There has been new progress in the case of “Chang Jizong’s unnatural death.”
On September 15th, lawyers Gong Hua of Beijing Jingzhe Law Firm, Hu Nan of Beijing Strategy Law Firm, and Jiang Chenghua of Beijing Zeheng Law Firm respectively posted on their WeChat Moments, stating that they had officially accepted the entrustment of Chang Jizong’s wife and decided to provide public welfare legal representation for the case.

According to a report by “Bailu News”, in March of this year, Chang Jizong, a businessman from Henan who lived and worked in Beijing, was arrested by the Zhengzhou police in Beijing on suspicion of “refusal to execute a judgment”, and died an unnatural death the next night after being arrested.
Lawyer Gong Hua said in his WeChat Moments that after Chang Jizong’s death, his wife and daughter were left helpless and went to Beijing to seek help, hoping to ask a lawyer to help them find out the truth of their husband’s death.


Law & Order: Why did you decide to accept the entrustment of Chang Jizong’s family and provide free legal representation for the case?
Gong Hua: The materials provided by Chang Jizong’s family are relatively objective, reflecting some questionable details in the case handling process, and the objective facts are confusing. It concerns human life and public justice, and is worth assisting.
Law & Order: What stage is the case currently at?
Gong Hua: Chang Jizong has died, and the refusal to execute a judgment case he was suspected of should be withdrawn according to regulations.
Law & Order: What is the next work plan?
Gong Hua: Next, we will conduct investigation and evidence collection work, strive to restore the facts of the case, and find out the truth of Chang Jizong’s death.
On September 14, 2024, Bailu News published a long investigative report “Suspect Suspected of Dying and Still Sent to Hospital for 9 Days of Rescue: Medication Stopped, Interrogation, and Illness, with Obvious Injuries”. After the report was published, Chang Jizong’s unnatural death caused widespread concern and once topped the trending search list.
Regarding Chang Jizong’s unnatural death, Bailu News raised several questions in this in-depth investigative report, among which, three questions have caused the most discussion.
Question 1: Was it illegal for the Zhengzhou police to forcibly take away the suspect across provinces?
The report shows that Zhao Junhua and two other case handlers who came to Beijing to forcibly take away Chang Jizong did not wear police uniforms or hold summonses as required. Only Zhao Junhua showed his police officer’s certificate at the strong request of the family members.
In addition, the detention notice of Chang Jizong was suspected of being “premature”. According to the detention notice, Chang Jizong was criminally detained by the police at 6 pm on March 28 and detained in the Third Detention Center of Zhengzhou City.
However, the “Pre-hospital Emergency Medical Record” issued by Zhengda Hospital shows that the time when 120 arrived at the case management center was 8:32 pm that night.
This means that the police station handled the criminal detention procedures two and a half hours in advance, and at the same time handled the detention procedures for the detention center, while the suspect was still being interrogated at the case management center.
The recorded conversation unexpectedly obtained by Chang Jizong’s wife, Ren Haiyun, shows that Zhao Junhua, the deputy director of the Tongtai Road Police Station of the Zhengzhou Municipal Public Security Bureau, clearly stated when talking to others about the Chang Jizong case that the Zhengzhou police were suspected of illegal law enforcement.
The content exposed by Bailu News is as follows:
Zhao: Yes, our police used to take people, the summons could definitely not be approved, the detention certificate could not be approved, only illegal law enforcement.
Zhao: You are right about this point, he took the initiative to come to me to cooperate with the investigation, we did not set him as a suspect, I can not go to handle the summons.
Zhao: Our detention certificate is about to be approved, it is confirmed that he is a suspect, Judge Gao Xinxin (sound) from the court is here, after the agency approved (arrest), he has a major suspicion.
Zhao: This is very valuable, I can only do my best, but now the money on this matter······.
Zhao: He was originally sick, this is a fact, and it is not said that there is this kind of disease does not deal with, does not approve detention, there is no this regulation, is it.
Zhao: The people from 120 said get in the car······, later, I went again, gave him a registration, I paid 18,000, and then I thought that 18,000 should not be paid for him, but our heart is so kind.
Zhao: It’s okay, Zhang Xu (sound) said it’s okay, Zhang Xu just called me back, they discussed this matter, he said it’s all the responsibility of the case management (center), he went to the toilet and no one followed, and he was wearing disposable slippers, the slippers were slippery when they got wet.
Question 2: Did the Zhengzhou police follow the family’s repeated instructions to give Chang Jizong medication on time?
According to media reports, when her husband Chang Jizong was taken away by the Zhengzhou police, it was very rushed, and a drug called “rivaroxaban” was missed. A new type of oral anticoagulant can prevent venous thrombosis and pulmonary embolism, thereby effectively alleviating the aggravation of right atrial thrombosis problems, so as to reduce the risk of stroke and systemic embolism.
Ren Haiyun told the media that when her husband Chang Jizong was discharged from the hospital in February this year, the attending doctor had instructed her to remember to take “rivaroxaban” every day, and it should not be interrupted. The doctor also specifically noted in the “Discharge Record”: “After discharge, you must take 20mg of “rivaroxaban” once a day… , take the medicine regularly to prevent pulmonary embolism”.
Regarding the dosage, the doctor explained that under normal circumstances, patients with right atrial thrombosis only need to take 10mg of “rivaroxaban”, but Lao Chang’s thrombus in the right ventricle is huge, so the dosage should be doubled, and the medicine must be taken on time every day, otherwise there will be a life-threatening risk if the medicine is stopped.
For this reason, Ren Haiyun repeatedly urged the police, saying that her husband Chang Jizong needed to take life-saving medicine at 7 am every day.
However, it was not until the next evening that Zhao Junhua informed her to send the medicine to the designated place and hand it over to the designated police officer.
Question 3: Had Chang Jizong died before being sent to the hospital for rescue?
Bailu News reported that the deceased Chang Jizong did not receive the rescue of the 120 emergency personnel for at least more than 30 minutes after sudden cardiac arrest. According to the “Pre-hospital Emergency Medical Record” issued by Zhengda Hospital, the on-site case-handling police officer stated that the suspect “fainted for 20 minutes, aggravated for 5 minutes” and called 120. The medical staff received the 120 instruction and arrived at the scene at 20:32:50 that night, and saw the patient at 20:34:26. According to satellite navigation, Bailu News drove from Zhengda Hospital to the case management center where the medical record stated the rescue site, and the whole journey was more than 4 kilometers, about 8 minutes. This shows that the medical staff arrived at the scene to provide rescue more than 30 minutes after Chang Jizong’s cardiac arrest.
In addition, Zhengda Hospital clearly wrote in its “Pre-hospital Emergency Medical Record” that the patient “died before rescue”, the lungs “breath sounds disappeared”, the heart “heart sounds disappeared, no heart sounds were heard”, “after all-out rescue, the patient’s breathing and heartbeat still did not recover, the electrocardiogram lead showed a straight line, and the blood pressure was not measured…” .
