On June 13, 2025, the so-called “Joint Investigation Team” in Hunan released a notice regarding the “Luo Mouyu Fall Incident,” which attracted media attention. In response to this notice, Luo Shuaiyu’s family, in conjunction with all objective facts and some relevant evidence materials, hereby provides the following statement:

1. The composition of the “Joint Investigation Team” is a case of “self-investigation,” and the investigation content is completely untrustworthy.

1. The units composing the “Joint Investigation Team” are completely unqualified, and “self-investigation” is not credible, seriously violating objective facts and basic logical common sense. The Joint Investigation Team is composed of the Hunan Provincial Health Commission, the Changsha Public Security Bureau, and Central South University, but the Xiangya Second Hospital of Central South University is a directly related party in this case (Luo Mouyu belonged to this hospital before his death). Allowing the hospital involved to participate in the “self-investigation and self-correction” of its own case violates basic judicial principles. The previous conclusion that Luo Mouyu “committed suicide” was also made by a certain branch of the Changsha Public Security Bureau, and the family seriously disagrees with the local public security’s so-called “suicide” conclusion. This investigation is essentially “self-investigation,” and the departments that should have been avoided were not avoided at all. The so-called notice content is completely untrustworthy. At the same time, the notice did not disclose the list of members of the investigation team and the personnel who should have been avoided. In view of this, it is requested that this public event be investigated by an independent joint investigation team composed of the National Health Commission, the National Supervisory Commission, and the Ministry of Public Security.

2. The local joint investigation team deliberately concealed the true situation of Xiangya Second Hospital of Central South University voluntarily paying 853,000 yuan.

The evidence of the 853,000 yuan bank transfer record provided by the family confirms that after the incident, Xiangya Second Hospital of Central South University repeatedly persuaded the family to cover up the truth. At that time, the family was in grief, and the hospital claimed to voluntarily pay the family a large sum of 853,000 yuan, but the investigation team deliberately concealed it in the notice and did not explain why it required the family to sign a confidentiality agreement, and the confidentiality agreement was not given to the family. If it was really suicide, Xiangya Second Hospital of Central South University would have no legal responsibility at all. Why did the hospital voluntarily pay 853,000 yuan? Does this conform to common sense logic?

Humanitarian慰问金 (comfort money) of 853,000 yuan, has the whole country heard of it? Is it reasonable? Why did the so-called joint investigation team deliberately conceal this specific amount in the notice?

2. The notice stated: “Lawyer Wu Moumou, on behalf of the family, made unreasonable demands for a large amount of compensation to Xiangya Second Hospital, which the hospital refused.” May I ask, what evidence is there? How much is the so-called huge demand? Can it be clarified? Since it was suicide, why did the hospital voluntarily give 853,000 yuan? As ordinary people, can the family force such a large hospital to give a so-called huge amount of money? Does this conform to logical common sense?

3. A severe rebuttal of the investigation team’s “suicide conclusion,” “the head hitting the ground and rebounding 3 meters” seriously violates common sense.

1. The content of the notice shows “the head hitting the ground and rebounding 3 meters,” which seriously violates basic scientific common sense. The notice states that Luo Mouyu’s head rebounded 7 meters after hitting the ground, but the on-site data shows: the point of impact is 4 meters from the wall, the point of rebound is 7 meters from the wall, and the horizontal displacement of the rebound is 3 meters; the height of the hollow hole at the point of the fall is only 0.8 meters, and an adult cannot actually run and accelerate (the photos of the roof on the scene can all prove this). In response to this question, AI deep analysis also clearly told the family that based on the laws of physics, the probability of a person rebounding 3 meters after falling from the 15th floor is zero, which does not conform to the laws of physics at all. How did the joint investigation team imagine that the body could rebound 3 meters?
Can you explain it scientifically and reasonably?

2. After the incident, the family was in grief. Why did the hospital staff and police repeatedly persuade the family not to perform an autopsy at that time? To cremate as soon as possible? Taking advantage of the family’s grief and the information gap in the case procedures, they hurriedly urged cremation. However, after the fact, the family learned that according to Article 121 of the Criminal Procedure Law of the People’s Republic of China, for a body with an unknown cause of death, the public security organ has the right to decide on an autopsy and notify the deceased’s family to be present. For a body with an unknown cause of death, why didn’t the public security decide to perform an autopsy to determine the cause of death at that time? Is it more urgent to cremate than the family? Does this conform to common sense?

