On April 7, a whistleblower who claimed to be an employee of the China Electronics Technology Group Corporation Optoelectronic Research Institute (hereinafter referred to as the Institute) reported to Dahe Daily • Yu Video that the Institute forced employees to work overtime on weekends, and some employees were forced to write a guarantee letter that they would not ask for leave on weekends.
The whistleblower provided the reporter with photos of the above four guarantee letters and a screenshot of a WeChat group chat record, and also provided his work permit, salary slip screenshots and other work certificates of the Institute.
The screenshot shows that in a chat group called “Equipment Production Department II Assembly Group”, a member said “General Manager Fu urgently notified all the teams to go to work today”, and “those who did not ask for leave today will be dealt with seriously”, and the date of the incident was “Sunday”.

The contents of the four guarantee letters are “I, so-and-so (for privacy reasons, the name is omitted, the same below) guarantee to actively cooperate with various production tasks issued by the institute, and on Sunday (have) asked for leave from a certain director, and will not ask for leave in the future without major family accidents.”
“I, so-and-so, guarantee to actively and completely cooperate with the production tasks arranged by the institute, and will unconditionally cooperate with the tasks arranged by the leaders. I have asked for leave from a certain director on Sunday and have been approved. I will not ask for leave in the future unless there are particularly major events.”
“I, so-and-so, guarantee to actively and completely cooperate with various production tasks arranged by the institute, without major family accidents, and will unconditionally cooperate with the leaders’ arrangements for various production work. Last weekend, I did inform a certain director about my family situation, and I hope that there will be no major problems in the following time, and I will not ask for leave.”
“I will cooperate with the work in the future and will not ask for unnecessary leave, and dedicate myself.”

The contents of the guarantee letters did not specify the work unit, and two of the guarantee letters were dated October 19, 2020 (Monday), and the other two had no date. The whistleblower told the reporter that the guarantee letters and the notification of forced overtime in the chat records occurred during the same period.
The reporter noted that the whistleblower had repeatedly complained to relevant departments about the above issues since 2021. It is also understood that he has also complained to relevant departments about other matters related to the enterprise.
According to a recording provided by the whistleblower that took place on March 31, 2023, his conversation with the labor supervision staff of Jinzhou showed that the Jinzhou labor supervision inquired about the Institute’s forced overtime on weekends to the relevant departments of the Institute, and the Institute has also submitted relevant materials, and asked the whistleblower to go to the labor supervision department recently to fill out the complaint and report registration form, so as to facilitate the labor supervision department to file a case.
The reporter called the Jinzhou Labor Supervision Brigade telephone multiple times on the afternoon of April 7 and the morning of April 8, but no one answered.

On April 6, the blogger “Mr. C of Jinzhou”, whose Weibo is certified as a public relations consultant for Liaoning Xiongzhi Energy Company, forwarded the photos of the guarantee letters and WeChat chat record screenshots posted by the above whistleblower on the Internet, and as of April 7, there have been hundreds of comments.
On April 7, Dahe Daily • Yu Video “See” reporter called the China Electronics Technology Group Corporation Optoelectronic Research Institute to inquire about the matter, and a staff member of the institute’s Party Committee Office responded that they would verify the matter.
A relevant person in charge of the institute’s trade union confirmed to the reporter on the phone that the whistleblower was indeed an employee of the institute and had come to reflect the problem many times.
The person in charge responded that the information about the institute’s forced overtime published by the employee and the above-mentioned Weibo blogger on the Internet was untrue, and only a fragment was intercepted, “For example, in a very long sentence, he intercepted the middle part of the sentence, wouldn’t that misinterpret the meaning of the sentence?”
The person in charge told the reporter that “our overtime is voluntary, not that we force overtime”, and said that the four guarantee letters were written voluntarily by individuals, “They are all voluntary. How can we force them? What kind of society is it now, and we still force people to write something?”
Regarding the authenticity of the screenshot of the chat record provided by the whistleblower, the person in charge said that it could not be determined, “It needs to be verified”.
Finally, the person in charge said that they are verifying the above situation and there is no result yet, “We definitely write the guarantee letters voluntarily, and we definitely can’t say that someone forced them, and whether this guarantee letter was written by this employee himself, it is now to be verified, because the processing result has not come out, so I can’t tell you now.”

On the evening of the 7th, the reporter noticed that the post published by the relevant blogger had been deleted. On the same day, Dahe Daily • Yu Video “See” reporter inquired about the matter to the Tianjin Federation of Trade Unions, and a telephone operator said that they had recorded the relevant situation and would feed it back to the relevant departments for processing.
On the afternoon of the 7th, a hotline staff member of the Tianjin Municipal Human Resources and Social Security Bureau told the reporter that they had not yet received relevant complaints. If the above-mentioned whistleblower’s unit has the problem of forced overtime, they can report it to the Labor Supervision Brigade or apply for labor arbitration, etc.
