This policy can only be described as a patch.

The younger generation’s willingness to give birth is relatively low now, and it’s difficult to change their views. Moreover, many young people have the bodies to give birth but not the money to raise children. The high cost of raising children and the huge pressure of life make them hesitant to have children.
But the retired generation is different. This generation still recognizes the traditional concept of “more children, more blessings,” and those with high retirement pensions also have the ability to raise children, and can even receive retirement pensions while receiving maternity allowances.
Moreover, people in their fifties and sixties also have the time and energy to take care of children. Previously, they helped take care of their grandchildren, but now, they can take care of their own children, making up for the regret of only being able to have one child due to family planning when they were young.
