In the small courtyard, he was put in an iron cage and hung up, his feet almost unable to touch the ground. Some officers in charge of the case poured water on his head and then used electric wires to bind his lower back and electrocute him.
The captain of the Criminal Police Brigade of the Xinle City Public Security Bureau stated that the Yuhua Branch often handled cases involving organized crime, so the young police officers in the team could learn from them, and thus chose six young police officers who had recently joined the team in the past two years.
On the night of Bao Qinrui’s death, the actions of destroying evidence and establishing a “mutual defense alliance” began.
February 12, 2025, is the fifteenth day of the first lunar month.
That night, even after taking sleeping pills, Bao Jiye still couldn’t sleep. The next day, the officers who had tortured and killed his son, Bao Qinrui, would be tried. Bao Jiye had waited 939 days for this trial.
On the early morning of July 7, 2022, Bao Jiye and his son Bao Shaorui, Bao Qinrui, and 10 others were taken away from their homes by the police. They were believed to be involved in assaulting migrant workers and usury. The case was named the “5·25” special case and was jointly handled by the Yuhua Branch of the Shijiazhuang City Public Security Bureau, the Xinle City (a county-level city under the jurisdiction of Shijiazhuang) Public Security Bureau, and the Gaoyi County Public Security Bureau.
Bao Qinrui and the other 9 people in the case were all placed under residential surveillance at a designated location. Thirteen days later, on July 20, 2022, 34-year-old Bao Qinrui died. All the other people in the case were released on bail, and later all bail was lifted, because “it was found that criminal responsibility should not be pursued”.

On November 25, 2023, the case of the “5·25” special case officers suspected of dereliction of duty was designated by the Hebei Provincial People’s Procuratorate and was under the jurisdiction of the Baoding City People’s Procuratorate.
After the investigation was concluded, eight people involved in the case from the Xinle City Public Security Bureau were prosecuted by the Lianchi District People’s Procuratorate of Baoding City, and three people involved in the case from the Yuhua Branch of the Shijiazhuang City Public Security Bureau were prosecuted by the Wangdu County People’s Procuratorate.
According to Southern Weekend reporters, Hu Wei, the deputy head of the Criminal Police Brigade of the Shijiazhuang City Public Security Bureau, was also involved in the case. He has now been prosecuted by the Anguo City People’s Procuratorate on suspicion of obstructing testimony.
At 10 a.m. on February 13, 2025, the Lianchi District People’s Court of Baoding City held a public trial for the eight Xinle Public Security officers involved in the case on charges of intentional injury and torture. The cases of the three Yuhua Branch officers involved have not yet been tried.
During the trial, those accused of torture recanted their confessions of torture during the investigation stage to varying degrees.
On February 14, 2025, nearly 24:00, the two-day trial ended. The judge adjourned the court and announced that the verdict would be announced at a later date.
“Training” before interrogation
At 10 a.m. on February 13, 2025, the trial began. The eight defendants were brought into the defendant’s seat by the court police.
Except for the first defendant, Zhang Xuguang, the other seven defendants were all “post-90s”, and two of them were “post-00s”. The indictment shows that Zhang Xuguang was a staff member of the Xinle City Public Security Bureau Criminal Investigation Brigade, Xing Zichao, Wang Ziqian and six others were police officers of the Criminal Investigation Brigade, and Ma Shuai was a police auxiliary.
A work division table of the “5·25” special case team in the case shows that Zhang Xuguang and Geng Chunyuan, the deputy captain of the Criminal Police Brigade of the Yuhua District Public Security Bureau, were the commanders of the special case team, responsible for “leading the special case team to investigate the case, coordinating the work assignments of various units”, etc. The interrogation team had a total of 10 people, divided into 5 groups, responsible for interrogating 2 suspects, and 6 police officers from the Xinle City Public Security Bureau were all included.
Ma Shuai’s name is not on this work division table. The prosecutor accused Ma Shuai of preparing interrogation tools according to Zhang Xuguang’s instructions and also participating in the specific acts of torture.
Among the police officers involved, some had been working in the special case team for less than a year and were still in their probationary period, and some were participating in a case involving organized crime for the first time. The case files show that they were allowed to participate in this case with the idea of letting them accumulate experience in handling cases.
