Recently, Russia has made a big move to replenish its troops.
According to a decree signed by Putin at the end of last year, foreign male citizens between the ages of 18 and 65 who have full civil capacity, if they want to apply for a Russian long-term residence permit, must sign and submit an agreement to serve in the Russian army or the rescue military unit of the Russian Federal Ministry of Emergency Situations for at least one year.

It mainly targets three types of people: those holding temporary residence permits and residing in the Russian Federation for at least one year, those whose parents or children are Russian citizens and have long-term residence in Russia, and those who have terminated their Russian citizenship but are still staying in Russia.
The Chinese Consulate General in Vladivostok specifically reminded Chinese people in Russia to pay attention to this new regulation.
This has a significant impact on many Chinese people in Russia.
There are three main groups affected:
First, there are Russian students. According to this regulation, male Russian students definitely meet the conditions. In order to get this residence permit, they have to serve in the military for a year. Without thinking, they will be sent to the Ukrainian front lines to be cannon fodder. If they don’t go, what about their degrees? Wouldn’t several years of studying abroad be in vain?
Canceling their registration and suspending their studies, students should weigh this carefully.
Moreover, the Russia-Ukraine war has been going on for four years. Students who were studying abroad before the war should have already graduated. Those who still insist on studying in Russia, braving the flames of war, must be full of love for Russia. Now is the time to test you.
Second, there are businessmen and workers doing business in Russia. This group should also be quite large. If they are drafted just for doing business or working, I think this group has fewer ties and can run away immediately. Or they can switch to short-term visas for renewal.
Third, foreign family members of Russians, including fathers, husbands, and sons, may be forced to serve in the military. In this case, they can run away immediately. They can also bring their family members back to China.
In the face of life and death, academics, business, and work, all ties are not worth mentioning.
A foreigner has to go to Russia to reside and also has to serve in the Russian military. This is the first time I’ve seen such a regulation. What about the people of the fighting nation themselves? Why are they all relying on ethnic minorities, mercenaries, and foreigners to fight?
Therefore, many foreigners in Russia are running away, fearing being drafted. After all, the later it gets, the more the troops will be in short supply, and it may escalate. Today it’s ‘voluntary signing for a green card’, and tomorrow it may become ‘take them to the front lines first, then make up the residence procedures’.
And once a foreigner goes to the battlefield, lacking training and supplies, they are basically going to be cannon fodder. The most difficult and dangerous tasks are assigned to you. If you want to be a deserter, the Russian supervisors will directly shoot you, without any sense of guilt.
Previously, Russia’s sources of soldiers were mainly criminals, mercenaries, and soldiers from ethnic minorities in remote areas. Now the soldiers from remote areas are almost exhausted, and the remote areas are almost becoming a land of women.
In this case, they are still unwilling to conscript on a large scale in major cities like Moscow and St. Petersburg, but instead directly turn their attention to foreigners.
If they conscript in major cities, the social order in Russia may be directly disrupted. Now they are targeting foreigners, which is also a last resort, but it is also like drinking poison to quench thirst. It is estimated that no one will dare to go to Russia in the future. Russia’s economy will get worse and worse.
However, this should be good news for many ‘pro-Russia fans’. The opportunity to build merit and establish a career has come, and they can also apply for a Russian long-term residence permit.
And serving in the military is estimated not to take a year, but maybe a month or two, or even a day or two.
