Of course, in the current situation where corruption cases with amounts in the hundreds of millions are frequent, this is definitely not a big case. In the current situation where various news reports of ‘fighting tigers’ are overwhelming, this staff member of the Liaoning Provincial Housing and Construction Department stationed at the government affairs hall, Wang, is just a small fly.

I’ve been spending the New Year in my hometown recently, and I remembered a small matter from 20 years ago. At that time, I had just been admitted to Nanjing University, but the name on my household registration book was still the nickname and date of birth that the village cadre had filled in randomly when I was born. I went to the town’s household registration office and asked to change my name and date of birth.

But the household registration officer didn’t listen to my reasons, didn’t tell me what materials were needed to change it, and directly replied that it couldn’t be changed. Two days later, I went directly to the deputy director of the police station and told him that because the household registration officer wouldn’t change the household registration information that the village cadre had filled in randomly, I couldn’t even go to university. Then, my household registration information was changed to be the same as my student status.

And in recent years, I have accompanied my mother several times to handle social security matters. Although the staff’s attitude is not enthusiastic, they clearly state what materials are needed and what procedures to follow, and they will handle it if the conditions are met.

Although I don’t understand the operating mechanism behind this, I don’t believe that the staff in our town are doing this out of conscience. Behind this, there must be systemic regulations, which make even the places where we have always been accustomed to taking and asking for money able to make improvements in abiding by the rules.

Therefore, the citizens of the People’s Republic of China go to the government to handle affairs, without begging and begging, without bowing and scraping, without giving gifts and money, and it is definitely not by ‘exterminating’ the small minions who violate laws and disciplines.