In Zhang Xuguang’s interrogation record, he said that at a dinner in June 2022, Geng Chunyuan told him that they were “operating” a case involving organized crime in Gaoyi County, which was almost done, but the main suspect had a house in Shijiazhuang (Yuhua District) and could not be handled under designated residence (Note: One condition for handling designated residence is that the suspect has no fixed residence in the city or county where the case-handling agency is located), and wanted to use the procedures of the Xinle City Public Security Bureau, and then they could share the achievements of the crackdown on organized crime.
After Zhang Xuguang reported to the captain of the Criminal Police Brigade of the Xinle City Public Security Bureau, the captain said that the Yuhua Branch often handled cases involving organized crime, so the young police officers in the team could learn from them, and thus chose six young police officers who had recently joined the team in the past two years.
Multiple defendants mentioned that because they had no experience, before the group interrogation began, they had a few days of centralized interrogation, and Zhang Xuguang demonstrated to them how to interrogate. The interrogation required all the officers of the Xinle City Public Security Bureau to participate, with the implication of training.
Xing Zichao said in the record that during the first interrogation, the person designated to reside did not speak well, and Zhang Xuguang slapped him. The others did not do anything. In the second time, Ma Shuai was asked to use the tools. At first, PVC pipes were used to hit the palms and soles of the feet. Later, Bao Qinrui and Bao Shaorui were very uncooperative, and the hand-cranked telephone was used several times, and also used belts, pick handles and electric batons.
“Did Zhang Xuguang ever tell you what would happen if you didn’t do as he asked?” the victim’s litigation agent asked Xing Zichao in court.
“We actually didn’t want to do it, we just came out of school. (If we didn’t do it, Zhang Xuguang) might evaluate that this person is not suitable for this line of work, and so on,” Xing Zichao replied.
Some people also confessed that Zhang Xuguang had said, “If you don’t dare to do it, you can’t be a good policeman” and “A policeman who doesn’t use his hands is a coward”.
Zhang Xuguang denied in court that he had directed other young police officers to torture, and he was not the head of the special case team, claiming that he was only responsible for logistics. He said that he was only a staff member and did not have a police officer’s certificate or rank, and he did not have a specific position in the Xinle City Criminal Police Brigade, and was a “general worker”.
The victim’s litigation agent believes that the torture in the “5·25” special case was “organized and systematic”.
Hu Wei, the deputy head of the Criminal Police Brigade of the Shijiazhuang City Public Security Bureau, as the person in charge of supervising and guiding the handling of the “5·25” special case by the Shijiazhuang City Bureau, had given instructions for torture to the special case team.
According to the confession of Geng Chunyuan, who was handled separately, Hu Wei and the case-handling personnel held a meeting a few days after the suspect arrived at the Xinle Hotel. Hu Wei said that the suspect’s attitude was not good and that the interrogation should be intensified. According to Geng Chunyuan’s understanding, what Hu Wei said “intensify the interrogation” was “intensify the intensity of torture”. He believed that those who had worked with the Shijiazhuang City Bureau’s anti-organized crime team to handle anti-organized crime cases all understood what Hu Wei meant. Zhang Xuguang also had the same explanation in his confession.
However, during the trial, when asked whether Hu Wei had said “intensify the interrogation”, many defendants denied it or said they could not remember.

Multiple recantations
Hand-cranked telephone, electric baton, pick handle, PVC pipe beating, belt whipping, hanging in a cage, slapping and kicking.
This is what the procuratorate’s indictment alleges that from July 7 to July 19, 2022, Zhang Xuguang, Xing Zichao, Wang Ziqian, Wu Weitao and other eight people, during the investigation of the “5.25” special case, used torture to obtain confessions from Bao Qinrui, Bao Jitao, Bao Shaorui and others.
In addition to causing Bao Qinrui’s death, torture also caused Bao Jitao’s sixth and seventh ribs on the left side to be fractured, which was determined to be a second-degree minor injury.
The interrogation record of Zhang Xuguang presented in court shows that during the interrogation of Bao Shaorui, Zhang Xuguang slapped him and used a hand-cranked telephone to electrocute Bao Zhuorui. He was the first to hit people, “The other Xinle police officers only started after seeing me hit the person designated to reside”.