3. The notice states: “At 3:20 p.m. on May 6, 2024, Luo Mouyu entered Unit 1, Building 1 alone, without being followed by others, and did not leave the unit building until the incident on May 8. The three roommates were all in the community during the period when Luo Mouyu fell.” Is it reasonable that the three roommates were not in the dormitory for three days? So where did the three roommates go for three days? Where did they live? Didn’t they sleep? What proof can prove it? Why did they prevent the family from seeing the roommates after the incident? Why are they all hiding? Please give a reasonable explanation from the so-called investigation team.

4. The notice states: Luo Mouyu said in WeChat chats with his classmates during his undergraduate studies on September 28 and November 27, 2023, “I don’t want to pursue a doctorate, I’m looking for a job” and “I’ll jump off the building if I study again,” and Luo Mouyu appeared to be emaciated after mid-April 2024. Can this be a motive for the so-called suicide? Since it is said “I’ll jump off the building if I study again,” the point is that Luo Shuaiyu didn’t study for a doctorate at all, so how could he jump off the building? The prerequisite for jumping off the building was not met, why did he jump off the building? Luo Shuaiyu was a filial child who was about to graduate and work, with a good job prospect. A few days before the incident, he also told his mother, “I won’t have to work so hard for my parents in the future,” but he didn’t fulfill his filial duty, why did he suddenly jump off the building without a word? Does the so-called notice’s forced and hard-pressed reasons conform to basic logical common sense? Furthermore, can the so-called emaciation be a motive for “suicide” in your eyes?

4. Deep questioning of “organ donation” and “audio evidence”

1. The organ donation procedures and materials are suspected of systemic fraud

The ethical review form is full of loopholes: According to the donor, a little girl named Wu Hongqia, her father’s surname is Wu, and the information of her mother is missing. However, the real-name inquiry corresponding to the donor’s relatives’ phone number shows a man named Xie Gengxiang, who is he? How is he not the girl’s father? What’s going on? At the same time, in the ethical committee’s voting form, there is a top, whether the medical institution has carried out the necessary and ethical treatment when removing the parts, choose yes or no, neither has been checked, which is blank, but the ethical committee has all signed, and the font is relatively similar. For such an important matter of donation, the option review has not been completed, and all have been agreed, is the voting material so hasty? Major doubts about the COTRS system verification: The family requested to disclose the complete chain of 50 donation cases (including the original copies of the donor’s death certificate and the relatives’ signatures), but the investigation team only mentioned it in a single stroke of “system inquiry” and did not provide the original evidence chain. At the same time, they investigated themselves and made their own arguments, how can they be convinced?

3. The audio evidence is taken out of context, and there is a serious misidentification.

The notice states that the so-called audio is: “The content is normal business work communication.” Then the family disclosed the recording of Luo Shuaiyu and a doctor in the operating room, which shows: “The intestines are good (Luo Shuaiyu), the money is not in place (a doctor), if you cut it off, it will be dead, how will he live later (Luo Shuaiyu), then it depends on his life (a doctor).” If the money is not in place, the good intestines will be cut off, regardless of how the patient lives, is this normal business communication? What do you think of the so-called joint investigation team? The notice states: “The 158 audio files, the content is all Luo Mouyu’s work, eating, and chatting recordings?” Have you listened to the specific content carefully? Does this conform to basic logical common sense and facts?

3. Regarding the computer data problem, if “the data of Luo Mouyu’s laptop has not been deleted,” can the family still recover so much material data? As a public security organ, are you so incompetent that “you can’t turn it on if there is a startup password”? Does it conform to basic logical common sense? You also require the family to provide the original computer data recovered, and you want to take back the original computer, have you all forgotten? The family will subsequently announce it one by one.

5. Response to the notice’s “going to Neijiang and Meishan, Sichuan Province, to communicate with the family multiple times.”

If this case was suicide, is it necessary for the Hunan Provincial Health Commission, Xiangya Second Hospital, the Changsha Public Security Bureau, and other departments to go all the way from Hunan to Sichuan to find the family multiple times? Did the family take the initiative to say they wanted to see you? Why are you so attentive to the family? Are you really taking care of and comforting the family? Is it just to announce the so-called investigation results in person? Wouldn’t it be enough to mail the results directly to the family? Why bother to go more than ten times, wasting time and energy, and going all the way to find the family? Did you want to forcibly take the family away and were finally stopped by the Sichuan local police? Have you all learned to forget? Does this conform to common sense and common sense?
The above anti-notice content is all true, and if there are any omissions, they will be supplemented one by one!

Finally, the family expects a higher-level independent joint investigation team to restart the criminal investigation of the “Luo Shuaiyu Fall Incident” and thoroughly investigate, rather than “self-investigation.” They must dig deep and severely punish the serious illegal and criminal elements behind it. The family only needs a comprehensive, independent, and thorough investigation of the truth and a reasonable explanation, and will also use this life to pursue the truth and fully safeguard social fairness and justice!
