Previously, it was rumored that the people would have to pay for their houses again, but later it was said that the public account for housing pensions didn’t require the people to pay.
There’s a saying: ‘It’s not the thief that you fear, but the one who keeps an eye on you.’ In fact, it’s the same with houses. As the biggest asset in the people’s homes, you fear someone eyeing it.
If the people don’t have to pay, then who pays? The government? Impossible. I’ve never understood the underlying logic of this action.
Until I saw this news, according to a report by Cailianshe, Huace Testing has obtained multiple qualifications, including the qualification for housing safety assessment.

You might have forgotten about Huace Testing, but I believe many people have had their throats swabbed by them. That’s right, this is the company that did the nucleic acid testing before.
When the pandemic came, they did nucleic acid testing; when house inspections came, they did house safety inspections.
Their business scope changes with the times; it has to be said, they’re really impressive.
I still remember when they were doing nucleic acid testing, they also said that the people didn’t have to pay a penny, and they did many rounds of free nucleic acid testing for everyone. Although the people didn’t pay directly, the medical insurance fund was paying.
The free nucleic acid testing cost the medical insurance fund a lot of money, leading to an increase in medical insurance, and many medicines are no longer reimbursed, which is ultimately the people paying the bill.
In the real estate field, when buying a house, each house has to pay a maintenance fund of 2-3% of the purchase price, which is used for the maintenance and upkeep of the house. A house worth one million yuan requires 20,000 to 30,000 yuan to be paid. How much money does a community pay? How much money does a city pay? How much money does a province have? How much money does the whole country have? I don’t know the exact amount, but the whole country has already exceeded one trillion yuan.
In reality, because the houses are relatively new, the utilization rate of the maintenance fund is not high. The remaining balance of residential maintenance funds in Shanghai exceeds 10 billion yuan, but the cumulative use of funds only accounts for about 10% of the cumulative collected funds. The utilization rates in Chengdu and Shenzhen are about 4% and 5% respectively.
There is still a large amount of funds accumulating, lying dormant in the bank. But these funds were originally intended to ensure the maintenance of the houses. Lying dormant, ensuring safety is the most important thing.
Moreover, it is quite troublesome for a community to apply for the use of the maintenance fund. Our community wanted to replace the elevators before, so we had to apply for the money from the major repair fund. The property management directly stopped one of the two elevators, and stopped it for a month or two, just to force the owners to sign their consent, and then they had to apply for approval from the relevant departments. In short, it’s quite troublesome to use the maintenance fund.
With so much money snoring beside the bed, I wonder if anyone will come up with some tricks?
And now, with the new policy, house inspections and pension insurance, residents don’t have to pay. Who will pay for this? Wouldn’t someone be eyeing the money from the maintenance fund?
Originally, the maintenance fund was only used when there was a problem with the house that needed repair. Now, it’s good that even houses without problems need to be inspected. Inspection requires money. If you inspect several times, won’t the money from the maintenance fund be gone?