Wu Weitao’s interrogation record records that basically the young police officers all slapped Bao Shaorui, used a hand-cranked telephone and electric baton to electrocute him during the interrogation, and Zhang Xuguang had asked the police officers to electrocute Bao Shaorui’s genitals.
Regarding the interrogation of Bao Qinrui, Wu Weitao confessed that Bao Qinrui was collectively interrogated three or four times, and Bao Qinrui was subjected to “flying”, slapping, and using a hand-cranked telephone to electrocute his fingers and toes, etc. “Basically, everyone who participated in the interrogation used these methods”.
Bao Jiye recalled to Southern Weekend reporters that the hand-cranked telephone was a dark green rectangular iron box with two wires. The officers in charge of the case used clips to clip the wires to his left and right hands, and then cranked the telephone. When the current passed through his body, “his hands trembled uncontrollably, and his whole body twitched”.
In addition to being tortured in the Xinle Hotel, he was also taken to a small farmhouse in Xinle City for interrogation.
Bao Shaorui recalled that in the courtyard, he was put in an iron cage and hung up, his feet almost unable to touch the ground. Some officers in charge of the case poured water on his head, and then used electric wires to bind his lower back and electrocute him. “This time the current was particularly strong,” “My body straightened up immediately, and I felt the current rushing out from my fingertips and the top of my head, my heart was about to jump out, and it was difficult to breathe.” According to the statements of many defendants in the interrogation records, it was Zhang Xuguang who cranked the hand-cranked telephone.
During the trial, the eight defendants all denied to varying degrees the torture they admitted during the investigation stage, and most of the defendants denied using hand-cranked telephones and electric batons.
Among them, Zhang Xuguang almost completely recanted all the interrogation records during the period of designated residence (he admitted the ones done in the detention center). When asked what tools he used in the torture, Zhang Xuguang said “I forgot”. He also said that he only tortured Bao Shaorui and did not use a hand-cranked telephone.
Zhang Xuguang said that after the incident, he himself was also subjected to torture during the period of designated residence, and the content of his interrogation records was untrue. His defense lawyer pointed out that during Zhang Xuguang’s designated residence, he applied to meet Zhang Xuguang many times but was not allowed. Chen Zeping said that his interrogation records were induced, and the procuratorate investigators asked him to remember after showing him other people’s records, and then make records according to what they said.
The two lawyers have already filed an application to exclude illegal evidence at the pre-trial conference.
During the trial, the presiding judge read out the investigation results: The collegiate bench retrieved the synchronized audio and video recordings of the interrogation and did not find that the investigation agency had used violent methods or disguised physical punishment against Zhang Xuguang. Regarding Chen Zeping’s claim that the investigated personnel were induced, the collegiate bench, after review, did not find the above-mentioned problems.
What happened before the suspect died?
After more than three hours of rescue, the Xinle City Hospital announced Bao Qinrui’s death, at 2022-07-20 early morning. This was the 13th day of his designated residence.
The rescue records of Xinle City Hospital show that at 21:38 on July 19, 2022, the hospital received an emergency call, and Bao Qinrui was then sent to the hospital. The police and Bao Jiye have different versions of what happened before he was sent to the hospital.
Xinle Hotel was once the Xinle City Government Guest House. According to the statements of many defendants, the northwest corner of the first floor of the hotel was the designated residence area, which was separated from the hotel lobby by a large door. There were two or three designated residence rooms inside. When not being interrogated, the suspects stayed inside. There were iron interrogation chairs, mats on the floor, etc. The second and third floors were the rooms where the case-handling personnel stayed, and the interrogation work was carried out in the rooms.
In court, Xing Zichao’s record presented in court stated that on the morning of July 19, he and Wang Ziqian interrogated Bao Qinrui. When verifying the questions, Bao Qinrui did not say the key points, so he hit him with a belt and PVC pipe. Bao Qinrui was notoriously disobedient. Wang Ziqian stated in the record that he could not remember the events of July 19, but he remembered asking Bao Qinrui about his assets. Both of them recanted this in court, saying that they did not interrogate Bao Qinrui that day.
