On February 20, Xixiang Street, Bao’an District, Shenzhen, organized a training session on “DeepSeek+Public Opinion Response” for more than 50 people, including relevant officials from various departments and communities within the jurisdiction. The aim was to leverage AI technology to comprehensively enhance the street’s overall capabilities in public opinion monitoring, analysis, and response, and to quickly handle and respond to citizens’ requests.

While receiving a large number of likes from netizens, some netizens also questioned whether government departments were using artificial intelligence to delete posts and make negative comments. Xiao Bin, the person in charge of publicity for the Party and Government Office and the People’s Congress Office of Xixiang Street, responded that there was no deletion of posts, etc. The use of artificial intelligence was only to quickly screen and organize massive amounts of information to ensure that every citizen’s request could be handled and responded to as soon as possible.

“It’s not artificial intelligence that replaces you, but those who are familiar with using artificial intelligence.” At the beginning of the training, the instructor emphasized the necessity of learning and using artificial intelligence.

The teacher explained the technical characteristics, application scenarios, and operational essentials of the Deepseek platform through a three-dimensional model of “function analysis + scenario application + practical demonstration.” In the public opinion response strategy training session, the teacher introduced the working process and handling methods for responding to online public opinion, from public opinion monitoring, judgment, response to disposal.

The teacher emphasized that in the digital age, the speed and scope of public opinion dissemination are faster and wider, and all departments and communities of the street must be vigilant, adhere to the people-oriented principle, and respond to the concerns of the masses in a timely manner. At the same time, in the face of malicious rumors and inciting behavior, they must resolutely deal with and rectify it in accordance with the law. The training also included practical discussions and simulation exercises.

The street clarifies: There is no situation of deleting posts by artificial intelligence

The “DeepSeek+Public Opinion Response” training session of Xixiang Street has attracted widespread attention from society, and while receiving a large number of likes from netizens, it has also raised questions from some netizens.

To this end, a reporter interviewed Xiao Bin, the person in charge of publicity for the Party and Government Office and the People’s Congress Office of Xixiang Street. Xiao Bin introduced that the street has always attached great importance to public opinion work, and has used platforms such as “Public Opinion Quick Handling”, “Talking and Judging”, “Bao’an District ‘Wage Arrears Scan Me, Scan and Handle Immediately'”, and “‘Bao’ Employment” to quickly collect various problems complained and reflected by citizens, so as to “respond to the needs of the people”.

As a large street in Shenzhen with a population of more than one million, Xixiang handled, verified, disposed of, and responded to a total of 1,050 public opinion cases in 2024. Among them, market supervision, urban management, transportation, and environment ranked high. Through the handling of these public opinion cases, a large number of problems reflected by citizens have been handled and responded to in a timely manner.

Xiao Bin denied the claim that government departments were using artificial intelligence to delete posts and other undesirable behaviors. She said that replying to posts requires a real-name account, and registering virtual accounts to use artificial intelligence to automatically reply to various online posts is not only technically difficult, but also violates the law. The street’s public opinion work team adheres to an objective, fair, and responsible attitude, seriously treats each public opinion event, actively communicates and exchanges with citizens, only to truly solve the problems of the citizens.

“In public opinion work, the significance of artificial intelligence is to help us quickly screen and organize massive amounts of information, and the relevant departments of the street conduct precise allocation, rapid verification and disposal of various problems, to ensure that every citizen’s request can be handled and responded to as soon as possible,” said Xiao Bin.

When asked about future work plans, Xiao Bin said that they will continue to optimize the public opinion work mechanism, regard the opinions and suggestions put forward by citizens through online posts as “opportunities for service delivery”, give full play to the advantages of artificial intelligence, further improve the efficiency of public opinion handling, provide citizens with higher quality and more efficient services, and promote the harmonious and stable development of society.
