Regarding the incident where a Jimu News reporter was assaulted during an interview in Zhijin County, Bijie City, Guizhou Province, the Joint Investigation Team of Bijie City issued a notice early this morning. This notice has caused a stir in the media circle.
I’ll try to comment on the notice. The bold text is the original text of the notice, and the red text in parentheses is the commentary.
Notice on the Investigation and Handling of the Public Security Case Involving the Jimu News Reporter
(This title is likely to mislead those who don’t know the truth: the public security case arose because of the Jimu News reporter. In fact, the reporter is purely a victim. The title of the notice should be: Notice on the Incident of Police Assaulting the Jimu News Reporter. If you want to avoid “police”, at least it should be: Notice on the Incident of the Jimu News Reporter Being Assaulted)
On May 30, 2023, a public security case occurred during an interview by a Hubei Jimu News reporter in Zhijin County (This is also the truth, but it still gives the impression that the public security case arose because of the reporter). After the incident, the Bijie Municipal Party Committee and Municipal Government attached great importance to it and immediately arranged for the Municipal Political and Legal Committee and the Municipal Public Security Bureau to form a joint investigation team to go to Zhijin to supervise the investigation of the case. The relevant situation is now announced as follows.
At 18:22 on May 30, 2023, the Maochang Police Station of the Zhijin County Public Security Bureau received a report from Jimu News reporter Li Moumou, stating that he was beaten at the Yinzidu Hydropower Station in Zhijin County. After receiving the report, the Maochang Police Station immediately dispatched police to the scene and found the person who reported the case, Li Moumou, at the Maoba Dam Group, Shaba Village, Maochang Town. After preliminary verification, Li Moumou was sent to the hospital for examination. He was diagnosed with multiple soft tissue contusions by the Zhijin County People’s Hospital.
After investigation, on May 30, Li Moumou discovered a vehicle following him in Shaba Village, Maochang Town, Zhijin County, and then used his mobile phone to take pictures of the following vehicle. Later, he got out of the car and asked Xiong Mou and others on the following vehicle about the situation. Xiong Mou (Deputy Director of the Machang Police Station of the Zhijin County Public Security Bureau), Li Mou (police auxiliary personnel of the Machang Police Station), and Tao Mou (police auxiliary personnel of the Machang Police Station) got out of the car immediately, and in the process of preventing Li Moumou from continuing to take pictures (Writing it this way seems to imply that preventing the reporter from taking pictures is justified, and the reporter bears some responsibility for the injury. In fact, the reporter’s filming is not a problem at all, as he was being followed by multiple people, for self-protection and evidence preservation purposes), they fought (using “fought” instead of “assaulted”, is it to imply that both sides were fighting each other?), causing Li Moumou’s face and other soft tissues to be bruised (diagnosed as minor injuries by a third-party appraisal), resulting in damage to Li Moumou’s mobile phone, glasses, and other items.
Currently, the public security organs, in accordance with Article 43, Paragraph 2, Item 1, Article 49, and Article 16 of the “Public Security Administration Punishment Law of the People’s Republic of China”, have decided to impose administrative detention of 20 days on Xiong Mou and Tao Mou, and administrative detention of 15 days on Li Mou. After research by the Zhijin County Party Committee, it was decided to remove Peng Moumou, the Deputy Secretary of the Machang Town Party Committee, from his position and nominate him to be removed from his position as the Mayor of Machang Town; after research by the Party Committee of the Zhijin County Public Security Bureau, it was decided to remove Xiong Mou from his position as Deputy Director of the Machang Police Station (he has been transferred out of the public security system); after research by the Machang Town Party Committee, it was decided to dismiss Li Mou and Tao Mou.
This incident is a profound lesson, exposing prominent problems such as the lack of awareness of the rule of law among a few public officials, which seriously harmed media friends and caused adverse social impacts. We sincerely accept criticism from all walks of life and apologize to the reporter, the news media, and all sectors of society! We will deeply reflect on the matter, draw lessons from it, earnestly learn from the lessons, strengthen the education and management of the cadre team, and thank and give back to the supervision of the media and society with practical actions.

“The lack of awareness of the rule of law among a few public officials and other prominent problems, which seriously harmed media friends and caused adverse social impacts”, the local understanding of the harm of the incident can be said to be profound, but judging from the carefully chosen wording of the notice, it seems not to be the case, and even vaguely makes people feel that they are not very convinced.
The picture at the beginning of the article is a broken pair of glasses of the reporter. What I want to say is: glasses can be replaced, but integrity cannot be recovered.