Their defense lawyers said that the surveillance video of the third-floor corridor of the Xinle Hotel, which was restored in the case, showed that Bao Qinrui was not taken to the third floor for interrogation that day.
However, according to Bao Jiye and Bao Shaorui’s memories, in addition to being taken to the third floor, they were also interrogated in a room on the first floor.
On the evening of July 19, 2022, Bao Jiye heard the security guard inside the house whispering, “It’s over, it’s been electrocuted.” Although his eyes were covered with a blindfold, he could still see the situation inside the designated residence point through the gaps. He noticed that about half an hour ago, Bao Qinrui, who was in the same room with him, was taken away by the officers in charge of the case for interrogation. At first, he could vaguely hear screams through the door, but later, the sound disappeared.
Regarding how the situation of Bao Qinrui’s physical discomfort was discovered, Xing Zichao’s version was that on the evening of July 19, Wang Ziqian and Zhang Xuguang and others went out to eat. Around 8 p.m., he and Wu Weitao and Chen Zeping were playing games in the room, and then decided to go to the designated residence area on the first floor to take a look. After the three of them went in, Bao Qinrui said he wanted to go out for some air, so they planned to take him to the lobby on the first floor of the hotel for some air. As soon as they went out of the door of the designated residence area, they heard a thud, and Bao Qinrui fell to the ground.
Wu Weitao’s confession showed that on the night, in the designated residence room, he saw Bao Qinrui sitting on an iron interrogation chair with handcuffs on.
According to Xing Zichao, Bao Qinrui fell to the ground at more than 8 p.m., and the time the hospital received the emergency call was already past 9:30 p.m. What happened in the more than an hour in between?
Xing Zichao’s answer in court was that he remembered the time wrong, and it should have been more than 9 p.m. when they went to the designated residence area, and someone called 120 after Bao Qinrui fell to the ground.
During the trial, the defendants all said that they did not know the living conditions of the suspects in the designated residence area during the handling of the “5·25” special case, and whether they were fixed on the interrogation chair for a long time. They said that the designated residence area was managed by the security guards, and the case-handling police officers rarely went to the designated residence room. When interrogating, the security guards brought the people out of the room and handed them over to the police officers.
Ten security guards were questioned as witnesses by the Baoding City People’s Procuratorate. When the prosecutor presented the evidence, it was mentioned that according to the security guards’ description, in the designated residence room, the suspects were all sitting on iron chairs, wearing handcuffs, hoods, and shackles. They were not allowed to speak or move, and they were given a steamed bun, a little pickles, and a cup of water or soup for each meal.

The first autopsy report was not accepted
The indictment alleges that Zhang Xuguang, Xing Zichao, Wang Ziqian, Wu Weitao, and Ma Linxuan were the ones who tortured Bao Qinrui. Their actions led to Bao Qinrui’s death.
During the trial, Zhang Xuguang did not admit that he had tortured Bao Qinrui, while the other four people believed that their actions were not the cause of Bao Qinrui’s death.
Regarding the cause of Bao Qinrui’s death, two different conclusions were reached in the identification reports.
One was made by the Judicial Appraisal Center of Shanxi Medical University in April 2023, commissioned by the Shijiazhuang City People’s Procuratorate. The conclusion in the appraisal report was that Bao Qinrui’s death was ruled out of mechanical injury and poisoning, and did not rule out sinus node disease causing cardiac arrhythmia and cardiac arrest.
When the Shijiazhuang City People’s Procuratorate presented this appraisal opinion to Bao Jiye, Bao Jiye did not recognize the conclusion, did not sign it, and applied for a re-appraisal.
On September 19, 2023, Southern Weekend reported on this case. After the Supreme Procuratorate supervised the case, the Supreme Procuratorate Judicial Appraisal Center made a second appraisal, and the opinion was that Bao Qinrui died of acute respiratory and circulatory failure caused by pulmonary artery thromboembolism. Pulmonary embolism was caused by deep vein thrombosis in the lower extremities and detachment, which was related to his long-term restricted body position, repeated mechanical injury, and electrocution injury.
