his own authority or status, through the actions of other state staff, sought benefits for others in terms of job adjustments, case handling, and contracting engineering projects. From 2008 to 2024, Guo Qingqi successively received cash and other valuable property from 21 units and individuals, totaling 8.447301 million yuan, of which 2.06 million yuan had been returned before the case occurred.
The first-instance judgment shows that Guo Qingqi had successively demanded money from different lawyers.
In November 2020, Guo Qingqi, on the grounds that “there was an urgent matter at home that needed to be turned over,” extorted 2 million yuan in cash from Wang, the head of Shandong A Law Firm.
Wang said that at the time, Guo Qingqi called him and said that he had encountered an urgent matter and needed 2 million yuan, and added that he wanted cash. Although he was worried that Guo Qingqi was making up a reason to ask for money, he dared not easily offend him because he was the Deputy Director of the Jining City Judicial Bureau and the leader of the law firm’s competent department. Wang, as a lawyer, dared not easily offend him.
Wang mentioned that although he asked Guo Qingqi to sign a promissory note prepared in advance when he gave the money, he also understood that if Guo Qingqi did not take the initiative to return the money, he would not ask for it, and he would give it to him.
The copy of the promissory note shows that Guo Qingqi borrowed 2 million yuan in cash from Wang, for cash delivery, with a term of three months, from November 20, 2020 to February 20, 2021, and shall be repaid immediately upon expiration.
Wang said that the promissory note did not stipulate interest, nor did it stipulate how to pursue compensation if the money was not repaid upon expiration. After the 2 million yuan loan expired, he saw that Guo Qingqi did not intend to repay it.
Guo Qingqi said that in August or September 2020, Wang found him and said that he had represented a divorce property dispute case, and both parties and the lawyers were very stiff and unwilling to make concessions, and the case was progressing very difficultly, and he wanted him to come forward to mediate.
Guo Qingqi said that he agreed to call the other party’s agent lawyer and the head of the law firm to have a meal together to help them mediate. After that, he did not ask about the divorce case, nor did he know whether the mediation was useful, but he remembered that Wang could obtain a high amount of agency fees through this case. At that time, he was preparing to buy a house in Beijing for his son, so he wanted to borrow 2 million yuan from Wang, and also issued a promissory note as required by Wang. Although he had the ability to repay, because Wang was his management and service object, he would not take the initiative to urge him, so he wanted to use the 2 million yuan for as long as possible.
Relevant case files confirmed that the divorce lawsuit represented by Wang involved the joint property of the couple under the names of both parties, with equity of more than 80 million yuan, as well as real estate, vehicles, deposits, etc. registered under the names of both parties, with a huge amount. Later, the case was successfully mediated.
However, Wang said that he had never asked Guo Qingqi to coordinate in the case he represented.
The same “routine” is still being staged.
In August 2023, Guo Qingqi sought benefits for Zhu, the head of Shandong B Law Firm, in being elected as the president of the Jining City Lawyers Association. In October of that year, Guo Qingqi, on the grounds of borrowing money to buy a house, demanded 600,000 yuan in cash from Zhu.
Zhu said that around October 2023, Guo Qingqi borrowed money from him on the grounds of buying a house in Beijing for his children, and asked him to prepare 600,000 yuan in cash. He realized that the 600,000 yuan was likely not to be returned, but considering that Guo Qingqi was the leader in charge of the lawyer industry, he did not want to offend him, and Guo Qingqi had expressed his intention to recommend him as the president of the Jining City Lawyers Association, so he agreed.
Zhu said that although Guo Qingqi said it was a loan, he clearly required cash, and did not write a promissory note, stipulate the repayment time, or the loan interest. After that, both parties understood that they did not mention the matter of returning the money.
Zhu said that he was later successfully elected as the president of the Jining City Lawyers Association and the vice president of the Shandong Provincial Lawyers Association, and Guo Qingqi contributed a lot to his successful election.
Guo Qingqi confessed that because of the help he provided to Zhu, he no longer wanted to return the 600,000 yuan. The reason he told Zhu for borrowing money was an excuse, and in fact, the child had already paid the house purchase price at that time.
In addition to demanding money under the name of buying a house, Guo Qingqi also obtained benefits by selling real estate to others at a high price.
In May 2023, Guo Qingqi sought benefits for lawyer Bai in settling the law firm’s dividends, and sold real estate to Bai at a price significantly higher than the market price, obtaining property benefits of 378,604 yuan.
Bai said that in July 2020, after he resigned from Shandong B Law Firm, he had not successfully settled the dividends of the partners, and had urged repeatedly without results. In the first half of 2023, he contacted Guo Qingqi, hoping that he could coordinate with B Law Firm to settle the partners’ dividend payments as soon as possible, and Guo Qingqi agreed.
Not long after, Guo Qingqi said that his son was getting married and needed money urgently to buy a house in Beijing, and wanted to sell a certain property in Jining. Considering that Guo Qingqi could help solve the partners’ dividend payment, and also in charge of the Lawyers Association, from May to November 2023, Bai paid 4 million yuan in multiple installments to purchase the above-mentioned real estate. At that time, the housing price had already begun to decline, and the market price was about 3.2 million yuan.
Under the coordination of Guo Qingqi, B Law Firm finally settled the partners’ dividends for Bai, and Bai received about 1 million yuan, and directly used this dividend payment to pay the remaining house purchase price.
Guo Qingqi confessed that at that time, he was about to sell the house, and asked Bai to inquire if anyone wanted to buy it. Two days later, Bai said that he wanted to see the house, and later said that he could buy the house and also solve his difficulties. He priced it at 4 million yuan, hoping to pay in full. Bai did not bargain, but said that he did not have so much money on hand, only enough to pay a part, and would pay the remaining house purchase price after the dividends of B Law Firm were given.
Guo Qingqi said that he knew that Bai was implying that he would help coordinate, so he agreed to pay the house purchase price in installments, and found Zhu, the head of B Law Firm, to urge for Bai’s dividend payment.
The first-instance judgment shows that in addition to demanding money from lawyers, Guo Qingqi also arranged personnel to work in the local lawyers association and assisted in the promotion of the head of the Discipline Inspection and Supervision Team, and profited from it.
On October 18, 2024, Guo Qingqi was placed under detention measures, and also took the initiative to confess the criminal facts that were not yet known.
On November 18, 2025, the Qufu City People’s Court in the first instance sentenced Guo Qingqi for the crimes of corruption and bribery, and decided to execute a sentence of nine years and nine months in prison, and fined 700,000 yuan. The judgment shows that the court believed that Guo Qingqi voluntarily pleaded guilty and accepted punishment, and could be leniently dealt with according to law. At present, information such as whether he appealed has not been retrieved.
