I was quite surprised to see someone advocating that county party secretaries should carry forward the spirit of “howling”.

In recent years, official documents sometimes use colloquial language, which is very vivid, and reading them feels like you can restore the scene of a certain meeting.

This is a kind of freshness for the increasingly dogmatic and empty official document style. But this does not mean that colloquialism is good. “Howling” is like this.

A girl in New York told me that she really laughed when she saw “hard as nails” and “howling” appearing in the title.

I envy her, who has been away from her mother tongue for a long time and can be so objective. I feel more sad, and I absolutely can’t laugh.

“Howling” reminds me of those anti-Japanese dramas, where the “devils” are about to enter the village, full of murderous intent, howling – this is the Chinese screenwriter’s imagination of the vulgar and most barbaric people.

If “howling” is a spirit, it is nothing more than saying that such people are full of murderous intent and imposing when doing things. But, what is a cadre working so hard for?

It is not easy to be a county-level official in China. One of the difficulties is not being able to have their own language. When speaking at meetings, most of the content is to implement and carry out, to read documents, and there is little room for their own expression.

Putting down the manuscript and looking up at the subordinates below, the words spoken at this time may be their own. When they do this, a slightly ridiculous scene often appears.

During the epidemic, the county magistrate in my hometown was like this, “Those who maliciously return to their hometown… will be isolated and then detained.” These words made him a hot topic.

Now it seems that this is to implement the spirit of “howling” in work. It is very ruthless and frightening to the subordinates; but the superiors may like it.

Because “howling” is not just shouting, but doing 100% resolutely when implementing and carrying out. “Howling” is just an interjection, an onomatopoeia, with a loud voice and exaggerated actions, but it does not have a specific word that can express content, no nouns, no verbs, and therefore no responsibility – although the sound is loud, it does not reveal its own thoughts,

It is very ideal: I shouted with all my might, but I didn’t say a word. Therefore, it cannot be wrong.

This word best represents the philosophy of civil servants today.