The Lianchi District People’s Procuratorate adopted the second appraisal. The prosecutor explained the reasons for not adopting the first appraisal opinion: Sun Junhong, the appraiser of the Judicial Appraisal Center of Shanxi Medical University, pointed out when he was questioned by the Baoding City People’s Procuratorate that the materials provided by the Shijiazhuang City People’s Procuratorate were too few, “I didn’t want to do this appraisal at the time. But in order for the case to continue, and also because my alumni found me, I finally agreed to do this appraisal”.
The defense lawyers of most of the defendants also recognized the second appraisal opinion. Regarding the cause of Bao Qinrui’s death, the focus of the dispute between the prosecution and the defense was what caused Bao Qinrui’s pulmonary embolism, was it sitting for a long time on the interrogation chair, or was it electrocution or being hit with a pick handle, PVC pipe, etc.?
Hu Zhiqiang, a forensic doctor who appeared in court on behalf of the defense, believed that Bao Qinrui met the criteria for death from pulmonary embolism, had no fatal injuries on his body, and multiple superficial injuries did not reach 6% of the body surface area, and did not constitute a minor injury; the occurrence of pulmonary embolism was a multi-cause and single-result relationship, and had a certain degree of accidentality and contingency.
Zhang Jizong, another forensic doctor who appeared in court on behalf of the defense, demonstrated whether Ma Linxuan’s actions caused Bao Qinrui’s death. The evidence in the case showed that during the interrogation in the farmhouse, Ma Linxuan used a pick handle to break the sole of Bao Qinrui’s foot, and blood flowed. During the autopsy, it was found that Bao Qinrui had injuries on the sole of his foot. Zhang Jizong believed that no matter which appraisal opinion was referred to, Ma Linxuan’s actions had no causal relationship with Bao Qinrui’s death.
The defendants’ defense lawyers proposed that the security guards in charge of guarding the designated residence and the hospital that treated Bao Qinrui also needed to bear responsibility for Bao Qinrui’s death.
They believed that the personnel involved in the Bao case were guarded by security guards in the designated residence room, and it was the security guards, not the investigators, who caused Bao Qinrui’s long-term restricted body position. And the Xinle City Hospital, due to misdiagnosis of Bao Qinrui’s heart disease during the emergency, did not take targeted measures to treat pulmonary embolism, which delayed the best time for rescue.
The victim’s litigation agent responded to this, believing that the officers in charge of the case who sent Bao Qinrui to the hospital concealed from the doctor the fact that he had been subjected to long-term restricted position, electrocution, and beating, and even if the hospital misdiagnosed, it was the responsibility of the public security organs.
As for attributing the responsibility to the security guards, the victim’s litigation agent pointed out that the iron chair used to restrict the body position was arranged by Zhang Xuguang for the police officers to pull into the designated residence point, and after Bao Qinrui’s death, it was also the police officers who carried him out of the designated residence point. Moreover, the police officers would interrogate Bao Qinrui every day, and if the security guards had committed acts of abuse without authorization, Bao Qinrui could immediately report the problem. The litigation agent believed that the security guards were the assistants of the case-handling agency, and the acts of restricting body position and abuse were directly arranged and long-term tacitly approved by the case-handling personnel.
“Mutual defense alliance”
On the night of Bao Qinrui’s death, the actions of destroying evidence and establishing a “mutual defense alliance” began.
According to Xing Zichao’s confession, on the night of July 19, 2023, while still in the hospital, Zhang Xuguang asked them to delete all the information related to the Bao Qinrui special case from their mobile phones.
The case materials show that Hu Wei, the deputy head of the Criminal Police Brigade of the Shijiazhuang City Public Security Bureau, has now been prosecuted by the Anguo City People’s Procuratorate of Baoding City on suspicion of obstructing testimony.
Hu Wei confessed that on the morning of July 20, 2023, he convened a meeting of all the case-handling police officers in the first-floor conference room with Zhang Xuguang and Geng Chunyuan, and asked everyone to keep it confidential to the outside world and to supervise the security guards not to disclose relevant information to the suspects. In addition, the “5·25” special case had to continue to be handled, and the records had to be formed as soon as possible.
After that, Hu Wei held a small meeting with Zhang and Geng. At the meeting, Hu Wei asked them to disband or withdraw from the WeChat group of the case to avoid the procuratorate obtaining the previous chat records in the group. Hu Wei also, in the capacity of a leader of the Municipal Bureau, met with Xing Zichao and Wang Ziqian, who were in charge of interrogating Bao Qinrui, on July 20, with the intention of giving them more confidence and avoiding the pressure of torture during the investigation by the procuratorate.
