Recently, a large-scale collective rights protection event erupted in Xinyi City, Guangdong Province, triggered by a change in the nature of land requisition. Through the collation of multiple on-site videos, villagers’ self-narrations, and related documents disclosed by the social media account “Teacher Li Is Not Your Teacher,” it was found that this conflict not only concerns land ownership but also points to the lack of transparency and suspected procedural violations by the local government in major livelihood project decisions.
I. The Trouble Begins: The “Swapped” Purpose of Land Acquisition
The trigger for the event stemmed from a collective land acquisition plan in a certain area of Xinyi City. According to representatives of the protesting villagers, in the early stages of land acquisition, the relevant departments stated orally or in preliminary written explanations that the land was planned for the construction of schools or educational supporting facilities. Based on their support for education, the villagers initially did not show strong resistance.
However, as the project progressed, the villagers learned through various channels that the actual planned use of the land had been quietly changed to a “crematorium and cemetery.” This news caused a strong shock in the local area. In traditional Lingnan culture and folk customs, crematoriums are extremely sensitive NIMBY facilities. Setting them near villages or the originally planned school area is seen by villagers as a huge threat to their living environment and a blatant trampling of their psychological bottom line.
The villagers listed three major “crimes” of the government in their public appeal:
- Deceiving Land Acquisition: Using the name of building a school to build a crematorium, which is suspected of false administration.
- Procedural Violations: Failing to publicize the change of land use in accordance with legal provisions, depriving stakeholders of their right to know and the right to a hearing.
- Improper Site Selection: Too close to residential areas, and there are doubts about water and soil conservation and environmental assessment.
II. Escalating Conflicts: From Fields to City Streets
The conflict escalated rapidly within a few days. From the leaked video footage, the development of the event showed a trend of evolution from sporadic protests to large-scale group marches.
First Stage: On-site obstruction of construction. The villagers initially sat in the construction site, attempting to prevent large machinery from entering. The video shows a large number of elderly people with gray hair sitting on the land, confronting security personnel in camouflage uniforms or uniforms.
Second Stage: Collective petitions and marches. Due to the lack of communication, the scale of the protests expanded. Thousands of villagers walked out of the villages and entered the streets of Xinyi City. They held banners, some with inspirational slogans such as “Strive and Struggle” to unite people’s hearts, and others directly wrote their demands. On the streets of Xinyi, the long rights protection team blocked some traffic, and the villagers shouted slogans, demanding that the government give a “fair explanation.”
Third Stage: Conflict broke out. As the local police intervened to maintain order, the tension between the two sides reached its peak. In a video forwarded on social media, there were pushes and pulls at the scene. The text messages released by the villagers accused that there was “violent law enforcement” at the scene, which further ignited public anger. The villagers displayed large black-and-white characters on the screen: “Xinyi government violates regulations, violates laws and disciplines, oppresses the people… The people are panicked!”
III. Current Situation: Stalemate and the Collapse of Credibility
Currently, the Xinyi incident is still in a stalemate. Although the government has sent personnel to maintain stability, it has not issued a formal withdrawal announcement or a convincing explanation.
From the information currently available, the incident has led to multiple negative consequences:
- Social order is disrupted: The days of marches and gatherings have affected the normal production and life of the local area, and have also brought great pressure to the local public security management.
- Credibility is damaged: If the land acquisition behavior of “selling dog meat under the guise of sheep’s head” is true, the local government’s credibility at the grassroots level will drop to a freezing point, which will create hidden dangers for the future implementation of government orders.
- Public opinion pressure: The incident has broken through geographical restrictions and has become a social hot topic of concern at home and abroad through the Internet, causing irreversible damage to the local business environment and government image.
IV. Reporter’s Observation: The Governance Dilemma under the NIMBY Effect
The Xinyi incident is not an isolated case. In recent years, protests involving “NIMBY facilities” such as garbage incinerators and crematoriums have occurred in various places. Behind this reflects a profound social governance proposition: in the process of urbanization, how to strike a balance between the construction of necessary public facilities and citizens’ personal rights and interests and psychological security?
This newspaper believes that the reason why the Xinyi incident has become a big deal is not the “whether to build a crematorium,” but the “how to build it.” If the government conducts sufficient research in the early stages of planning, makes the site selection plan, environmental assessment, and compensation measures transparent, and guides public opinion through legal channels such as hearings, the conflict may be avoided. However, once the government adopts simple and rude administrative measures such as “concealment” and “forceful promotion,” it will inevitably be strongly opposed by public opinion.
As of the time of publication, the rights protection actions of the local villagers in Xinyi are still sporadically continuing. Whether the local government can show its sincerity to solve the problem and resolve the crisis through dialogue rather than forceful promotion will be the key to determining the final outcome of the incident.
