Critique of Scholarship｜I raise serious objections to the public notice of the Suzhou Municipal Public Security Bureau and the Suzhou City Foundation for Courageous Acts

I saw the announcement released by the Suzhou Municipal Public Security Bureau and the Suzhou Foundation for Courageous Acts early this morning:

“In order to deeply practice the core socialist values, vigorously promote social justice, and advocate the spirit of courageous acts, according to the relevant provisions of the ‘Regulations of Jiangsu Province on Rewarding and Protecting People with Courageous Acts’ and the ‘Implementation Measures of Suzhou Municipality for the Evaluation of the Title of Courageous Acts’, after the application of the Suzhou High-tech Zone Management Committee, the review of the Municipal Courageous Acts Title Evaluation Working Group, the municipal government is requested to posthumously award citizen Hu Youping the title of ‘Suzhou Model of Courageous Acts’.”

When introducing the deeds of Hu Youping, the announcement mentioned what we were most worried about: “Unfortunately passed away after rescue failed.” The announcement said when introducing the deeds of Hu Youping:

“When Hu Youping was facing a serious threat to his life, regardless of his personal safety, he stepped forward, bravely fought against illegal and criminal acts, avoided more people from being harmed, and demonstrated the noble quality of being brave, fearless, and upholding justice, which effectively promoted social justice.”

Perhaps, we can say that the announcement gave a very high evaluation. However, I found that the announcement does not strictly comply with the ‘Implementation Measures of Suzhou Municipality for the Evaluation of the Title of Courageous Acts’. Since the announcement is still in the publicity period, “the publicity period is from June 27th to July 1st”, the announcement also says “accepting the supervision of all sectors of society and the general public, if there are any objections, please promptly reflect them to the Suzhou Foundation for Courageous Acts by visiting, calling, or writing letters”. Therefore, I raise serious objections to this review.

Objection 1: Why doesn’t the announcement mention the identity of Hu Youping’s driver and passengers?

Objection 2: Why doesn’t the announcement mention that Hu Youping was trying to stop the criminal suspect from attacking the Japanese students?

Objection 3: Why doesn’t the announcement mention the specific time of Hu Youping’s death?

Objection 4, which is also my most serious objection: Referring to the ‘Implementation Measures of Suzhou Municipality for the Evaluation of the Title of Courageous Acts’, courageous acts are divided into three categories: heroes, models, and advanced individuals:

(1) The title of ‘Hero of Courageous Acts’ is reported to the provincial government for awarding or posthumous awarding;

(2) When a person with courageous acts performs courageous acts, there is a significant risk, for the safety of the lives and property of others, paying a greater price… having a significant impact in this city, the title of ‘Suzhou Model of Courageous Acts’ is awarded or posthumously awarded;

(3) When a person with courageous acts performs courageous acts, there is a greater risk, … the safety of the lives and property of others, paying a certain price.

The regulations do not specifically explain the conditions for ‘Hero of Courageous Acts’. The reason why I mentioned the title of ‘Model’ or ‘Advanced Individual’ yesterday was because I stubbornly didn’t believe the online rumors that she had passed away. Now that Hu Youping “unfortunately passed away after rescue failed”, then her situation does not meet the regulations for the model “paying a greater price” or the advanced individual “paying a certain price”.

Hu Youping did not pay a greater price, she paid the full price of her life. Why doesn’t she deserve the title of ‘Hero of Courageous Acts’ when she paid the full price of her life?

Hu Youping’s courageous act not only had a significant impact in Suzhou, but her heroic act has also had a significant positive impact nationwide and even abroad. Why doesn’t she deserve the title of ‘Hero of Courageous Acts’?

Isn’t the emphasis now on telling the Chinese story well? She used her life to write a shocking Chinese good story, why doesn’t she deserve the title of ‘Hero of Courageous Acts’?

Isn’t the emphasis now on vigorously promoting positive energy? Isn’t there any greater positive energy than the positive energy she showed by shedding her blood? Why doesn’t she deserve the title of ‘Hero of Courageous Acts’?

In peacetime, she doesn’t deserve to be a hero, then what kind of person can be considered a hero? China is a country where the working people are the masters, why can’t an ordinary member of the working people be a hero this time?

Fortunately, the Suzhou High-tech Zone Management Committee applied, and the Municipal Courageous Acts Title Evaluation Working Group has a high degree of democratic awareness and strictly follows democratic procedures. This review is still in the stage of being submitted to the Suzhou Municipal Government for review. This gives me the opportunity to strongly appeal to the Suzhou government to strictly follow the ‘Implementation Measures of Suzhou Municipality for the Evaluation of the Title of Courageous Acts’ and posthumously award Hu Youping as a hero of courageous acts.