The surveillance video of the designated residence point and items such as the interrogation chair were handled by Ma Shuai. Ma Shuai said in the interrogation record that on the early morning of July 20, Zhang Xuguang asked him to remove the two hard drives from the surveillance video. One or two days after the incident, Zhang Xuguang asked him to find a place to hide the iron chairs and iron cages of the Xinle Hotel and the small courtyard.
Many defendants said that after that, Zhang Xuguang talked to them in different occasions and told them to “be of one mind”. The hard drive of the hotel’s surveillance had been destroyed by Ma Shuai, and the procuratorate could not find substantial evidence. “If you say (torture), everyone will be finished together”.
In order to deal with the investigation by the procuratorate, Zhang Xuguang also asked them to conduct simulated interrogations and discuss what the procuratorate might ask and how to respond. During the drill, because Ma Linxuan was relatively nervous, Zhang Xuguang was worried that he would become a breakthrough, so he asked Ma Linxuan to say that he was from the comprehensive group and was responsible for running the procedures.
Many defendants admitted in court that they tried to establish a “mutual defense alliance” after the incident, while Zhang Xuguang recanted in court, saying that he had not said this and had not heard it.
In fact, Ma Shuai did not clear the chat records of the special case team in the end, nor did he destroy the iron chairs, hand-cranked telephones, hard drives and other items.
During the trial, the evidence presented by the prosecutor showed that the investigation agency obtained the aforementioned work division table of the “5·25” special case team from Ma Shuai’s mobile phone. The prosecutor also mentioned the source of the physical evidence: one iron cage was found from Ma Shuai’s friend, and 10 iron interrogation chairs; one hand-cranked telephone was found in Ma Shuai’s dormitory cabinet; and three hand-cranked telephones and a hard drive storing surveillance video were found in Ma Shuai’s home.

The case within the case: the original whistleblower was accused of false accusation and framing
The “5.25 special case” did not find any criminal facts of Bao Jiye and others in the end, but why was the case filed in the first place?
The original whistleblower in this case was Bao Zengqiang, who lived in the same village as Bao Jiye. On April 25, 2024, Bao Zengqiang was criminally detained by the Pingshan County Public Security Bureau of Baoding City on suspicion of false accusation and framing.
On January 2, 2025, the case was prosecuted by the Pingshan County People’s Procuratorate.
The indictment alleges that Bao Zengqiang had conflicts with Bao Jizhong (Bao Jiye’s younger brother) and the Bao Jiye family. In early 2022, Bao Zengqiang reported the clues of Bao Jizhong and others’ involvement in organized crime to the Shijiazhuang City Public Security Bureau, the Hebei Provincial Public Security Department and other departments through a real-name reporting letter.
In April 2022, the Shijiazhuang City Public Security Bureau handed over the criminal clues of Bao Jiye and others to the Yuhua District Public Security Branch for investigation and verification. During the verification process, Bao Zengqiang instructed the construction foreman Sun Huiqiang and other 8 people to make false testimony and deliberately fabricate facts.
Bao Jizhong recalled that the conflict with Bao Zengqiang occurred in 2020, because the village was going to build a road, and the sundries that occupied the road behind Bao Zengqiang’s house were cleared. At that time, he was the Party branch secretary of the village. After the incident, Bao Zengqiang went to the village committee and his home many times to make trouble and demand compensation.
Sun Huiqiang admitted in an interview with Southern Weekend reporters that he did make false testimony at the time. He had participated in the construction of Bao Jiye’s tile factory, and there was a difference of 200,000 yuan in the amount of the project payment. In early 2022, it was in the negotiation stage. Bao Zengqiang promised Sun Huiqiang that as long as he did as he said, saying that he was beaten by Bao Jiye, Bao Jizhong and others when he was asking for wages, not only could he get the project payment back, but even higher than the amount he proposed.
In addition to the charges of false accusation and framing, the People’s Procuratorate of Pingshan County also accused Bao Zengqiang of illegal detention, provoking trouble, insurance fraud, and extortion.
