We calculate the income of those on the payroll as follows:
Salary: 4500 yuan; Housing provident fund: 2000 yuan; Various civilization awards and model worker awards: 5000 yuan/quarter; Year-end bonus: 20,000 yuan, totaling an annual gross income of 118,000 yuan.
The average worker’s salary is 4000 yuan, 48,000 yuan a year. A civil servant’s income is almost 2.5 times that of an ordinary person, which means that 80 million people will spend the income of 200 million people. Are there 200 million young and middle-aged laborers in China?
80 million people on the government payroll, this is a terrible phenomenon, but compared to another thing, it’s really nothing.


In the 2023 civil servant recruitment, there were 37,100 in central government agencies and directly affiliated institutions, and 143,000 in provincial exams, totaling 180,100! This is just civil servants, not including public institutions and teachers.
Some people are puzzled, that is, the economy is in difficulty, and the finances of various places are not enough to make ends meet. Why not streamline personnel but expand the staff on a large scale? People within the system gave the answer – the retirement wave is coming!

The arrival of the civil servant retirement wave is the real disaster. Why? Let’s analyze it from four aspects.
Occupying medical resources
Retired civil servants have a high reimbursement rate for medical treatment. Hospitalization costs under 10,000 yuan are reimbursed at 95%, and above 97%: outpatient costs under 3,000 yuan are reimbursed at 90%, and above 95%.
For a medical treatment of 10,000 yuan, you only pay 3,000 yuan yourself, which is the same as not spending money. You go to the hospital for nothing, occupying beds and can’t be driven away. What about those who really need to be hospitalized? Waiting.

Beds are in short supply, and medicines will also be in short supply. People in their 50s have some minor problems. Lying on the hospital bed, they can prescribe medicines worth 20,000 or 30,000 yuan, and it is not uncommon to have an 80% discount sale upon discharge. Some hospitals have a great reputation, provincial and ministerial level, but they are always short of medicine, and the root of the problem may lie here.
Increased financial burden
Civil servants have good treatment and continue to enjoy almost the same treatment as when they were in service after retirement, which means that the financial burden is increasing.
Recruiting 180,000 people means that nearly 180,000 people will retire, and 180,000 more people will be supported every year. These people do not create any wealth. They wake up and eat, and they can get seven or eight thousand yuan by taking a birdcage for a walk.
The actual retirement age is calculated at 55 years old (internal retirement). It is no problem to live to 75 years old. In 20 years, there will be nearly 4 million people who are completely idle. What a terrible number, what a heavy burden.
Produce a negative impact
First of all, the internal system has a bad influence. Guaranteed income regardless of drought or flood, it’s better to mix than to work hard. Some in-service personnel started the mode of “mixing” very early, and they themselves do not create wealth, so they simply don’t work.
This year’s popular “Deputy Director Dai”, “Sister Chousong” and others, I can’t remember. You can know from their chat records that it doesn’t matter whether they go to work or not.

After being in the unit for a long time, they become old hands. Others dare not say anything, just check in, what about going to work or not.
Inside and outside the system, there are completely two worlds, and what is conveyed is a negative signal – hard work is actually useless. 12 hours of bricklaying a day is not as high as their retirement salary; getting sick can make you poor overnight, and they can take root in the hospital.
Internal marriage
The existence of a world of difference can easily lead to the phenomenon of “marriage”. Civil servants marry civil servants, and the children of civil servants continue to take the civil service exam and then marry a civil servant.
Ordinary people look down on it, and entrepreneurs enter in two or three years, the risk is too great, so internal marriage has almost become inevitable. Once a closed loop is formed, it is really two worlds.

There is a “test-taking group” in society. After graduation, they do not engage in production and do not do any labor. They are single-mindedly focused on taking the exam. Can you expect such a person to work hard? The biggest possibility is – the master is here, the master is lying down. What will happen in the long run!
